Had to do a bit of investigating and coordinating with our Transportation Planner. Here's your answer: The code is pretty explicit about what qualifies as an acceptable bicycle parking facility [Land Use Code 3.2.4(a,b, and c)]. Dave Averill, Transportation Planner did a site visit and looked at the "bollard as bike rack situation" to determine whether they would be an acceptable solution. Here is what he found: • The bollards are situated such that they act as bumper stops for cars so they are not safe or convenient for bicyclists. We wouldn't ask cars to park in spots where they could be hit so we won't ask bikes to do it either. • The bollards don't look like bike racks, and anecdotal evidence suggests that they aren't used much for that intended purpose. Dave personally witnessed (in the 5 minutes that he was there) two patrons of this establishment roll up on their bikes, lean them against the brick column (locking the bikes up, but not to anything) directly outside of the entrance (consequently blocking some pedestrian access, he adds), and then proceed inside. That instance alone may indicate a few things: A). the bollards don't look like bike racks, so people don't use them as such. B), the bollards/bike racks are in locations that aren't amenable to being used. C). even though they are provided, maybe people don't want to use them because they don't work so well. D).there is a demand for some type of acceptable bicycle parking on -site. There is room on the east side of the building near the pop machines to install an inverted "U" rack that is to code and placed accordingly. Like the racks you see downtown, bikes park parallel to these inverted "U" racks and thus would not block pedestrian traffic. You can contact Dave Averill at daverill@fcctov.com to locate sources of these racks. They can be bolted down to the existing concrete. This seems like a reasonable solution that will be to code, provide needed bike facilities and not impede pedestrian movement on the street. So, that's the official answer to your question.
