College Avenue. Staff met today to discuss the rezoning request. The results of the meeting are as follows: 1. Staff can not support the request to rezone all of the 105 acres from Industrial (1) and Urban Estate (UE) to Commercial (C). Staff believes about 55 acres of C zoning can be supported adjacent to the interchange, the current 30 acres plus an expansion of 25 acres due to the loss of 25 acres from the SW quadrant. 2. Staff strongly believes there needs to be a sufficiently large land use transition area between C zoning near the interchange and the urban estate development and school district property to the east and the low density residential area to the north. Staff suggests this transition area be placed into the Employment (E) District. This would require a rezoning from Industrial (1) to Employment (E). 3. We realize there is a significant difference between the total of 135 acres of Commercial zoning desired by the applicant, which would include the requested rezoning of 105 acres and the existing 30 acres, and the staff supportable total of 55 acres. For the meeting on Monday, the applicant should provide for staffs review the applicant's justifications for the amount of Commercial zoning the applicant believes is needed at this location. 4. Staff would also like to review a very preliminary site plan (a generalized bubble diagram would be fine) of how the property could develop with both an area devoted to Commercial land uses and a transitional area of employment uses.
