Steve,
After further review, I am removing and considering resolved, the APF issue at Lemay and Carpenter for
the above -stated project.
Since this is an arterial/arterial intersection, the signalization or conversion to a roundabout would be the
city responsibility. Additionally, my initial comments centered around the 2% increase in delay. Since this
is a stop controlled intersection, the 2% does not apply. As one other note, LUCASS, Chapter 4, Table
4-3 does not address multi -way stop controlled artterial/arterial intersections. In other words, we don't
have a standard to apply to a multi -way stop controlled intersection (arterial/arterial).
