Resnonse Ackrowledoed Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage Number: 19 Created: 5/23/2005 [5/23/05] Quantity detention is required if the improvements create more impervious than 5,000 sf or if the impervious area for the lots plus half the surrounding streets are greater than 50%. Half of the adjacent streets were not included in the impervious calculation. Please recalculate the impervious ratio using half of the streets. The new impervious ratio will likely be greater than 50%_ Response: The preliminary drainage letter report has been resubmitted with revised calculations including the imperviousness of one-half of the adjacent ROW. The letter documents an imperviousness of 53.3 percent, which will generate an estimated peak discharge of 0.19 cfs beyond what would be generated from the project at an imperviousness of 50 percent. The increase in peak runoff is small, and no detention is proposed. However, a note to the plat has been added that will ensure that the percent imperviousness caused be the project will not exceed the 53 3 percent. Page 4 Response: A plan and profile of the proposed alley improvements is depicted on the utility plans. A survey of improvements that the neighbor to the north has constructed along the margins of the alley has been performed and the resulting spot information is depicted on the plans. The survey data indicate that the neighbor encroached into the alley ROW with landscape and concrete pad improvements. In order to avoid impact to these encroachments/improvements, the proposed alley begins at the edge of these encroachments. Please provide a detail for the existing drive -over curb. Response: A detail for sidewalk widening and a detail for removal of the existing sidewalk along Laporte have been added to the plans. New curb and gutter will be installed only at the location of the existing driveway cut to Laporte: a note on the plan view addresses this construction and will be adequate to detail to the contractor what ought to be performed in the field. The power lines are all underground in this area. The water & sewer services planned for the utility easement will preclude installation of electric services in that location. It therefore appears there is no route available to provide electric service to lots 2 & 4, or to maintain the electric service to lot 3. A utility coordination meeting is encouraged. Response: A utility coordination meeting was held on June 1, 2005. As discussed during this meeting, proposed utility easements will be adequate to allow electric service to all four lots. There is no site and landscape plan that will be recorded in association with this application. We have provided an "Access and Parking" plan for illustrative purposes only, but it is not intended that this plan be recorded. I will bring up this question at the next Transportation Coordination meeting. Response: The City, as a result of the referenced Transportation Coordination meeting, determined that Laporte Avenue would be classified as a minor collector (with parking). The applicant requested that the City reconsider this classification; the City replied in a letter from Katie Moore dated June 21, 2005 that the classification would remain minor collector. However, the City granted, for this project only (no precedent established), that the northern- most five feet of land that would typically be dedicated as ROW and in which the sidewalk would be constructed would instead be dedicated as a public access easement. Also, the width of alley paving should match the width of the alley ROW. Please widen the alley to fit the ROW. Please provide preliminary offsite design to a location north of the curve in the alley (to the east of this site). Please show clearly how this will affect the lot to the north of the alley - will any of their landscaping have to be removed? Driveway altered? Will the north edge of the alley tie in exactly to existing grades or will easements be needed for grading. Provide spot elevations, especially along the north edge of the alley, to show what is going on. Please provide the standard detached walk along Laporte, at a minimum a 6' attached walk along McKinley and Leland (when adding to an existing walk, the min. width of concrete to be added is 4'), detached would be preferred but not required, and any area where the walk is outside of the ROW needs to be in a dedicated public access easement_ The short stone walls will have to be removed completely or moved back to a location at least 2' from the future back of walk. Response: Sidewalk improvements per comment have been added to the utility plans: a five-foot detached walk along Laporte Ave., and an additional 4 feet of walk abutted to the existing attached walks along McKinley and Leland. The referenced public access easement has been added to the plat. We acknowledge that providing the sidewalk improvements as described will require the removal of the existing stone walls.
