The Lemay/ Boardwalk-Keenland intersection will operate acceptably with existing control and geometry. Figure 7 shows the short range (2006) total peak hour traffic at the key intersections. Table 4 shows the short range (2006) total peak hour operation at the key intersections. Calculation forms are provided in Appendix D. The key intersections will operate acceptably during the peak hours. Figure 8 shows the short range (2006) geometry at the key intersections. The geometry shown is the existing functional geometry at the Lemay/Boardwalk-Keenland intersection. Boardwalk Drive and Keenland Drive are classified as a collector streets on the Fort Collins Master Street Plan. Using conventional peak hour versus daily traffic relationships, the current daily volume on Boardwalk Drive is 2130 and on Keenland Drive is 1870. These volumes fall into the connector street category. However, it is likely that traffic volumes would continue to increase, since there are vacant parcels on both sides of Lemay Avenue. The collector street classification for these streets is proper. The distance between the Serrano driveway and Lemay Avenue is approximately 290 feet, on -centers. The distance between the Hamlet driveway and the Serrano driveway is approximately 155 feet, edge to edge. Neither of these driveways are considered to be high volume driveways. Both of these dimensions exceed the access management criteria for a major collector street per Table 7-3 in the "Larimer County Urban Area Street Standards." The location of the site access was agreed to by the City of Fort Collins. The turning volumes do not require either a left -turn lane or a right -turn lane at the site access. The Serrano Townhomes site is in the area within which the City requires pedestrian and bicycle level of service evaluations. Appendix E shows a map of the area that is within 1320 feet of the Serrano Townhomes site. There will be three pedestrian destinations within a quarter mile of the Serrano Townhomes site. The pedestrian influence area for schools is one mile. These destinations are: 1) the residential area north of the site; 2) the residential neighborhood west and south of the site; 3) Werner Elementary School; and 4) the residential areas on the east side of Lemay Avenue. This site is in area type termed "other" and "school walking area." The minimum level of service for the school walking area type is B for all measured categories, except for visual interest which is C. As indicated on the Pedestrian LOS Worksheet, the minimum level of service is acceptable. Based upon Fort Collins bicycle LOS criteria, there are no destination areas within 1320 feet of the Serrano Townhomes site. There are bike lanes on Lemay Avenue and Boardwalk Drive, which would place the bicycle connectivity at level of service A. The bicycle LOS worksheet is provided in Appendix E. This area of Fort Collins is not served by transit. Since this is an intermediate transportation impact study, the long range transit system or level of service is not relevant. Transit level of service will be the same as that which currently exists. It is concluded that, with the Serrano Townhomes, the future level of service at the key intersections will be acceptable. The level of service for pedestrian, bicycle, and transit modes will be acceptable. The Serrano Townhomes is proposed to be m located in the southwest quadrant of the Lemay/Boardwalk-Keenland 0 � intersection in Fort Collins. The site location is shown in Figure w o 1. Currently, there is a single family dwelling unit on this lot. a The Serrano Townhomes will consist of 18 townhome dwelling units. = The scope of this study was discussed with the Fort Collins Traffic wOperations Engineer. A brief memorandum was requested. The base C7 assumptions form is provided in Appendix A. There are sidewalks d along developed parcels of land within 0.25 miles of the site. There � N are bike lanes on Lemay Avenue and Boardwalk Drive and Keenland N Drive. Figure 2 shows recent peak hour counts at the Lemay/Boardwalk- Keenland intersection. The count data was obtained in August 2003 by the City of Fort Collins. Raw traffic data is provided in Appendix A. Table 1 shows the current peak hour operation of the Lemay/ Boardwalk-Keenland intersection. Calculation forms are provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix B.
