5. Findings of Fact / Conclusion:
A. Wireless Telecommunication Equipment is permitted in the CC —Community
Commercial District, subject to administrative review.
B. This PDP complies with the General Development Standards, the applicable
District Standards and the applicable Supplementary Regulations.
STAFF RECOMMENDATION:
Staff recommends approval of the PDP, conditional on final placement and design of the
required bike facility.

condition of approval of this PDP. If approved, bike rack location and specs
will be finalized in Final Compliance.
5) Handicap Parking: More than adequate handicap parking and ramps exist
on site.
B. 3.5 Building Standards for Mixed -Use, Institutional and Commercial
Buildings
1) Orientation to a Connecting Walkway. The existing site does not have a
connecting walkway as defined in Division 5 in that the walkway crosses the
drive aisle. However, since no physical changes are proposed for the site
except on the roof, it is not reasonable to expect the site to completely
reconfigure for a co -location of Wireless Technology Equipment. Section
3.2.2.( C)(1)(a) states,
Where complete separation of pedestrians and vehicles and bicycles is not
possible, potential hazards shall be minimized by the use of techniques such
as special paving, grade separations, pavement marking, signs or striping,
bollards, median refuge areas, traffic calming features, landscaping, lighting
or other means to clearly delineate pedestrian areas, for both day and night
use.
In accordance with this provision, the existing walkway is striped for safety.
4. Compliance with Supplementary Regulations —Wireless Telecommunication
A. Co -location: The applicant states in his application letter that, "There are no
existing wireless telecommunication users at this site but the building owner
is hopeful of future co -locations, which AT&T would not oppose."
B. Standards:
1) Architectural style: The proposed facility is designed to blend into the
existing architecture of the store using "stealth technology." The equipment
will be located on the roof and screened by an RF transparent fiberboard that
will resemble the stucco interior. The screen will be painted to match the
existing stucco of the building.

COMMENTS
1. Background
The surrounding zoning and land used are as follows:
N: CC —Community Commercial District— Existing restaurant (Consuelo's Mexican)
with CSU apartments beyond;
W: CC —Community Commercial District, Existing restaurant (Wendy's);
S: MMN—Medium Density Mixed -Use Neighborhood District — Existing multi -family
housing (Matador Apartments);
E: CC —Community Commercial District— vacant lot, currently in development
review for an Oil Can Henry's quick oil change drive -through.
NE CC —Community Commercial District— Existing gas station (Schrader's Oil)
2. Compliance with Applicable Community Commercial District Standards
There are no applicable standards in Section 4.14.
3. Compliance with General Development Standards
This PDP is a first co -location of wireless technology equipment at this site. As a
PDP, the entire site must be brought into conformity with the provisions of the Land
Use Code.
Applicable General Development Standards:
A. 3.2 Site Planning and Design Standards
1) Landscaping: The existing site complies with the landscaping requirements
of the Code. There are street trees on City Park Avenue and 6% of the
parking lot area is landscaped.
2) Connecting Walkway. An striped walkway across the drive aisle exists on
the site.
3) Curbcuts and Ramps: Adequate curbcuts and ramps exist on the site.
4) Bicycle Facilities: Existing bike parking facilities are inadequate. This
applicant intends to include parking facilities for bicyclists with this project.
The project planner, transportation planner, owner and applicant for this
project have met on site to discuss a suitable location for the bike rack and
have come to an agreement, but due to time constraints, final details have
not been described on the plan. Compliance with this standard is a

PROJECT DESCRIPTION:
The applicant has submitted a PDP for a proposed co -location of an AT&T rooftop
wireless telecommunication site including 2 antennas and other equipment to be located
on the southwest corner of the Campus West Liquor Depot roof at 1107 City Park Avenue.
This is a first co -location at this site. The applicant proposes to use unobtrustive
equipment and "stealth technology" to screen it. The property is zoned CC- Community
Commercial District.
RECOMMENDATION: Staff recommends approval of the PDP, conditional on final
placement and design of the required bike facility.
EXECUTIVE SUMMARY:
Wireless telecommunication equipment co -locations are an acceptable use in the CC
Zoning District, with first collocations requiring a Type I (Administrative) review. This PDP
complies with the applicable General Development Standards, the standards of the
Community Commercial District and the Wireless Telecommunication Standards.
