The front and back units will need to have separate water and sewer accounts if the carriage house has cooking facilities (definition of a living unit for these purposes). Otherwise, you can extend services from the main house. 2. There is sewer service at the alley, so rather than dig under the ditch, you can tap into the alley service for sewer. 3. You will be responsible for the maintenance of the water line from the main house to the carriage house. The city suggests a minimum of 4'h feet of cover for the line. It would be at your risk to locate at a lower depth and insulate. Transportation Planning Contact Info: Kurt Ravenschlag, kravenschiag@fcgov.com 1. No comments except that if you plan to receive clients etc. in the carriage house, I recommend extending a path from the sidewalk on Whitcomb. This development proposal is subject to all applicable standards of the Fort Collins Land Use Code (LUC), specifically Article 3 General Development Standards, and Division 4.7 Neighborhood Conservation Medium Density District. 2. Thanks to a code interpretation rendered in July of 2003 by the Director of Current Planning, you are not required to pave the existing gravel parking area to meet the parking requirements of this proposal. The existing gravel parking will satisfy the parking needs for the carriage house. 6. You must not exceed 40% inorganic materials as yard cover in the back yard. 7. You will need to set up an appointment to submit your application with Shelby Sommer, our Planning Tech in Current Planning at 221-6750. Incomplete submittals will not be accepted. Light and Power Contact Info: Janet McTague, 224-6154, jmctague@fcgov.com 1. The utilities have already been undergrounded, Janet believes. 2. The existing underground electric cable is rated for 125 amps. If the carriage house is fed from the house panel, Light and Power is not involved. 3. If a separate meter is needed at the carriage house, KVA charges of approx. $500.00 and a fee of $413 to install the secondary service will apply. These rates are applicable for services up to 150 amps. Stormwater Utility Contact Info: Glen Schlueter, 221-6700, gschlueter@fcgov.com 1. This site is in the Old Town drainage basin where the new development fee is $4,150.00/acre which is subject to the runoff coefficient reduction. This fee is to be paid at the time the building permit is issued and is charged only when there is an increase -in imperviousness greater than 350 square feet. 2. If there is 5000 square feet or less of new imperviousness, water quantity detention is not required nor is water quality extended detention. If there is an increase in imperviousness greater than 350 square feet a grading plan is all that is required. 3. The Arthur Ditch will need to sign off on any plans or at least have a crossing agreement from them for the utility crossings. 4. This entire lot is located in the revised Old Town floodplain (flood fringe). - The carriage house at the back of the lot was not in the old floodplain; therefore it is currently not subject to floodplain regulations. If a fully approved building permit can be obtained BEFORE adoption of the new regulations (end of March), floodplain regulations will not apply. -If the approved building permit is obtained after the adoption of the new regulations (regardless of the submittal date), then the new floodplain regulations must be met as follows: o Residential use in the flood fringe is allowed. If the remodel of the portion of the structure below the Base Flood Elevation (BFE) equals or exceeds 50% of the value of the current structure (substantial improvement), then the structure must comply with the floodplain regulations. o If the substantial improvement criteria are met, then the residential portion of the structure must be elevated 6 inches above the BFE. o If all residential is located on the upper floor, then the ground level can be vented or floodproofed, rather than elevated. The lower level will need to be flood resistant. o No new critical facilities such as a daycare are allowed in the 100-year floodplain. o A floodplain use permit ($25),is required for all remodel and site work in the floodplain. o Depending on the floodplain requirements which must be met and the final design, an approved I Elevation Certificate or Floodproofing Certificate is required prior to the release of a Certificate of Occupancy (CO). o If the structure is individually designated as a historical structure, it may be eligible for variances to the requirements above. k., CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins ITEM: Change of use for the carriage house at the rear of the existing house at 313 S. Whitcomb Fort Collins, CO 80521 LAND USE DATA: Request to change the use of an existing carriage house behind the existing single family residence at 313 S. Whitcomb from uninhabitable to habitable, for use by the homeowner as a home office for a non -home -based occupation. Water and sewer will be extended to the carriage house, but there will not be cooking facilities. The property is within the City of Fort Collins and is zoned NCM — Neighborhood Conservation, Medium Density District. Changes of use of this sort are permitted in the NCM District, subject to a Type 1 Administrative Review. 2. Setbacks would be required if you were ever to expand the footprint of the structure.
