I am Ken Koujourian and I live at 3520 Silvertrails Drive. My property abutts the school's
property so I believe that makes us neighbors.
I've lived here almost 15 years and get along well with all of my neighbors on both sides of the
street. I went to the review meeting at Oleander School and asked a few questions and was
brought up to date on the site plans. I see no reason why my newest neighbor, Global Village,
will not be a great next door neighbor also.
I have no hesitation in welcoming them to Silver Oaks.
Several months ago I went thru a similar process when a charter school opened up next to
where I work.
This is in an industrial park one block East of Prospect and Timberline. Of cource we had
questions about their locating in an area with heavy truck traffic and how all the traffic from the
parents droping off and picking up would impact us. We met a few times as inteligent adults
and worked everything out and now we are very good neighbors. I learned that if everyone acts
in a level headed manner with everyone's best interests in mind, every thing can be worked out
and every one will get along just fine.
When the Oleander school was built, it was not the end of the world.
When the city closed off Taft Hill between Horsetooth and Drake and parked all the
construction equiptment on the vacent lot (where Global wants to build) it was temporarily
inconvenient but the resulting new bridge and extra lane was worth the wait and once again
Silver Oaks subdivision remained intact and a great place to live.
When the city decided to develop the 99 acres at the West end of Horsetooth, we all knew the
traffic would increase, but when all was said and done we all loved living within walking
distance of this new world class recreational park. Low and behold, life still did not come to a
screaching halt.
I expect the same to be true long after Global Village is completed.

operations group so that they are aware of your comments. Here is how I've summarized your concerns; please correct
me if I've misstated your thoughts:

by their parents, adding even more to the traffic in the area.

- From Primrose, it is very difficult to turn north on Taft Hill during busy traffic times already. Residents requested that
the light (from when the fire station was there) remain functional, but it is only a pedestrian -activated signal now. Your
concern is that it will become even more difficult to exit your street.
- There are no traffic lights on Taft Hill between Horsetooth and Drake, so speeds are high. Sidewalks along Taft may be
inadequate/unsafe.
- Overall, you believe the school is not a good fit for the area.

One concern springs immediately to mind, namely, the increased traffic. I perused the websites listed on the
notice, but was unable to find any detailed information on the proposal beyond what is in the mailed notice. Is
there any written proposal that addresses traffic concerns? Perhaps I was simply unable to find it.
I am unsure whether I will be able to attend the meeting on Dec. 9, so I'll take this opportunity to be more
specific. During the "peak hours" in which many commuters drive to and from work and school, simply exiting
or entering the the nearby neighborhoods (Milfred Acres, Silver Oaks, and Rossborough) is already challenging
Southbound traffic on Taft Hill is particularly impacted because the road width drops from two lanes to one at
Horsetooth. Vehicles have a tough time making left turns onto Taft Hill from Bronson, Primrose, Devonshire,
and Moffett, and I often witness "close calls" during peak hours.
In short, my concern is that our traffic situation is already marginal and will degrade further with the proposed
school if not carefully considered and addressed.

Thank you for contacting us about the Global Village Academy proposal, and for sharing your concerns
about traffic impacts. Regarding your question about traffic: As a part of the City's review of the project,
the applicant is being asked to prepare a traffic study that City staff can review to evaluate traffic
impacts on the area. Staff comments regarding traffic in the preliminary design review included this:
Traffic operations requests a memo and a circulation site plan discussing how drop-off and pick-up traffic
will be accommodated and circulated to and from the public roadways. The memo/plan should include
where parents/buses will be allowed to park while loading/unloading children, how the circulation will be
controlled, what times of day the operations will be conducted, contention plans if loading/unloading traffic
queues backs into the adjacent arterial roadways or begins to block safe movement on Bronson or Auntie
Stone, expected quantity of circulating traffic by time of day, etc. A good discussion of the traffic handling
plans for the site.
In addition, I am attaching the site plans that were submitted to the City for a preliminary design review
of the proposal. These may have evolved since they were submitted in October — the developer may
have updated plans to share at the neighborhood meeting on Dec 9. If you are able to attend, more of
your questions may be addressed as well.

I will not be able to attend the Citizen Review for development proposal for the Global Village Academy Public Charter
School. But, wanted to suggest a change to the intersection of Taft Hill and Bronson which is located at the Northeast
corner of the project. This has been a very dangerous intersection for sometime. I live at Bronson and Auntie Stone and
for the last year avoid that intersection. I first hand have seen too many close calls. Once I nearly got hit myself and I'm a
professional driver and driver trainer. The problem is drivers on Bronson try either to cross Taft Hill, or make a left onto
Taft Hill, and because of the double lane traffic on Taft Hill, you can't always see traffic in both lanes. It is also close to
the Taft Hill and Horsetooth intersection and it is hard to get enogh seperation between cars. After sitting at this
intersection for a while, drivers start to take huge risks to get across. This is at its worst when parents are dropping off or
picking up students at Orlander Elementry. Just observe between 8:30 to 9:00 am or 3:30 to 4:00 pm and you can
quickly see the problem.
I propose that this intersection be changed to what is currently at Harmony and Westbury (see photo below). This type
of intersection prevents traffic from crossing over or turning left from the side street. Below are the turns that would be
available with this type of intersection Taft Hill and Bronson.
Eastbound on Bronson Right -Turn Only to Taft Hill Southbound
Westbound on Bronson Right -Turn Only to Taft Hill Northbound
Northbound Taft Hill Right or Left Turn onto Bronson
Southbound Taft Hill Right or Left Turn onto Bronson
Personally, I have not real issues with the proposed school. But, if this intersection is not changed as part of the project. I
would strongly ask that it not be approved. Thank you so much for your time and consideration.

I have a huge concern because of the traffic already in that area.
I will say almost daily you find accidents on Taft Hill Rd, between Horsetooth Rd and Devonshire,
some of them very severe, with multiple ambulances, fire trucks and police cars running with sirens.
I live on Cockney St, and I hear the emergency vehicles going to that intersection daily, responding to accidents.
I am against it. I think a better location, away from that intersection is better.

I will be unable to attend the neighborhood meeting regarding the Global Village Academy on Taft/Horsetooth. I live on
Bronson St (East side of Taft). My only concern is that there needs to be a light or a cross walk light at Bronson and
Taft. Even without this school, it can be very precarious getting across Taft Hill at Bronson to get to Olander. The only
light to cross is Taft/Horsetooth unless they go further north. So if they want to add another school I would suggest they
add the light at this intersection for the safety of the students.

Hello Ted and Sarah,
Thank you for being part of the neighborhood meeting that was held last week. We appreciated that you kept
the focus on the purpose of the meeting-- to hear from the neighborhood. We think that the proposed school
use is a better fit for our neighborhood than a convenience store/gas station or other commercial use would
be. That being said, there are still technical issues with this particular site that we hope the applicant will be
able to adequately address.
Of course, traffic is a big concern, with limited access options for our particular neighborhood. Living here, we
can all attest to the existing traffic conditions. Even with them busing students, the likely traffic increase will
be significant during early morning and mid -afternoon. We know this from experience, living near Olander
Elementary. Doubling the traffic during those school start/end times will have a big impact.
We've put together our thoughts and comments by drawing a revised sketch of their site plan with simple
modifications that we think would help mitigate impacts. Please see the attached file for that sketch and
additional comments. Please share this with the gentleman from the Transportation/Traffic Department who
attended the meeting, as well as with the applicant. The representative from GVA stated that they want to be
a good neighbor-- we hope that they will either be required by the city code to make certain improvements or,
if some improvements are more of a "voluntary" nature, that they will still do those in order to mitigate the
impacts that this use will have on our neighborhood (especially for those properties that are adjacent to the
site).
One other thing to request is to please thoroughly review the drainage plan and the proposed detention
ponds with outflow through storm drains to the east side of Taft Hill Road and the drainage ditch on that side
of the road. We know from our own experience in the July 1997 flood that the streets and drainage system in
our neighborhood were thoroughly overwhelmed by the volume of stormwater flowing to the east. This is
something that they may not be aware of. Similarly, there is a note on our sketch that provides information
about the snow and ice conditions that are common on our neighborhood streets in the winter. Snowfall
amounts tend to be much higher here on the west side of town near the foothills, Again, this is something
that the applicant is not likely to be aware of without input from the people who live here.

IV. CONCLUSIONS
This study assessed the impacts of the Global Village Academy on the street
system in the vicinity of the proposed development in the short range (2019) future. As a
result of this analysis, the following is concluded:
- The development of the Global Village Academy is feasible from a traffic
engineering standpoint. The Global Village Academy will generate approximately
1118 daily trip ends, 367 morning peak hour trip ends, and 244 afternoon peak
hour trip ends.
- The Taft Hill/Horsetooth, Taft Hill/Bronson, Horsetooth/Silver Trails, and
Bronson/Silver Oaks intersections are currently operating acceptably.
- The Taft Hill/Horsetooth intersection is currently signalized. Other key intersections
do not meet signal spacing requirements or volume warrants.
- In the short range (2019) future, given development of the Global Village Academy
and an increase in background traffic, the Taft Hill/Horsetooth, Taft Hill/Bronson,
Horsetooth/Silver Trails, Bronson/Silver Oaks -Site Access, and Silver trails/Site
Access intersections will operate acceptably with existing control and geometry.
- The short range (2019) geometry is shown in Figure 10. A southbound right -turn
lane is required at the Taft Hill/Bronson intersection with the existing peak hour
traffic. A northbound right -turn lane is required at the Taft Hill/Horsetooth
intersection with existing peak hour traffic. Global Village Academy adds no traffic
to this movement and the Taft Hill/Horsetooth intersection operates acceptable
without it. Typically, when turn lanes are shown to be required based on volumes
and do not exist, they are not built unless the operation at the subject intersection
is determined to be unacceptable. The subject intersections operate acceptably.
- Acceptable level of service is achieved for pedestrian, bicycle, and transit modes
based upon the measures in the multi -modal transportation guidelines and future
improvements to the street system in the area.
- Iftwhen the Global Village Academy proposes an expansion, a new transportation
impact study will be required.

Typically the afternoon pick-up period is the most problematic with regard to on -
site circulation, because loading of each vehicle takes longer than unloading. Recent
traffic volume data was collected at a similar school. The data was collected in five
minute increments. Parents arrived 35-40 minutes prior to the dismissal bell. The data
indicates that fifty-five percent of the parent vehicles arrived prior to the dismissal bell.
This creates a vehicle queue prior to the dismissal bell. Based upon this data and the
assumption that 20 percent of the inbound trip generation will be park/walk vehicles,
Table 5 displays the Global Village Academy afternoon peak hour arrivals and
departures in five minute increments using the parking lot pick-up system. In the five
minute increment prior to the dismissal bell, the queue is 51 vehicles in the parking lot.
As shown in Figure 11, this queue can be accommodated within the parking lot
circulation system, with no impact to Bronson Street or Silver Trails Drive. In five
minute increment following the dismissal bell, eight more vehicles join the inbound
queue and nine vehicles leave the site, resulting in a vehicle queue of 50 vehicles within
the parking lot. As vehicles begin to release, the queue in the following series of five
minute increments can be accommodated within the parking lot with no impact to Silver
Trails Drive or Bronson Street. There is usually a "learning period" to understand the
circulation system. The first few days of school are not indicative of the planned
system. In order for the circulation system to be successful, it must be enforced by the
school administration. It is important that the on -site circulation system be monitored for
efficiency and adjusted/modified if necessary.
Pedestrian Level of Service
Appendix F shows a map of the area that is within 1320 feet of the Global Village
Academy development. There are four pedestrian destinations within 1320 feet of the
Global Village Academy development. These are: 1) the residential area to the west of
the site, 2) the residential area to the east of the site, 3) the residential area to the south
of the site, and 4) the residential area to the southeast of the site. This site is in an area
type termed "school walking area." The minimum level of service for "school walking
area" is B, except for Visual Interest and Amenity which is C. Acceptable pedestrian
level of service will be achieved for all pedestrian destinations. The Pedestrian LOS
Worksheet is provided in Appendix F.
Bicycle Level of Service
There are no bicycle destinations within 1320 feet of the Global Village Academy
development. The bicycle level of service is acceptable.
Transit Level of Service
This area of Fort Collins is served by Transfort Route 6. This route has a transit
stop at the Taft Hill/Horsetooth intersection, which is adjacent to this site.

Using the traffic volumes shown in Figure 9, the Taft Hill/Horsetooth, Taft
Hill/Bronson, Horsetooth/Silver Trails, Bronson/Silver Oaks -Site Access, and Silver
Trails/Site Access intersections will operate in the short range (2019) total traffic future as
indicated in Table 4 with the existing geometry. Calculation forms for these analyses are
provided in Appendix E. The key intersections will operate acceptably. At the Taft
Hill/Bronson intersection, the calculated delay for the morning and afternoon peak hour
eastbound approach will be commensurate with level of service F and the morning peak
hour westbound approach will be commensurate with level of service E. This is
considered to be normal during the peak hours at stop sign controlled intersections along
arterial streets. The Taft Hill/Bronson intersection was analyzed with and without the
southbound right -turn lane with the short range (2019) total peak hour traffic. There is no
change in the level of service with or without the southbound right -turn lane at the Taft
Hill/Bronson intersection.
Geometry
Figure 10 shows a schematic of the short range (2019) geometry. A southbound
right -turn lane is required at the Taft Hill/Bronson intersection. This is required with the
existing peak hour traffic volumes. There is no change in the level of service with the
added right -turn lane at the Taft Hill/Bronson intersection. It was observed that with the
lane drop at the Taft Hill/Horsetooth intersection through vehicles are typically in the left
through lane prior to the Taft Hill/Bronson intersection. Most vehicles in the right
through lane are vehicles that will turn right at the Taft Hill/Bronson or Taft
Hill/Horsetooth intersections. A northbound right -turn lane is required at the Taft
Hill/Horsetooth intersection. However, Global Village Academy adds no traffic to this
movement and the Taft Hill/Horsetooth intersection operates acceptably. As mentioned
earlier, when existing volumes warrant the subject right -turn lanes, but the intersections
operate acceptably without those lanes, they are typically not constructed. It is
recommended that the right -turn lanes not be built at this time. The need for an eastbound
left -turn lane at the Horsetooth/Silver Trails was evaluated. Using LCUASS, Figure 8-1, an
eastbound left -turn lane will not be required at this intersection.
Circulation/Queue Analysis
The parking lot is designed to provide a drop-off/pick-up area on the south side of
the school building. Due to the site circulation system, there is an on -site intersection
which will have both entering and exiting parent vehicles going through it. This
intersection should be signed DO NOT BLOCK. The exiting parent vehicles must be
allowed to exit from the front of the school in order for the drop-off/pick-up system to
operate efficiently. This must be enforced by the school administration. As is common
at many schools, some parents (particular those with children in the lower grades) will
park and walk their children into/out of the school. These parents will utilize the spaces
in the parking lot. This factor has a bearing on how many parent vehicles need to be
accommodated in the parking lot drop-off/pick-up circulation system.

Background Traffic Projections
Figure 7 shows the short range (2019) background traffic projections.
Background traffic projections for the short range future horizon were obtained by
reviewing the North Front Range Regional Transportation Plan and various traffic
studies prepared for this area of Fort Collins. Based upon these sources, it was
determined that traffic volumes would increase by approximately 1.5% per year in the
short range future.
Trip Assignment
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip generation
and trip distribution process. It is recommended that Global Village Academy request
parents (exiting the site) going to the north on Taft Hill Avenue use the signal at the Taft
Hill/Horsetooth intersection. This route would be the safest and most efficient to go north
on Taft Hill Road. However, some parents may choose not to do this. Therefore, the
traffic assignment shows a portion making a left turn at the Taft Hill/Bronson intersection.
The site traffic assignment shows that a portion of the entering traffic (estimated at 15
percent) from the east and south will utilize the Silver Trails Drive access. Figure 8 shows
the site generated peak hour traffic assignment. Figure 9 shows the short range (2019)
total (site plus background) peak hour traffic.
Signal Warrants
As a matter of policy, traffic signals are not installed at any location unless warrants
are met according to the Manual on Uniform Traffic Control Devices. The Taft
Hill/Horsetooth intersection is currently signalized. Other key intersections do not meet
signal spacing requirements or volume warrants, and will not be signalized.
Operation Analysis
Capacity analyses were performed at the Taft Hill/Horsetooth, Taft Hill/Bronson,
Horsetooth/Silver Trails, Bronson/Silver Oaks, and Silver Trails/Site Access intersections.
The operations analyses were conducted for the short range future, reflecting a year 2019
condition.
Using the traffic volumes shown in Figure 7, the Taft Hill/Horsetooth, Taft
Hill/Bronson, Horsetooth/Silver Trails, and Bronson/Silver Oaks intersections will operate
in the short range (2019) background traffic future as indicated in Table 3 with the existing
geometry. Calculation forms for these analyses are provided in Appendix D. The key
intersections will operate acceptably. At the Taft Hill/Bronson intersection, the calculated
delay for the morning and afternoon peak hour eastbound approach will be commensurate
with level of service E and F, respectively. This is considered to be normal during the
peak hours at stop sign controlled intersections along arterial streets.

III. PROPOSED DEVELOPMENT
Figure 5 shows a site plan of the Global Village Academy. The Global Village
Academy staff indicated that this school will have a total of 540 students in 5 years
(Phase 1). The short range analysis (Year 2019) includes development of the Global
Village Academy and an appropriate increase in background traffic due to normal
growth and other potential developments in the area. Since this is an intermediate level
transportation impact study, a long range analysis is not required. The site plan shows
that the Global Village Academy accesses Silver Trails Drive and Bronson Street.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. Trip generation for Private School K-8
(Code 5348) in Trip Generation, 9t' Edition, ITE fits the description of the Global Village
Academy. A trip is defined as a one-way vehicle movement from origin to destination.
Table 2 shows the expected trip generation on a daily and peak hour basis. Global Village
Academy currently has three buses and plans to increase to four buses. Global Village
Academy, also, has a high carpool ratio. Based on this information a reduction of 0.25
was taken for busing and carpooling. The trip generation of the Global Village Academy
resulted in 1118 daily trip ends, 367 morning peak hour trip ends, and 244 afternoon peak
hour trip ends.

Trip Distribution
Trip distribution for the Global Village Academy was based on existing/future
travel patterns, land uses in the area, consideration of trip attractions/productions in the
area, and engineering judgment. Figure 6 shows the trip distribution for the short range
(2019) analysis future. The trip distribution was agreed to by City of Fort Collins staff in
the scoping discussions.

Village Academy site is in an area termed "low density mixed use residential." In areas
termed "low density mixed use residential," acceptable operation at signalized
intersections during the peak hours is defined as level of service D or better. At
unsignalized arterial/local intersections, acceptable operation is considered to be at
level of service F for any approach leg. In such areas, it is expected that there would be
substantial delays to the minor street movements during the peak hours. This is
considered to be normal in urban areas. At unsignalized collector/local intersections,
acceptable operation is considered to be at level of service C for any approach leg. A
northbound right -turn lane at the Taft Hill/Horsetooth intersection is required with
existing traffic. A southbound right -turn lane at the Taft Hill/Bronson intersection is
required with existing traffic. It was observed that with the lane drop at the Taft
Hill/Horsetooth intersection through vehicles are typically in the left through lane north of
the Taft Hill/Bronson intersection. Typically, when turn lanes are shown to be required
based on volumes and do not exist, they are not built unless the operation at the subject
intersection is determined to be unacceptable. The subject intersections operate
acceptably.
Pedestrian Facilities
There are sidewalks along both sides of Taft Hill Road, except along this site.
There are sidewalks along both sides of Bronson Street, Silver Trails Drive, and Silver
Oaks Drive. Horsetooth Road has sidewalk along both sides of the street east of Silver
Trails Drive.
Bicycle Facilities
There are bicycle lanes along Taft Hill Road and Horsetooth Road.
Transit Facilities
Currently, this area of Fort Collins is served by Transfort Route 6. It operates
along Taft Hill Road and Horsetooth Road with a bus stop at the Taft Hill/Horsetooth
intersection.

Existing Traffic
Recent peak hour traffic volumes are shown in Figure 3. The traffic counts at the
Taft Hill/Horsetooth, Taft Hill/Bronson, Horsetooth/Silver Trails, and Bronson/Silver
Oaks intersections were obtained in November 2013. Raw traffic count data is provided
in Appendix B. Since the traffic counts were done on different days, the intersection
counts were adjusted/balanced. Figure 4 shows the adjusted/balanced recent peak
hour traffic volumes.
Existing Operation
The Taft Hill/Horsetooth, Taft Hill/Bronson, Horsetooth/Silver Trails, and
Bronson/Silver Oaks intersections were evaluated and the peak hour operation is
displayed in Table 1. Calculation forms are provided in Appendix C. The key
intersections are currently operating acceptably with existing control and geometry in
the morning and school dismissal peak hours. At the Taft Hill/Bronson intersection, the
calculated delay for the morning and afternoon peak hour eastbound approach is
commensurate with level of service E. The intersections were evaluated using
techniques provided in the 2000 Highway Capacity Manual and 2010 Highway Capacity
Manual. A description of level of service for signalized and unsignalized intersections
from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor
Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Global

II. EXISTING CONDITIONS
The location of the proposed Global Village Academy is shown in Figure 1. It is
important that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily residential. There are residential uses to the
west, north, east, and south of the site. There is a school (Olander) and a park (Spring
Canyon Park) west of the site. The center of Fort Collins lies to the northeast of the
proposed Global Village Academy.
Streets
The primary streets near the proposed Global Village Academy site are Taft Hill
Road, Horsetooth Road, Bronson Street, and Silver Trails Drive. Figure 2 shows a
schematic of the existing geometry at the Taft Hill/Horsetooth, Horsetooth/Silver Trails,
Taft Hill/Bronson, and Bronson/Silver Oaks intersections.
Taft Hill Road is east of (adjacent to) the proposed Global Village Academy site.
It is a north -south street classified as a four -lane arterial according to the Fort Collins
Master Street Plan. Currently, Taft Hill Road has a four -lane cross section, north of
Horsetooth Road and a two-lane cross section, south of Horsetooth Road. At the Taft
Hill/Horsetooth intersection, Taft Hill Road has a northbound and a southbound left -turn
lane, a through lane in each direction, a northbound through/right-turn lane, and a
southbound right -turn lane. At the Taft Hill/Bronson intersection, Taft Hill Road has a
northbound and a southbound left -turn lane and two through lanes in each direction.
The Taft Hill/Horsetooth intersection has signal control. The Taft Hill/Bronson
intersection has stop sign control on Bronson Street. The posted speed limit in this area
of Taft Hill Road is 40 mph.
Horsetooth Road is south of (adjacent to) the proposed Global Village Academy
site. It is an east -west street classified as a two-lane collector, west of Taft Hill Road
and a four -lane arterial, east of Taft Hill Road according to the Fort Collins Master Street
Plan. Currently, Horsetooth Road has a two-lane cross section. At the Taft
Hill/Horsetooth intersection, Horsetooth Road has an eastbound and a westbound left -
turn lane, a through lane in each direction, and an eastbound and westbound right -turn
lane. At the Horsetooth/Silver Trails intersection, Horsetooth Road has all movements
combined into a single lane. The Horsetooth/Silver Trails intersection has stop sign
control on Silver Trails Drive. The posted speed limit in this area of Horsetooth Road is
35 mph, west of Taft Hill Road and 40 mph, east of Taft Hill Road.

I. INTRODUCTION
This intermediate transportation impact study (TIS) addresses the capacity,
geometric, and control requirements at and near the proposed Global Village Academy.
The proposed Global Village Academy is to be located in the northwest quadrant of the
Taft Hill/Horsetooth intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made with the owner's
(Global Village Academy) and the City of Fort Collins Traffic Engineering Staff. The
Transportation Impact Study Base Assumptions form and related documents are provided
in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS
Guidelines in the "Larimer County Urban Area Street. Standards" (LCUASS). Since this is
a school, it was determined that the peak hours should be the typical morning peak hour
and the school dismissal time (2:30pm-3:45pm). The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation;
- Conduct on -site queuing analysis.

A (Applicant): 2-3 years for the first phase. We hope to do the additions in about 2-3 years .
C (Citizen): I have a concern with 4 schools nearby that have had enrollment issues. If you pull from local
schools, what happens to funding?
A (Applicant): School of choice act — parents/students can choose where to attend and money follows
students. Can also pull from other districts/neighborhoods. We offer a different option with language
immersion.
Q (Citizen): When the TIS is submitted and reviewed, is the applicant required to implement the
recommendations?
A (City): This will go to the Planning & Zoning Board for a Site Plan Advisory Review (SPAR) they look at
the location, character, and extent of the proposal.
Q (Citizen): The plans have already changed, what other changes may occur?
A (Applicant): We've completed over 50% of the site plan work and 85% of the exterior design. We have
already responded to the City's comments from our preliminary review.
C (Citizen): Concerned about additions overshadowing homes to the west. Would like to see greenbelt
buffer with trees along the north -south drive.
A (Applicant): It may end up only being be one-story; the school is about at 50 feet away from homes.
Q (Citizen): What percentage of kids will be using the before and after school programs? Will those be
available to Olander students?
A (Applicant): We could consider offering to Olander students. That could help with after school traffic
Q (Citizen): Will there be a stop sign for Horsetooth at Horsetooth and Silver Trails?
A (City): Doubtful — we want traffic to flow on Horsetooth so only Silver Trails will have the stop sign.
C (Citizen): I predict a stop sign will be needed at Bronson and Silver Trails.
Q (Citizen): Why not a right -in from southbound Taft Hill and a right -out?
A (Applicant): Some will want to exit to the south. Entry more possible than an exit. The problem with a
right -out is that such an exit would feed into a southbound lane that is dedicated as a right turn only
lane to go west on Horsetooth. So any exiting vehicle from a right -out lane would have to immediately
merge into the Taft Hill southbound through lane.
Q (Citizen): How many busses will there be, and what routes?
A (Applicant): 3 busses now, and maybe one more in the future. We will have to determine the best
routes based on enrollment to see where the students live.
Q (Citizen): With the drop-off, what about work trips and Olander traffic already in the area?
A (City): TIS adds in new and existing traffic. TIS will look at morning peak for school and work, as well as
the afternoon peak at school discharge time.
Q (Citizen): Will the traffic study look at bus levels? (50% seems aggressive).

Q (Citizen): The Silver Trails and Horsetooth problem can't be solved by on -site management. How will it
be handled? You have double the students of Olander.
A (Applicant): We are evaluating and looking for a left on Silver Trails and left onto Horsetooth.
Q (Citizen): What are the current levels of standard and are they acceptable?
A (Applicant): Currently, at Silver Trails & Horsetooth, the southbound left is a "B" and it is projected to
remain a "B." Bronson and Silver Trails is currently an "A" and projected to be a "B."
Q (Citizen): Will there be school -zone lights on Taft Hill?
A (Applicant): City will determine this.
Q (Citizen): Is the land already purchased?
A (Applicant): Plan to close at the end of the month.
Q (Citizen): Can you look at one -ways to force people to the light?
A (City): Their on -site circulation is their issue. We would not allow another exit from their site just
south of Bronson.
Q (Citizen): Is there a safety -fence on the east side?
A (Applicant): Kids are to be on the west. Fence not planned.
Q (Citizen): Getting onto Taft Hill from Bronson is very hard — have to cross to southbound left turn lane
to head east of Horsetooth.
A (City): There are concerns about traffic exiting on Bronson.
Q (Citizen): You plan to open in August, but not all steps have to take place because this isn't a
commercial/residential development?
A (Applicant): Operating under state rules. We're confident working with the City it will happen.
A (City): The Planning & Zoning Board can approve or deny. If denied, they can appeal to the Colorado
Department of Education (the governing body for this school).
Q (Citizen): I am an owner of a patio home nearby — can you move the driveway on the south (on Silver
Trails) or is there another place to move it? I'm concerned how close it is to townhome residents and
the potential traffic back-ups.)
A (Applicant): We believe this is the best spot, and feel good about this improved plan. The length of
drive is a strength to control traffic and back-ups.
Q (Citizen): Will the current fence remain? A bigger wall to block noise or 8 foot fence could block noise.
A (Applicant): That is not planned.
Q (Citizen): Can you adjust or coordinate your start times with Olander?
A (Applicant — Principal): Will look at what we/they can do with timing to make the situation better.
C (Citizen): At Sam it is very hard to turn east on Horsetooth. This will make the situation worse.
C (Citizen): The hours seem to be 8 — 3:30 here and 9 — 3:38 at Olander. The conflict is in the afternoon,
not the morning.

be — it is a regional school drawing from Wellington, Windsor, Greeley, Loveland, etc. We expect some
students from Olander too.

A (Applicant): In Aurora, 22% are between 45-60 minutes away. In Fort Collins, this will be a unique
school with the bussing.

other site. There is no big gym or auditorium at the school. We want to be good neighbors, and we don't
want to provide inconvenient parking for our families either.

A (Applicant): 700 kids— approximately 15 minutes —all staff loading. Have lots of stacking on site.
C (Citizen): Often see —22 cars waiting to get onto Taft Hill. You must also consider Olander's traffic too.

A (Applicant): Yes, and traffic will loop thru the lot.
Q (Citizen): Is this school year -round? Are there before and after school programs?
A (Applicant): 198 days; there are before and after school programs.

Horsetooth intersection is important and will be impacted too.
A (Applicant): 52% will be bussed and approximately 2.83 kids per car. Also expect some to walk to
school.
Q (Citizen): In the original building there were 500 students, if the additions are built, how many are you
expecting?
A (Applicant): 750 total.
Q (Citizen): What grade levels? K-8?
A (Applicant): At this site, yes. If we added high school, it would be at another site.
Q (Citizen): Will street lights be required along Taft Hill and Horsetooth?
A (Applicant): Yes
C (Citizen): I have lived here for 18 years — traffic access is difficult and if a commercial developer
attempted a development at this site it would get shot down.
Q (Citizen): Are there any other locations or examples of two schools so close to each other?
A (Applicant): There are no standards about locating a charter school near a PSD school.
A (City): Other examples of schools very near each other are Webber/Johnson and Traut/Preston.
C (Applicant): The TIS is in process. Intersections must meet operational standards of the City.
Intersections are assigned a Level of Service (LOS) from A to F. The signalized intersections are D+ or
better as proposed for AM peak. At Bronson & Taft Hill there are delays at peak periods but acceptable
in terms of standards.
Q (Citizen): Will the City prohibit ingress/egress on Taft Hill or Horsetooth?
A (Applicant): Such access would be too close to the existing intersection.
A (City): There is a 640 ft. minimum separation distance; have to look at turn lanes too. It is difficult to
allow another access point this close to the corner, unless it is only right -in, right -out.

Planning Objectives — Global Village Academy — Ft. Collins
The proposed Global Village Academy public school facility is designed as an educational building for
serving up to 500 preschool through eighth grade students. The proposed 24,000 s.f. two-story building
will be located on 5.1 acre site located at the northwest corner of the intersection of Horsetooth and Taft
Hill Road. The new site and facility will be the new home for the school, which opened in August in leased
classroom space near 1-25 and the Windsor exit.
As a public school, Global Village Academy is a dynamic international school that prepares students with
unique 21" Century skills. Every GVA student learns a new language through immersion instruction in
English and their choice of Spanish, Mandarin Chinese, or French. In addition, students gain the
opportunity to learn from a diverse professional staff from the US and several other nations.
The Horsetooth and Taft Hill location offers several advantages:
1. Centrally located in the southwest quadrant of Ft. Collins as a regional school bounded by two
main artery streets with easy access
2. A prominent site with high visibility along Taft Hill Road
3. Public transportation Transfort bus stop adjoining the site on Horsetooth
4. Lengthy on -site traffic lanes and easy parking for efficient school bus and auto traffic flow during
school start and dismissal times
5. A natural school site that is more compatible than high traffic retail in a neighborhood setting
6. Providing a unique charter school choice for local families that may find other charter schools to
distant to attend
The proposed facility will be wood construction with a pleasing multi -color exterior motif. The preschool will
have its own playground and restroom facilities and the classrooms will be designed to accommodate the
latest interactive technology.
The project will be submitted and reviewed as a two-step process with the Site Plan Advisory Review to be
followed up by a Utility Plan review.
Global Village Academy of Fort Collins is a member of Colorado's fastest growing network of public
charter schools. In addition, the new Ft. Collins campus will feature a fee -based preschool
providing immersion instruction in English and choices of Spanish orMandarin. The Global Village
Academy k-8 program will serve up to 500 students in its first development phase and is tuition -free,
including free full day kindergarten programs. The first Global Village Academy started six years ago in
Aurora with 220 students and today the network of four schools has successfully grown to serve more
than 2,200 students.
Currently more than half of all GVA students use bus transportation provided by the school, thus
minimizing the traffic impact often found at other public charter schools.

RE: Global Village Academy, Site Plan Advisory Review, Plan Sets
Global Village Academy is a public charter school that is forwarded to the Planning and
Zoning Board as a Site Plan Advisory Review and subject to the review criteria as
established by Colorado Revised Statutes and not the Land Use Code.
These statutes require that upon submittal, a Site Plan Advisory Review for a public
charter school must be considered by the Planning and Zoning Board within 30 days.
This timeframe is more compressed than a normal submittal and requires that plans be
submitted, routed, reviewed, revised and then organized into a packet for the P & Z
Board in time for the Board's packet delivery.
At the time of the Board's normal packet delivery, revised plans based on Staff
comments have not been re -submitted by the applicant.
Consequently, the Board's packet does not contain a Site Plan, Landscape Plan and
Architectural Elevations.
These plans sets will be made available to the Board as soon as they are received from
the applicant.

• A concern about stormwater management was raised and would the
development of this site cause any flooding.
In response, the site will be developed in such a manner as to comply with the
City's requirements for stormwater detention, water quality and low impact
development.
7. Findings of Fact/Conclusions:
A. The request for a public charter school triggers review by the City of Fort Collins.
B. The use of the building for a public charter school complies with State Statute
Section 31-23-209, C.R.S., in that the location, character, and extent of the
charter school conform to the adopted Master Plan (City Plan) of the City of Fort
Collins. This is because public schools are permitted in the L-M-N, Low Density
Mixed -Use Neighborhood zone. In addition, its location along an arterial street
provides a transition and buffer for the benefit of the residences to the west. The
24,000 square foot, two-story building on a 5.02 acre lot fits within the
established character of the neighborhood. The extent of the project is mitigated
by a parking lot that exceeds minimum standards and an internal circulation
system that is designed to accommodate school related traffic onsite. The
construction of new public sidewalks along three four public streets will complete
the required public improvements.
C. The Site Plan Advisory Review complies with the applicable General
Development Standards of Article Three and the zone district standards of Article
Four.
RECOMMENDATION:
Staff recommends approval of the Global Village Academy, Site Plan Advisory Review
#SPA130007.

• There is only one signalized intersection serving the Silver Oaks Neighborhood
located at Taft Hill Road and Horsetooth Road. This intersection will experience
increased congestion due to the new traffic associated with the proposed school.
A new signal at Taft / Bronson would help.
In response, the City's Traffic Operations Department will not install a signal at
Taft Hill Road and Bronson Street because it is too close to the existing
signalized intersection. The Transportation Impact Study indicates that
acceptable Levels of Service will be retained at this intersection with the
anticipated traffic from the new school at both the morning and afternoon peaks.
• It is difficult to turn left from Bronson Street to go north on Taft Hill Road. The
traffic associated with the new school will make this turn more difficult.
In response, the T.I.S. indicates that turning left onto an arterial street from an
uncontrolled intersection at peak time is expected to be at a low Level of Service.
This is a customary condition on a city-wide basis. It is infeasible to install traffic
signals at all arterial street and sub -arterial street intersections. Drivers are
encouraged to use the signalized intersection at Taft Hill Road and Horsetooth
Road to avoid turning left onto an arterial street at an uncontrolled intersection
such as Taft Hill Road and Bronson Street.
• There will be unacceptable traffic at Bronson Street and the school driveway.
In response, the school traffic circulation pattern will be designed such that both
Bronson Street and Silver Trails Drive would be used in order to distribute traffic
and that there be an onsite counter -clockwise traffic flow to avoid internal
conflicts. The size and shape of the site would allow sufficient capacity to
provide a sufficient queue without cars stacking back onto the public streets.
At the other Global Village Academy schools, the applicant indicates that
morning and afternoon traffic operations lasts for approximately 15 minutes each
shift. The afternoon peak is smoother since it does not coincide with the peak
time on the roadway and a significant number of students participate in after -
school activities which decreases traffic. The T.I.S. indicates that acceptable
Levels of Service will be retained at this intersection.
• There will be unacceptable traffic at Horsetooth Road and Silver Trails Drive.
This segment of Horsetooth Road is heavily used by Olander Elementary School
parents, faculty and staff which will conflict with Global Village Academy.
In response, Global Village Academy commits to establishing a school day
timeframe that does not coincide with Olander Elementary School for both
F. Section 3.6.4 — Transportation Level of Service Requirements
A Transportation Impact Study was submitted and accounted for both the initial and
future phase. The City's Traffic Operations Department has reviewed the proposed
project. While there is increased congestion associated with morning peak, there is no
diminution of Level of Service at the Taft Hill Road / Horsetooth Road intersection.
Also, Levels of Service remain acceptable at the driveway intersections with Bronson
Street and Silver Trails Drive. There will be no direct access from either arterial street.
The duration of the morning school drop-off activity is estimated to be approximately 15
minutes. The campus benefits from having access to two public sub -arterial streets
allowing for an on -site circulation system that should not spill out onto either public
street. For example, the long north -south driveway would be used to stack cars in a
queue and minimize traffic on the public neighborhood streets.
The after -school traffic does not coincide with peak traffic on the roadways and tends to
dissipate again after about 15 minutes. In addition, not all students leave campus at the
end of classes and, instead, participate in after -school activities.
The school estimates that, based on their other facilities, there is average of 2.83
students per vehicle that being dropped off and picked up. Also, Transfort Route Six
serves South Taft Hill Road at the Horsetooth Road intersection.
The school has committed to providing three buses to supplement parent drop-off and
pick-up. At existing schools, the applicant's data indicate more than one-half of the
students use bus transportation thus minimizing the traffic impacts.
At the beginning of every semester, the on -site circulation system is explained to
parents, students and staff. Traffic is monitored twice per day by staff to ensure that the
system operates smoothly.
G. Section 3.8.11 — Fences and Walls
With the exception of the pre-school play area at the southwest corner of the building,
there are no fences proposed at this time.
6. Neighborhood Meeting:
A neighborhood information meeting was held on December 9, 2013. A summary of
this meeting is attached. In general, the focus of the discussion centered on issues
related to traffic. Both the applicant's consultant and the City's traffic operations
engineer were able to address these concerns.
The main issues, and their resolution, are summarized as follows:

B. Section 3.2.2 - Access, Circulation and Parking
As mentioned, the site adjoins four public streets and is well-connected to the Silver
Oaks neighborhood. In compliance with LCUASS, a new public sidewalk will be
constructed along Taft Hill Road. The primary connecting walkway will be from South
Taft Hill Road to the main entrance and does not cross a drive aisle.
C. Section 3.2.2 — Parking
The school will provide 47 parking spaces for the initial phase
The standard requires that schools provide a minimum of two spaces per three
employees, or one space per 1,000 square feet, or one space per four seats in the
auditorium, whichever is greater.
The size of the building is 24,000 square feet requiring 24 spaces. There is no
auditorium but the cafeteria contains 1,500 square feet. With 47 spaces, the cafeteria
could hold 188 seats before there would be a need to increase parking. The applicant
estimates that a realistic maximum of 150 students would be able to use the cafeteria at
any one time. The applicant has also indicated that should there be a need for an all -
school gathering; an off -site venue will be procured.
With a requirement for two spaces per three employees and with 47 spaces, there could
be up to 23 employees before additional parking would be required. The applicant
estimates that there will be fewer than 23 employees. The 47 proposed parking spaces
appear reasonable to accommodate the needs of the school for the initial phase.
Should the school expand, the parking area would have to expand accordingly. The
five acre site comfortably allows for any future expansion for buildings, parking lots and
outdoor play areas.
D. Section 3.2.4 - Lighting
Both pole and building -mounted lighting will be fully shielded and down -directional.
E. Section 3.5.1— Building and Project Compatibility
The two-story building will feature a combination of cementious and metal siding with a
variety of colors. The main entry is highlighted by a projecting canopy. Rooftop
mechanical equipment will be screened by a parapet wall. As an institutional land use
that is typically found in neighborhoods, the proposed facility is considered compatible
with the Silver Oaks neighborhood.
5. Extent:
With regard to extent, the construction of a new public charter school includes all the
land development features required to serve a public facility. The site improvements will
include a new sidewalk along Taft Hill Road, a new building, private driveways, parking
lot, stormwater detention ponds with water quality features and informal outdoor play
areas will be available as open space for the neighborhood. Lighting will be provided
and all fixtures will be fully shielded and down -directional.
As a vacant parcel, public improvements are not fully installed. Consequently, Global
Village Academy will construct a new, detached, public sidewalk along Taft Hill Road
and install street trees along both Taft Hill Road and Horsetooth .

In fulfillment of City Plan policies, the construction of a new public charter school is
sustainable and complies with polices related to compact urban growth. Existing
infrastructure is in place and a public charter school contributes to the distinctiveness
and vibrancy of the neighborhood.
Staff finds that with regard to extent, the Global Village Academy Site Plan Advisory
Review complies with the general polices of City's Comprehensive Plan, City Plan.

Section 4.5(B)(3)(b)1. — Permitted Use
Public and private schools for elementary, intermediate and high school education are
permitted in the L-M-N zone, subject to review by the Planning and Zoning Board. (In
this case, being a public school, the request is subject to review by the Planning and
Zoning Board in accordance with state statutes.)
7. Compliance with Applicable General Development Standards:
A. Section 3.2.1 - Landscaping and Tree Protection
Street trees, planted on 40-foot centers, will be provided in the parkways along both Taft
Hill Road and Horsetooth Road. The species have been selected from the approved list
as determined by the City Forester

3. Location:
With regard to location, the vacant five acre parcel is located on the edge of an
established neighborhood known as Silver Oaks. This neighborhood was developed in
four phases with all phases preceding City Plan which is why it is zoned R-L. The
subject parcel has remained vacant which is why it is zoned L-M-N.
The neighborhood is characterized by the Olander School and its adjacency to the
City's newest community park - Spring Canyon Park. The parcel is served by Transfort
Route Six. Public schools are permitted in the L-M-N zone.
Staff finds that the location at the edge of an established neighborhood along two

school. The school facility will act as a transitional land use between low density
residential and arterial traffic. Public schools are typically found in residential settings
and the open space associated with the school campus will complement the established
residential neighborhood.
4. Character:
With regard to character, the building is two-story in height and contains 24,000 square
feet. The building is placed such that it will front on to Horsetooth Road and there is no
parking lot or drive aisle between the building and Taft Hill Road. Also, by being located
at the corner of two arterials, its location along Taft Hill Road helps provide a buffer from
the traffic noise associated with an arterial street for the benefit of the Silver Oaks

The front of the school will be landscaped. A new sidewalk will be constructed along si2y�-cV
Taft Hill Road. Street trees will be provided in the parkways along the two arterial
streets. Street trees will be added to the frontages along Bronson Street and Silver
Trails in conjunction with future phases and placed behind the existing attached
sidewalks. This will allow consistency and uniform maturity along the two arterials in the
parkways which will comply with the established urban forestry character that is
customarily found throughout the City. The building will feature metal and cementious
siding in a variety of colors and patterns. The overall appearance, while not residential,
is institutional and reflects the nature and scope of its educational function. The design
of the building and the proposed site improvements would not alter the existing
character of the larger neighborhood.
Staff finds that overall general character of the facility is acceptable given the setting
along two arterial streets and at the edge of an established neighborhood.

2. Right of Advisory Review:
Colorado Revised Statutes provide two specific references which allow the City to
review the planning and location of public facilities: P14^

A. Section 22-32-124, C.R.S., as amended, addresses the right of a public school to
construct facilities within a municipality and the location or manner of
construction of such schools. The statutes specifically limit the municipalities'
participation in the process to a limited right of review and appeal to the charter
school governing body, the Colorado Charter School Institute.
B. Section 31-23-209, C.R.S. provides that no public building shall be constructed
or authorized in a city until the "location, character and extent thereof' has
been submitted for approval by the Planning and Zoning Board. In the case of
disapproval, the Planning and Zoning Board shall communicate its findings to the
School District. The disapproval of the Planning and Zoning Board may be
overruled by the Colorado Charter School Institute by a vote of not less than two-
thirds of its membership.
Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a
finding as to the location, character, and extent of the public building relative to the
adopted Master Plan (City Plan) of the City. Such findings help ensure that the
proposed project conforms to the adopted plan of the City of Fort Collins.

PROJECT DESCRIPTION:
This is a request to develop the vacant ground located at the northwest corner of West
Horsetooth Road and South Taft Hill Road for a public charter school that would serve
an estimated 500 students ranging from pre-school through eighth grade. The building
would be approximately 24,000 square feet in size, two stories in height and include 47
parking spaces. Also, future additions of 8,200 square feet and 24S 100 sqMqre feet are

EXECUTIVE SUMMARY:
Public schools are a permitted use in the L-M-N, Low Density Mixed -Use Neighborhood
zone. The Site Plan Advisory Review complies with State Statutes as to the location,
character and extent of the project. Further, the project complies with the applicable
General Development Standards, Zone District Standards and is in conformance with
City Plan.
