This improvement is not needed with Lemay Avenue Estates; however, the City may want to consider it in the future. In summary, the transportation demands associated with Lemay Avenue Estates are considered negligible. These demands can be easily absorbed and accommodated by the existing and planned transportation system. 24 IX. TRANSIT This site is not currently within the Transfort service area. Consequently, a transit evaluation was not conducted. X. CONCLUSIONS Based upon the analyses, investigations, and findings documented in earlier sections of this report, the following can be concluded: • Current roadway operations in the area of Lemay Avenue Estates are ac- ceptable during all peak hour periods. • Site traffic associated with build out of the Lemay Avenue Estates develop- ment is expected to be 42 morning peak hour trips, 57 afternoon peak hour trips, and 536 trips per day. These trips are considered manageable. • The impacts of site generated traffic are negligible given the finding that in- tersection levels of service at key locations remain constant whether or not Lemay Avenue Estates is developed. • Lemay Avenue Estates will trigger a need for a southbound left turn lane on Lemay Avenue at the site access. Five factors were as- sessed under current and future conditions. Future pedestrian levels of service were determined to be acceptable. The pedestrian level of service worksheet is presented on Table 1. VIII. BICYCLE FACILITIES A. Existing Conditions There are no on -street bicycle lanes adjacent to the site on Lemay Avenue. B. Planned Improvements Bicycle lanes will be extended adjacent to the site on the east side of Lemay Avenue with this development. C. Levels of Service The City of Fort Collins defines level of service based upon connectivity of the site to existing and planned bicycle facilities. In this instance, the site will abut bicycle lanes on Lemay Avenue resulting in excellent connectivity in all directions. This results in level of service 'A' being realized in the future. The bicycle level of service work sheet is presented on Table 2. 20 = A significant improvement in operations can be expected with a roundabout at the Lemay Avenue — Carpenter Road intersection. While not project related, the City might consider this improvement in the future. Capacity sheets are in Appendix E. VII. PEDESTRIAN FACILITIES A. Existing Conditions The existing sidewalk system was reviewed with particular attention was given to trips associated with Stanton Creek, the adjacent, residential area to the north. At the scoping session it was determined that this is the only destination within the study area. Pedestrian facilities have been installed on Lemay Avenue with other development under recent City standards. This has resulted in modern designs with all facilities determined to be in good condition. Sidewalk does not currently exist adjacent to the site. B. Planned Improvements The pedestrian system planned with Lemay Avenue Estates will conform to current City criteria. Sidewalk will be built adjacent to the site with this project making it continuous along the east side of Lemay Avenue. C. Levels -of -Service The City of Fort Collins multi -modal transportation Level -of -Service Manual (the Manual) was used to assess both current and future pedestrian conditions. It was determined that the site fits the 'other" classification. Of particular importance is the fact that all overall intersection levels of service remain constant whether or not this development is built. This demonstrates that the Lemay Avenue Estates development will not significantly impact the area street system. Figure 8. In addition to the intersections investigated earlier, the site access point - was also investigated. As requested by the City, a roundabout analysis was con- ducted at the Lemay Avenue — Carpenter Road intersection. This analysis assumed a one lane roundabout and levels of service consistent with generally accepted volume — capacity ranges. TRAFFIC IMPACTS In order to assess operating conditions with Lemay Avenue Estates fully operational, capacity analyses were conducted at the Lemay Avenue intersections with Trilby Road, Carpenter Road, and the site access. Total traffic (background traffic com- bined with site traffic) was developed. Short-term total traffic is shown on Figure 8. Prior to commencing capacity analyses, traffic volumes were reviewed from an auxil- iary lane standpoint. The results of this review are discussed in the following section. A. Auxiliary Lane Requirements Traffic movements at the Lemay Avenue — site access intersection were reviewed using City auxiliary lane warrants. It was determined that a southbound left turn lane is warranted on Lemay Avenue at the site access. It was also determined that a northbound right turn lane at this intersection will not be warranted. Other intersec- tions were not reviewed given the negligible amount of site traffic. r'C B. Short -Term Operating Conditions Background Conditions Short-term operating conditions were assessed using background traffic and total traffic. Total traffic includes full development of Lemay Avenue Estates. Background levels of service (without Lemay Avenue Estates) were calculated at the Trilby Road = and Carpenter Road intersections with Lemay Avenue. This investigation used the traffic volumes shown on Figure 7 and the short-term roadway geometry shown on Figure 9. Trip Distribution Trip distribution is a function of the origin and destination of site users and the avail- able roadway system. In this case, all site traffic must use Lemay Avenue to access the site. Approximate site traffic distributions are shown on Figure 5. These distribu- tions generally reflect future directional traffic demands on Lemay Avenue. Morning and afternoon peak hour traffic resulting from the distribution is presented on Figure 6. An insignificant amount of cross traffic between this site and Stanton Creek is ex- pected. V. FUTURE CONDITIONS A. Roadway Improvements No significant major roadway improvements are planned in the area of the site in the short-term. When and if improvements are made is largely speculative and cannot be reasonably predicted. For analysis purposes, future improvements were assumed to occur well beyond the time frame considered in this study. B. Short -Term Background Traffic Background traffic was developed using an annual growth rate in the range of 3 percent per year. This factor was applied to existing traffic volumes to approximate short-term conditions. Short-term conditions reflect the year 2007. By this time, Lemay Avenue Estates will be fully built and occupied. Short-term background traffic is shown on Figure 7. 10 1 ------------------L=------------- IV. DEVELOPMENT ISSUES A. Project Description Lemay Avenue Estates is a planned residential development with 56 single family residences. It is expected that construction will start as soon as possible with comple- tion and full occupancy some time in 2007. One full movement access point to Lemay Avenue is planned to serve this develop- ment. An additional access will be provided by connecting to the development (Stanton Creek) to the north. A concept plan for this development is presented on Figure 4. B. Site Traffic Site traffic was estimated using Institute of Transportation Engineers (ITE) publication, "Trip Generation, 7th Edition", a nationally recognized reference. A single family residential use was deemed directly applicable to the use planned for Lemay Avenue Estates. Trips associated with the development at build out are indicated below. Existing Traffic Operations Highway Capacity Manual procedures were used to quantify current intersection oper- a ations. Resultant levels of service (LOS) are indicated below for both morning and afternoon peak hour conditions. Traffic volumes from Figure 2 were loaded onto the current roadway geometry shown on Figure 3. As shown above, all intersections currently operate at acceptable levels during peak hour periods. Capacity work sheets are presented in Appendix C. It should be noted that the capacity analyses were not "tweaked" to present the best achievable operating conditions. They were only conducted to the level necessary to determine compliance with City standards. It is a north — south roadway extending significant distances through Fort Collins and extends south to Loveland. Recent daily traffic on Lemay Avenue near the site is estimated at 7,000 vehicles per day. Just north of Lemay Avenue Estates, it typically has auxiliary lanes at all key intersec- tions and on -street bicycle lanes. Sidewalks are also available along both sides of the road. It transitions to a two-lane rural street section in the immediate area of the site. Trilby and Carpenter Roads are east — west arterial roadways that lead to other major roadways in the Fort Collins street system. Trilby Road generally has one lane in each direction plus auxiliary lanes while Carpenter Road has one lane in each direc- tion. The Lemay Avenue intersection with Carpenter Road is under four-way stop sign control. Traffic signal control currently exists at the Lemay Avenue — Trilby Road intersection. B. Surrounding Land Uses The Lemay Avenue Estates site is currently vacant. Residential developments lie directly to the north. To the south, the area is generally rural. C. Existing Traffic Weekday morning and afternoon peak hour traffic counts were conducted at key intersections as part of this study. Data was also collected from other traffic studies and City sources. Current peak hour traffic is shown on Figure 2 with count tabula- tions available in Appendix B. 4 II. AGENCY DISCUSSIONS Prior to undertaking this study, a scoping session was held with Eric Bracke. During that discussion, it was determined that an intermediate transportation impact study was appropriate. Key areas of agreement and direction are identified below. • A full assessment of pedestrian, bicycle, and transit levels of service needs to be conducted. • The Lemay Avenue intersections with Trilby Road, Carpenter Road, and the site access should be investigated. Weekday morning and afternoon peak hour analyses are appropriate. — Assessments of existing and future short-term conditions are required. The short-term was identified as the year 2007 reflecting build out of Lemay Avenue Estates. • Traffic growth on nearby arterial streets of 3 percent per year is reasonable to estimate future background traffic. • Mr. Bracke specifically asked that the Carpenter Road — Lemay Avenue in- tersection be evaluated as a roundabout in the short-term. The above items are included or addressed in the following sections of this report with the applicable scoping forms available in Appendix A. III. EXISTING CONDITIONS A. INTRODUCTION Lemay Avenue Estates is a residential development located along the east side of Lemay Avenue about midway between Trilby Road and Carpenter Road in Fort Collins, Colorado. A vicinity map is presented on Figure 1. This transportation impact study follows the established guidelines for such studies as are applicable and appropriate to the proposed project. The following key steps were undertaken as part of this study. • Obtain current traffic and roadway data in the immediate area of the site. • Evaluate current operations to establish base conditions. • Determine site generated traffic volumes and distribute this traffic to the nearby street system. • Estimate roadway traffic volumes for future conditions. • Evaluate operations with Lemay Avenue Estates fully developed. • Inventory, evaluate, and assess the pedestrian, bicycle, and transit net- works serving the site. • Identify deficiencies and recommend measures to mitigate the impact of site generated traffic and enhance the alternate travel mode systems as appropriate.
