CONCLUSIONS This transportation impact study assessed the impacts of Front Range Baptist Church/School on the short range (2010) and long range (2025) street system in the vicinity of the proposed development. As.a result of this analysis, the following is concluded: The development of Front Range Baptist Church/School is feasible from a traffic engineering standpoint. At a school population expansion of 150 students, Front Range Baptist Church/School will generate approximately 510 daily trip ends, 140 morning peak hour trip ends, and 93 school dismissal time trip ends. Currently, the key intersections operate acceptably with current control and geometry. Signals are not likely to be warranted at the current stop sign controlled intersections. In the short range (2010) and long range (2025) background traffic future, the key intersections will operate acceptably. In the short range (2010) and long range (2025) future, given full development of Front Range Baptist Church/School and an increase in background traffic, the key intersections will operate acceptably. The recommended short range (2010) and long range (2025) geometry is shown respectively in Figures 12 and 13. - Acceptable level of service for the pedestrian mode cannot be achieved for all factors. There are no practical means to meet the level of service criteria for some factors. Bicycle Level of Service Appendix H shows a map of the area that is within 1320 feet of Front Range Baptist Church/School. The only bicycle priority destinations are the commercial land uses north and east of the site. Based upon Fort Collins bicycle LOS criteria, the minimum level of service threshold for bicycles is LOS A for public school sites. However, the Front Range Baptist Church/School is a private school and, technically, is not required to meet this criteria. There are bicycle facilities along Harmony Road, Boardwalk Drive, and JFK Parkway. The Front Range Baptist Church/School is directly connected to the bike lanes on Boardwalk Drive and Harmony Road. This achieves level of service A connectivity. Transit Level of Service This area is currently served by Transit Route 1, which runs along Harmony Road and JFK Parkway. The Front Range Baptist Church/School is located within 1320 feet of a future "enhanced travel corridor" along Harmony Road. In the future, transit service will be improved as depicted on the Fort Collins Transit System Plan. Appendix H contains a future transit level of service worksheet. Calculation forms for these analyses are provided in Appendix D. The key intersections will operate acceptably. Using the traffic volumes shown in Figure 7 and the future geometrics, the key intersections operate in the long range (2025) background traffic future as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. The key intersections will operate acceptably. Using the traffic volumes shown in Figure 10 and the existing geometrics, the key intersections operate in the short range (2010) total traffic future as indicated in Table 5. Calculation forms for these analyses are provided in Appendix F. The key intersections will operate acceptably. Using the traffic volumes shown in Figure 11 and the future geometrics, the key intersections operate in the long range (2025) total traffic future as indicated in Table 6. Calculation forms for these analyses are provided in Appendix G. The key intersections will operate acceptably. The short range (2010) geometry is shown in Figure 12, which reflects the existing geometry at the key existing intersections. The long range (2025) geometry is shown in Figure 13. Pedestrian Level of Service Appendix H shows a map of the area that is within one mile of the Front Range Baptist Church/School. The Front Range Baptist Church/ School is located within an area termed as an "transit corridor" and "school walk area," which sets the level of service threshold at LOS B for all measured categories, except visual interest which is C. There are eight destination areas within one mile of the proposed Front Range Baptist Church/School: 1) the residential neighborhood to the northwest, 2) the commercial areas to the northwest, 3) the residential neighborhoods and commercial areas to the north/northeast, 4) the residential neighborhoods and commercial areas to the east, 5 ) the commercial areas to the east, 6) the residential neighborhoods to the south, 7) the residential neighborhood to the west (adjacent), and 8) the commercial areas to the southwest along S. College Avenue. In most cases, sidewalks are completed within the pedestrian influence area. There are various gaps in the sidewalk system along developed and vacant property adjacent to Harmony Road. Therefore, the continuity factor will not be at level of service B. Constructing sidewalks adjacent to developed properties is the responsibility of the adjacent land owners or the City of Fort Collins. It is assumed that sidewalks will be completed as vacant properties develop. Figure 5 shows the trip distributions used for this analysis. It is expected that future students would follow the current residence pattern. Background Traffic Projections Figure 6 shows the short range (2010) background traffic projections. Background traffic projections for the short range future horizon were obtained by reviewing the NFRRTP, reviewing traffic studies for other developments, and reviewing historic count data for this area of Fort Collins. Figure 7 shows the long range (2025) background traffic projections. There are eight signal warrants in the MUTCD. The peak hour warrant is the one that is the easiest to predict in a transportation impact study, since these are analysis periods that are typically included in a transportation impact study. It is not likely that signals would be warranted at any of the current stop sign controlled intersections. Operation Analysis and Geometry Capacity analyses were performed at the Harmony/JFK-Hogan, Harmony/Boardwalk, Harmony/Site Access, Boardwalk/Harmony Market Access, and Boardwalk/Oakridge intersections. The operations analyses were conducted for the short range and long range analysis futures, reflecting a year 2010 condition and a year 2025 condition. PROPOSED DEVELOPMENT The Front Range Baptist Church/School is a proposed private school development (expansion), located at 625 E. Harmony Road in Fort Collins. Figure 4 shows a site plan of the Front Range Baptist Church/School. The Front Range Baptist School has a current enrollment of approximately 150 students. The size of the school expansion is a function of enrollment expectations. It is assumed that the school will increase its student enrollment to 300 students by/before the long range (Year 2025) future. To be conservative, the 150 student increase was applied to the short range (Year 2010) future. In addition to the school expansion, the church is also expected to grow. During the weekday peak hours, church related travel is primarily related to administrative office employees and visitors. The site plan shows one existing full - movement access to/from Harmony Road and one existing full -movement access to/from Boardwalk Drive. It is assumed that full -movement access will continue at the Harmony/Site Access intersection in the short range future. However, this access is expected to be restricted to right- in/right-out movements by/before the long range future. It is also assumed that the Front Range Baptist Church/School will build a connection to the Boardwalk/Oakridge intersection. Trip Generation Trip generation is important in considering the impact of a development such as this upon_ the existing and proposed street system. Trip generation information contained in Trip Generation, 7`h Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. Table 2 shows the expected trip generation on a daily and morning/school dismissal time afternoon peak hour basis. The trip generation related to the church administrative offices may be double counted, since this activity already exists. However, the peak hour trip generation for this component is so small that double counting is not significant. This site is within 1320 feet of: existing retail uses, commercial/office uses, and residential uses. The pedestrian influence area for schools is one mile. Bicycle Facilities There are bicycle facilities along Harmony Road, JFK Parkway, Boardwalk Drive, and Oakridge Drive. Transit Facilities This area is currently served by Transit Route 1, which runs along Harmony Road and JFK Parkway. Therefore, the nearest public transit is approximately 1000 feet from the site. At the Boardwalk/Oakridge intersection, Oakridge Drive has all movements combined in a single lane. However, Oakridge Drive is wide enough to have westbound left -turn and through movements combined in a,single lane and a separate westbound right -turn lane. The Boardwalk/Oakridge intersection has stop sign control on Oakridge Drive. Existing Traffic Recent morning and school dismissal time afternoon peak hour traffic volumes at the key intersections are shown in Figure 2. The school dismissal time was assumed to be between 3:OOpm and 4:OOpm. The morning peak hour traffic counts at the Harmony/JFK-Hogan and Harmony/Boardwalk intersections were obtained in February 2005. All other traffic counts were obtained in May 2005. Raw count data is provided in Appendix B. Since the traffic volumes were obtained on different days and at different times during the year, the traffic volumes were averaged and balanced between the key intersections and are shown in Figure 3. Existing Operation The key intersections were evaluated using techniques provided in the 2000 Highway Capacity Manual. Using the peak hour traffic shown in Figure 3, the peak hour operation is shown in Table 1. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The key intersections operate acceptably during both the morning and school dismissal time afternoon peak hours. It is important to note that at the Boardwalk/Harmony Market Access intersection during the school dismissal time afternoon peak hour, the observed delay for the minor street approaches was commensurate with level of service D/E. The initial calculated delay using- the analysis software showed the minor street approach during the school dismissal time afternoon peak hour operating at level of service F (approximately 470 seconds). The calculated delay was not reasonable. Therefore, an adjustment to the critical gaps at this intersection was used to have the calculated delay reflect the observed delay. This adjustment was discussed with and agreed to by the Fort Collins Traffic Engineer. The adjustment was also applied to the morning peak hour and was used in all subsequent analyses. The Front Range Baptist Church/School site is in an area termed "commercial corridor." In commercial corridors, acceptable operation at signalized intersections during the peak hours is defined as level of service D or better. EXISTING CONDITIONS The location of the Front Range Baptist Church/School is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial/office and residential. The center of Fort Collins lies to the north of the Front Range Baptist Church/School. Streets The primary streets near the Front Range Baptist Church/School site are Harmony Road, JFK Parkway, Boardwalk Drive, and Oakridge Drive. Harmony Road is north of the Front Range Baptist Church/School site. It is an east -west street designated as a six -lane arterial street on the Fort Collins Master Street Plan. Currently, it has a four -lane cross section with appropriate auxiliary lanes. The Harmony/JFK and Harmony/Boardwalk intersections have signal control. At JFK Parkway and Boardwalk Drive, Harmony Road has eastbound and westbound left -turn lanes, two through lanes in each direction, and eastbound and westbound right -turn lanes. The posted speed on this section of Harmony Road is 45 mph. John F. Kennedy (JFK) Parkway is northwest of the Front Range Baptist Church/School. It is a north -south street designated as a four - lane arterial street north of Harmony Road on the Fort Collins Master Street Plan. JFK Parkway lines up with Hogan Road to the south of Harmony Road. Currently, it is has a four -lane cross section with a posted speed of 35 mph. At the Harmony/JFK-Hogan intersection, JFK Parkway has dual southbound left -turn lanes (right most lane is a combined left-turn/through lane) and a southbound right -turn lane. Hogan Drive has all northbound movements combined in a signal lane. Hogan Drive provides access to a predominantly residential area. Boardwalk Drive is east of Front Range Baptist Church/School. .It is a north -south street designated as a two-lane arterial street on the Fort Collins Master Street Plan. Currently, it is has a two-lane cross section with a posted speed of 30 mph. At the Harmony/Boardwalk intersection, Boardwalk Drive has northbound and southbound left -turn lanes, one through lane in each direction, and northbound and southbound right -turn lanes. At the Boardwalk/Oakridge intersection, Boardwalk_ Drive has all northbound and southbound movements combined in a single lane. However, there is a painted center median on Boardwalk Drive, which could be used for left -turning vehicles. Oakridge Drive is south of the Front Range Baptist Church/School site. It has a two-lane cross section and is designated as a E I. INTRODUCTION This transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed expansion of the Front Range Baptist Church/School. The Front Range _Baptist Church/School is located at 625 E. Harmony Road in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with Front Range Baptist Church/School, the planning consultant (Cityscape Urban Design), the engineering consultant (Nolte Associates), the architect (The Architectural Consortium), the Fort Collins Transportation Planning Staff, and the Fort Collins Traffic Engineering Staff. The Transportation Impact Study Base Assumptions form is provided in Appendix A. This transportation impact study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines as contained in the "Larimer County Urban Area Street Standards" (LCUASS).
