This proposal is subject to the 90-day revision re -submittal requirement (from the date of this comment letter, being August 2, 2005) as set forth in Section 2.2.11(A) of the Land Use Code. Be sure and return all of your red -lined plans when you re- submit. The number of copies of each document to re -submit is shown on the attached Revisions Routing Sheet. Page 7 Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Stormwater Number. 10 Created: 11/16/2004 [7/29/05] The water quality requirement for the site needs to be designed and incorporated with the Lodge at Miramont detention pond. Wet extended detention will need to be retrofitted into the existing pond. A site visit is recommended to determine the modifications for the outlet structure. 2/14/05 In concept this issue is resolved for the 50% submittal so the project can go to hearing and the details will be worked out in the final compliance submittal. A letter of intent is still required to use the downstream pond and retrofit the outlet works. This is needed in order to schedule a hearing. [11/16/04] The development requires on -site quantity detention, including water quality, for the 100-year storm with a 2-year historic release rate as per conceptual review comments. If an analysis can show that the quantity detention is already being provided in the Lodge at Miramont pond, than that will be accepted. Water quality mitigation for the site would still have to be provided, either on -site or in the off -site pond, if quantity detention were to be provided there. If the Lodge at Miramont pond were to provide water quality mitigation for the site, the pond will have to be retrofitted to provide water quality for the entire area draining to it. Page 6 Department: Light & Power Topic: Landscape plan Number: 1 Issue Contact: Doug Martine Created: 11/8/2004 [7/1/05] [11/8/04] There is an existing streetlight on the W. side of Lemay, approximately 190 ft. south of Boardwalk. This light is identified on the utility plan. The light also must be shown on the landscape plan and all new street tree locations must be adjusted to provide 40 ft. clearance between the light and tree(s). Clearance may be reduced to 15 ft. if the tree is an ornamental type. Topic: Light 6 Power Number: 2 Created: 11/8/2004 [7/1/05] [11/8/04] The developer will need to coordinate locations of electric utility facilities including pad type electric transformers and meter locations with Light & Power Engineering. There appears to be little or no space available for electric transformers making the ability to provide electric service to this development questionable. A utility coordination meeting is encouraged. Each unit must be individually metered, and the meters will need to be 'ganged' together on each building. Contact Light & Power at 221-6700. Department: Natural Resources Issue Contact: Doug Moore Topic: General Number: 59 Created: 8/2/2005 [8/2/05] A 50' wildlife movement corridor along the irrigation ditch is required. 3.4.1(E) This buffer needs to be shown on all applicable plans (landscape, site, grading, etc.) Number: 61 Created: 8/2/2005 [8/2/05] Only Fort Collins native plant species are allowed to be planted within Natural Habitat and Features Buffer Zones. NRD will allow encroachment in the wildlife movement buffer along the irrigation ditch if the developer agrees to restore the entire buffer zone with Fort Collins native plants. 3.4.1(E)(c) Page 5 Number:11 - Created:11/16/2004 [7/27/05] In general, either provide information from the dry utilities that the walls located within utility easements behind the right-of-way is acceptable, or have these dry utilities also sign off on the construction plan set. The retaining wall along Lemay may be of particular concern. I'd suggest individual follow-up or a utility coordination meeting with the utilities to ensure there are no issues. [11/16/04] The plans specify privacy walls which fall within the typical 15' utility easement along Lemay. The utility companies should be aware and okay this proposal. [11/16/04] The 20' private drive will need to be dedicated as an emergency access easement on the plat (Tract A). As PFA needs 20', the HOA will need to ensure that residents and visitors do not park along this private drive. With the existing sidewalk along Boardwalk being substandard, please remove the sidewalk and replace with 5' detached sidewalk and full reimbursement for the sidewalk will be made to the developer. Number: 48 Created: 7/27/2005 [7/27/05] A slope easement will need to be dedicated along Lemay where the retaining wall is called for. Number: 46 Created: 7/27/2005 [7/27/05] The retaining wall/screen wall shown along Lemay on the grading plan needs to be engineered by a structural engineer and meet City requirements as it potentially affects the sidewalk along Lemay. Please provide more information on the grading plan regarding the limits of where the wall acts as a retaining wall. In addition, show more detail along the wall (additional Section B information along the wall). Topic: General Number: 9 Created: 11/16/2004 [7/27/05] The response letter from the developer dated 2-17-2005 indicated the following: "We agree that a utility coordination meeting will be a good idea for the project. We prefer to attend a utility coordination meeting after our Type I hearing." A utility coordination meeting is currently scheduled for Tuesday August 2nd at 1:30pm. [11/16/04] A utility coordination meeting is suggested to discuss the placement of utility lines and connections to the units. I can set this meeting up if desired. Page 3 Number: 57 Created: 8/2/2005,,1 [8/2/05] The proposed 8' high wall (materials unknown, no design provided) is considered to be a structure and must be structurally designe& A building permit must be issued to construct the wall. Also, this structural wall (8' tall) is subject to -the same setback from the adjacent streets as residential buildings. In this case the setback must be 30' from the South Lemay Avenue right-of- way. If the wall is to remain taller than 6' then a modification of the standard set forth in Section 3.5.2(b)(1) of the Land Use Code would have to be approved by an administrative hearing officer. It is doubtful that City staff would support this modification. Number: 58 Created: 8/2/2005 [8/2/05] The proposed 8' high wall along South Lemay Avenue must comply with the standard set forth in Section 3.8.11(A) of the Land Use Code regarding the architectural articulation of the wall. There must be a varying setback of the wall face of at least 5' for at least 1/3 of the length of the fence section. Please indicate this as a general note on the plans to help ensure that subsurface flows are not discharged onto the surface. [11/16/04] The soils report mentions the use of perimeter drains around the foundations of the buildings. The construction plans will need to indicate how and where these perimeter drains will lead to. If they are tied into the storm drainage system, that's fine with Engineering (pending Stormwater approval) but groundwater cannot be directed onto a public street and/or across a sidewalk. The legal description shows the parent parcel to be owned by Stephen Slezak but the preliminary plat does not state the owner. Who is the correct owner of record of the property? b. The Final Plan Comment Sheet indicates the project is the Serrano Townhomes POP but the subdivision plat dedication states "... to be known as SERRANO SUBDIVISION".
