Willox, Type II 1 inch : 600 feet N 1 /24/2005 The following districts presently provide service with the above referenced annexation: SCHOOL DISTRICT Poudre School District FIRE DISTRICT Poudre Fire Authority HOSPITAL DISTRICT Poudre Valley Hospital District PEST CONTROL DISTRICT Larimer County Pest Control SANITATION DISTRICT None Impacted WATER DISTRICT None Impacted CONSERVANCY DISTRICT Northern Colorado Water Conservancy District NATURAL GAS Excel Energy ELECTRIC POWER Poudre Valley REA The annexation will have no impact on the school district at this time. The annexation does not contain any rights -of -way at this time. The City Clerk must notify, via certified mail, those districts providing service in the area to be annexed (as per above list), no later than 25 days before the Public Hearing on the annexation. 1pa ANNEXATION IMPACT REPORT NAME OF ANNEXATION: Crawford Annexation DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL: February 15, 2005 (initiating resolution) and April 19, 2005 (15f reading). The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners governing the area proposed to the annexed. Attached to this report are the following: (a) A map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Urban Growth Area Boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. (See Exhibit A). (b) A map showing present streets, major water trunk lines, sewer interceptors and outfalls, other utility lines and ditches, an the proposed extension of such streets and utility lines in the vicinity of the above referenced annexation. (See, Fort Collins Urban Growth Area Master Street Plan for present and proposed extension of streets; Water Master Plan 1986 for present and proposed extension of water utility lines; Sewer Master Plan 1986 for present and proposed extension of sewer utility lines; and, Exhibit B for other utility lines and ditches). This is a voluntary annexation and zoning of an area approximately 30 acres, located at 719 W. Willox Lane. The property is on the south side of Willox Lane approximately 1350 feet east of N. Shields Street, north of the Soft Gold Park. The proposed zoning is UE — Urban Estate Zoning District. The annexation meets CRS 31-12-104 that not less than one -sixth of the perimeter of the area to be annexed is contiguous with the City of Fort Collins. The property making up this annexation is owned by: Don Willox. The City of Fort Collins and applicable Districts plan to extend municipal services into the area of the above referenced annexation. The City operates under a "development must pay its way" philosophy whereby, the cost of needed extensions of infrastructure (utilities and streets) is borne by the developer requiring those extensions. The City participates in any required "oversizing" of the infrastructure and finances such requirements from the City's Oversizing Fee structure. The developer has several optional methods to finance infrastructure extensions including the use of Special Improvement Districts (SIDs). The City also collects fees for the extension and construction of parks and recreational facilities. Other municipal services, such as police protection, are financed from the Capital Improvement Expansion Fee and the City's General Fund. -1- Community Planning and Environmental Services Current Planning City of Fort Collins February 24, 2005 Board of County Commissioners Larimer County, Colorado P.O. This annexation request went before the Fort Collins City Council on February 15, 2005 (initiating resolution) and is scheduled for April 19, 2005 (15f reading).
