thought I'd also respond to the issues you raised and clarify a few things so that you'd have some more
immediate answers. You are correct that the development they propose has not changed in terms of the
number of units and cars that they intend to add to the site. The addition of property to the east allows
them to meet the minimum lot size that is in place in this zone district so they can resubmit for review.
In order to plat or replat a property into new properties that will only contain single family residences, a
developer must only submit a plat of the property showing the new property boundaries, access and
parking and not the houses themselves. This is true of single family house developments throughout the
City. The Current Planning Department only reviews the properties to ensure that they do not make
compliance with the Land Use Code difficult, ie. (that the lots have proper access and parking and that the
building setbacks are delineated on the plat). The Building Department then ensures that the buildings
meet the building code when the developer applies for building permits.
Staff is concerned about other aspects of the project too; just meeting minimum lot sizes does not mean
that the project will happen. Other big concerns with this particular proposal include stormwater detention,
sidewalks, access points with regard to traffic safety and the character of the historic buildings. Staff is
working on responses to the developer about these concerns (for instance, since the property contains an
eligible historic building, the new buildings must comply with 3.4.7 of the Land Use Code which regulates
compatibility of new buildings to nearby historic buildings —in effect ensuring that we will review the
proposed buildings). The City does encourage redevelopment and infill in the central part of the City as
opposed to sprawling, but we too wish to see appropriate redevelopment.

Ann, I am very concerned about the developments at 1310 Laporte Ave. I felt that the decision that was
handed down earlier gave little room for the development. The addition of the alley by the owners still
does not seem to change the number of cars, or occupants that will be living in the area. This does not
appear to be a responsible sort of infill for the area. The density of the houses and the increase of traffic it
would promote would create further traffic problems on Laporte Ave and on the side streets going into
Putnam Elementary. This corner is already difficult automobiles turning across the lanes to go east and
west due to the streets not meeting straight across. The developer has not provided building plans, only
ideas that they might put in that area. I think that the density of new houses proposed are too many. It
would create congestion in that alley area that is not plowed by the city. This development would also
destroy the value look and historic nature of the beautiful brick home that is already at 1310 Laporte. I
feel that this development needs to be stopped or limited to one additional house.
