cross section and is designated as a local street on the Fort Collins
Master Street Plan. At Shields Street, Evenstar Court allows right-
in/right-out movements with a small channelization island. There is no
posted speed on Evenstar Court.
Existing Traffic
Recent peak hour traffic volumes at the key intersections are
shown in Figure 2. The traffic counts at the key intersections were
obtained in January 2005. Raw count data is provided in Appendix B.
The intersection volumes were balanced since the counts were obtained on
different days. The balanced recent peak hour traffic is shown in
Figure 3. Is should be noted that northbound and southbound right -turn
lanes are required at the Shields/Raintree-Centre intersection per city
standards with existing traffic. This intersection was built under
previous Fort Collins street standards, without these auxiliary lanes.
New development cannot be expected to build auxiliary lanes at which it
contributes very little traffic.
Existing Operation
The key intersections were evaluated using techniques provided in
the 2000 Highway Capacity Manual. Using the peak hour traffic shown in
Figure 3, the peak hour operation is shown in Table 1. Calculation
forms are provided in Appendix C. A description of level of service for
signalized and unsignalized intersections from the 2000 Highway Capacity
Manual and a table showing the Fort Collins Motor Vehicle LOS Standards
(Intersections) are also provided in Appendix C. The key intersections
operate acceptably during both the morning and afternoon peak. hours.
The Home State Site is in an area termed "mixed -use districts." In
"mixed -use districts," acceptable operation for any leg, any movement,
and overall at signalized intersections during the peak hours is
defined as level of service E. Acceptable operation at unsignalized
intersections during the peak hours is defined as level of service F
for any approach leg for an arterial/local intersection and level of
service C for any approach leg for a collector/local intersection. In
such areas, it is expected that there would be delays to the minor
street movements during the peak hours. This is considered to be normal
in urban areas.
Pedestrian Facilities
Sidewalks exist adjacent to existing developments on all area
streets. This site is within 1320 feet of: existing commercial uses,
a community park, and other residential uses.

II. EXISTING CONDITIONS
The location of the Home State Site is shown in Figure 1. It is
important that a thorough understanding of the existing conditions be
presented.
Land Use
Land uses in the area are primarily commercial/office, community
park, and residential. The center of Fort Collins lies to the east of
the Home State Site. There are commercial/office uses to the east and
south of this site. The Fort Collins Senior Center and residential uses
are to the west of this site. There is a community park (Rolland Moore)
and residential uses to the north of this site.
Streets
The primary streets near the Home State Site are Shields Street,
Raintree Drive, Centre Avenue, Drake Road and Evenstar Court. Shields
Street is adjacent (east) to the Home State Site. It is a north -south
street designated as a four -lane arterial street on the Fort Collins
Master Street Plan. Currently, it has a four -lane cross section with
left -turn auxiliary lanes. The Shields/Raintree-Centre intersection is
signalized. The Shields/Evens tar intersection has right-in/right-out
movements and has stop sign control on Evenstar Court. At the
Shields/Raintree-Centre intersection, Shields Street has northbound and
southbound left -turn lanes and two through lanes in each direction. The
posted speed on this section of Shields Street is 40 mph.
Drake Road is classified as a four -lane arterial street. At the
Drake/Raintree intersection, Drake Road has eastbound and westbound
left -turn lanes and two through lanes in each direction. There are no
right -turn auxiliary lanes at this intersection. There is stop sign
control on Raintree Drive.
Raintree Drive is adjacent (south) of the Home State Site. It has
a two-lane cross section and is designated as a local street on the Fort
Collins Master Street Plan. At Drake Road, Raintree Drive has all
movements executed from a single lane, however it was observed that
there is enough room for right -turning vehicles to bypass waiting
vehicles. This is especially true on the north leg of Raintree Drive.
Raintree Drive is the west leg of the Shields/Raintree-Centre
intersection. At Shields Street, Raintree Drive has a left -turn lane, a
` through lane, and a right -turn lane. The posted speed on this section
I of Raintree Drive is 25 mph.
Centre Avenue is the east leg of the Shields/Raintree-Centre
intersection. It has a two-lane cross section and is designated as a
collector street in the Fort Collins Master Street Plan. At Shields
I Street, Centre Avenue has a left -turn lane, a through lane, and a right -
turn lane. The posted speed on this section of Centre Avenue is 30 mph.

I. INTRODUCTION
This intermediate transportation impact study addresses the
capacity, geometric, and control requirements at and near the proposed
location of a Home State Bank and Retail Development (Home State Site).
The Home State Site is located in the northwest quadrant of the
Shields/Raintree-Centre intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made
with the project developer (Home State Bank), the project planner (BHA),
the project engineer (North Star Design), the Fort Collins
Transportation Planning Staff, and the Fort Collins Traffic Engineering
Staff. The Transportation Impact Study Base Assumptions form is
provided in Appendix A. This intermediate transportation impact study
generally conforms to the format set forth in the Fort Collins
transportation impact study guidelines as contained in the "Larimer
County Urban Area Street Standards" (LCUASS). The study involved the
following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key
intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and
transit modes of transportation.
