C- C ■ ■ ■ ■ C ■ C ■� C describe that? Answer: It would be on the south side to bring light into the structure. I anticipate that it would be 3 1h -4 feet wide with a swinging door. 5. Question: What are the floodplain regulations? Answer: Marsha Hilmes-Robinson: Pending a second reading of City Council in March, the new regulations will stipulate that if there is a 50% or greater improvement in value as a result of a redevelopment, certain standards be met, including elevation of the structure. The current mapping flood depth for a 100 year flood on this property is 2 feet. Similar flooding was seen here in 1992 and 1997. The structure would be required to be raised above that depth to protect it from the water levels of such a flood. 6. Question: Will this force us to carry flood insurance? Answer: This area is in the City not the FEMA floodplain, so no mandatory flood insurance will be required. 7. Question: What about parking? I'm worried about this in the scenario that the property gets sold to a different owner, perhaps one who rents it out. Answer: Anne Aspen: This project's approval would specifically exclude its use as a rental. If you saw someone renting the unit, it would be a code violation and could be enforced. Andy Sawczyn: There is space on the north of the carriage house but I don't anticipate using it since the alley is so muddy. Other than a few construction deliveries prior to the rehab, traffic should not increase at all. 10. Question: How long have you lived here? Whitcomb Carriage House PDP #6-05 DATE: February 28, 2005 APPLICANT: Andrew Sawczyn CITY PLANNER: Anne Aspen The Applicant is proposing a change of use for his carriage house from unused to habitable space for a home office, guest room, etc. The carriage house was built in 1912 and was used as habitable space at some point in the past as evidenced by the wallpaper and linoleum flooring. The applicant proposes water and sewer service and electric service but not cooking facilities. The meeting started at about 7:OOpm with 3 neighbors in attendance. QUESTIONS, CONCERNS, COMMENTS, 1. Question: What utility services are you proposing to have in the carriage.house? Answer: Gas, sewer, electric (not for cooking facilities) and water for a lav, a toilet, and a shower. 2. Question: When was the carriage house built? Answer: probably 1912, same as the house, judging by the similar foundation. 3. Question: Is Historic Preservation interested in the property and/or carriage house? Answer: The carriage house is eligible for optional historic designation.
