[7/13/05) Did not receive updated lighting plans. Would simply ask that final plan approval
require parking, drive, and building surround to be at 1.Ofc level.
Response: Parking, arive ano building surround are at 1.Ofc ievel The photometric plan
does not include light from the street lights which are immediately next to the site, so the
actual light level will be higher than that shown on the plan.
Department: Stormwater Utility Issue Contact: Wes Lamarque
Topic: Stormwater
Number: 10 Created: 3/22/2005
[7/15/05] A meeting needs to be set up to discuss this issue.
[3/22/05] The 2-year historic flow that releases from the pond into the existing storm sewer
has to be less than what drains into that storm sewer currently. If the flow is greater, an
analysis of the system will need to take place.
Response: This item has been discussed with Stormwater Utility staff and has been
resolved. See drainage report for text and calculations.
Number: 62 Created: 7/15/2005
[7/15/05] Off -site flows from the west need to be documented and designed to flow through
the site.
Response: This plan has been revised so that the senior center does not drain into the
Home State Bank site.
Number: 63 Created: 7/15/2005
[7/15/051 Please label pond emergency spillways and show detail.
Response: Spillways have been labeled and a detail added as requested.
Number: 64 Created: 7/15/2005
[7/15/05] On the water quality detail, the retaining wall height needs to be modified to reflect
the new pond water surface elevation of 52.99.
Response: The retaining wall height shown is correct. The intent of this design is not to
contain the detention area within the walls... we are using some parking area as additional
detention.

[7/13/05] Maintain the required landscape/utility separation distances on the landscape
plans.
Response: Separation shall be maintained.
Number: 53 Created: 7/13/2005
[7/13/05] Remove all reference to a fire line unless one is to be designed with this plan set.
Response: We feel as a liability issue we need to keep this reference in place. We have
added additional text to the note to clarify that if a fire line is to be installed it will need to be
approved by the City prior to construction.

[7/7/05] A utility easement should be dedicated for the gas line that runs along the western
property edge since it serves other properties and not this one.
Response- The gas line is located in an existing utility easement as indicated on the plat.

[7/7/05] Please provide dimensions for street sidewalks and parkways.
Response: See revised plans
Number: 44 Created: 7/7/2005
[7/7/05] Shouldn't additional street trees be planted along Shields? They seem rather
sparse.
Response: One additional tree has been added along the north side of Shields
Number: 45 Created: 7/7/2005
[7/7/05] Please clarify on the plans that the existing drive cut on Shields will be removed
and replaced with standard curb and gutter.
Response: Please see Demolition Plans in the Utility Plan set.
Number: 46 Created: 7/7/2005
[7/7/05] Please clarify on the plans the new segments of curb and gutter and areas of
asphalt to be constructed on Senior Center and Vet property by this project. The current
line weights look too much like the proposed curb and gutter is already existing.
Response: Please see Demolition Plans in the Utility Plan set.
Number: 47 Created: 7/7/2005
[7/7/05] It appears, with the latest configuration of curb and gutter, that a portion of the
senior center parking lot will now drain onto this property. How big is this portion? And has
it been taken into consideration in the stormwater design?
Response: This plan has been revised so that the senior center does not drain into the
Home State Bank site.
Number: 48 Created: 7/7/2005
[7/7/05] Please provide signature lines on the utility plans for Magnuson to sign the plans as
agreed to in the private access easement agreement.
Response: Signature line has been added.

[7/7/05] A detail for the retaining wall design needs to be provided in the utility plan set
whether or not the design is by NorthStar. (There is a note that the design is to be done by
others)
Response: A detail sheet from JVA Structural has been included in this plan set for
reference.

[7/7/05] Final plans for this project will not be signed by the City until the easements needed
for this project on the Senior Center property are approved by City Council. Please continue
to work with Kathy Valdez in Real Estate Services for approval of these easements.
[3/23/05] It appears that a number of offsite easements will be needed to construct this
project as shown. Because a number of those easements require City Council approval,
this project will be approved with conditions, and prior to hearing, a letter from Real Estate
Services will be needed stating that the City is amenable to granting the easements needed
for this project.
Response: The off -site easements needed from the City have been approved by City
Council. Kathy is in the process of creating final documents for review.
Number: 18 Created: 3/23/2005
[7/7/05] The emergency access easement is only shown correctly on the site plan. It needs
to be matched on the landscape, utility plans, and plat.
[3/23/05] How is emergency access being addressed? I see no emergency access
easement for a fire lane.

[7/7/05] A legal description for a drainage easement on the Vet property was submitted, but
I do not think it is necessary - I found an existing drainage easement filed by separate
document that covers a large portion of the west half of the Vet property.
Response: We are no longer pursuing this easement.
Number: 40 Created: 7/7/2005
[7/7/05] Please submit a legal and deed of dedication for the emergency access easement
required across the Vet property.
Response: We are in the process of obtaining the emergency easement from the Vet Clinic
Number: 41 Created: 7/7/2005
[7/7/05] Awnings are not permitted over utility easements. One is shown as proposed on
the south side of the building.
Response: The awnings are easily removable and the easement does not have any utilities
in it or planned for it. All utility representatives have been provided with details of the
awnings and signed off on the exception.
