AASHTO standards. The constraining elements are the rise in Drake Road, the berm on the
south side of Drake and a mature evergreen tree on the south side of Drake. Please make
sure any new landscaping elements planned within the defined sight distance easement meet
the City's sight distance policy found in the LCUASS Appendix C, Section 4.4

10/16/2013: Thank you for including the Bicycle and Pedestrian LOS analysis. However the
pedestrian LOS discussion used from the previous 2012 TIA was not accurate. The pedestrian
LOS thresholds changed and were updated in the LCUASS based on the 2011 Pedestrian
Plan. This impacts this property such that it is not in a "Activity Center" based on the new map
and as such should be rated on the "Other Areas Within City" category. Based on this update
the property does meet the LOS of "C" standard required for that category for all thresholds,
directness, continuity, street crossing, visual interest, and security. Please update the narrative
in the October 1, 2013 TIS to reflect the updated standards and tables.
Response: We have previously adjusted the TIA to reflect this prior to the hearing.

09/17/2013: The site disturbs more than 10,000 sq-ft therefore Erosion and Sediment Control
Materials need to be submitted for FDP. The erosion control requirements are in the
Stormwater Design Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3.
Current Erosion Control Materials Submitted does not meet requirements. Please submit;
Erosion Control Plan, Erosion Control Report, and an Escrow / Security Calculation. If you need

have language in either the plat and/or development agreement for the project indicating that
the ongoing responsibility for maintenance of the attached sidewalk along Drake Road
(including clearing of snow) is that of the developer/developer's successors in interest (HOA).
Finalization of the language will occur at time of Final Plan review and approval.
Response: We prefer that this be a development agreement note and be included within the community
covenants. We await the requested language.

longer planted because of the potential threat of Emerald Ash borer. Consider using Bur Oak
(Bullet Gall Resistant) or Boulevard American Linden in place of the Autumn Purple Ash.
