[3124105] The parking stalls along the north lot line are only allowed to be reduced to a 17' depth if they overhang a 6' wide walk or landscape strip (Sec. 3.2.2(L)(4) of the LUC). The plan indicates that the width of the landscape strip is only 5, therefore the parking stalls need to be 19'in depth. A modification is being submitted with this submittal. Comment from Current Planning: The abutting property owner to the east has requested that in order for compatibility to be achieved, a new six foot high solid wood privacy fence needs to be constructed on the applicant's side of the property line. Such a fence will contribute to buffering the headlights of vehicles using the driveway. In addition, the applicant is encouraged to plant three evergreen trees on the east side of the property, subject to receiving permission from the homeowners' association. A new 6' high masonry and wood fence is being proposed. I addition to the fence the applicant has increase the width of the landscape buffer along the portion of the east property line that abuts the residential properties. Refer to site plan and landscape plan. Please let us know if you have any other issues. Sincerely: Goa-4-1 Sandy McFeron Project Manager V.F. Ripley Associates, Inc. Consulting Engineers Topic: Retaining Wall Number. 38 Created. 312912005 [5110105] [3129105] At final, please provide a detail of the retaining wall being proposed in the detention pond. TOP and TOE elevations are shown on the grading plan for each retaining wall (Sheet 5). A retaining wall detail is found in the detail sheets (Sheet 14). Department: Transportation Planning Issue Contact: Kurt Ravenschlag Topic: Transportation Number. 53 Created. 511012005 [5110105] The intersection at Lemay Avenue and Rule Drive along the front of your site indicates directional ramps, which are to standard, that align with radial ramps to the south and west. This creates an awkward maneuver and could be mitigated by moving the directional ramps closer together to reduce the offset currently created. Proposed ramps have been moved to align as close as possible with the existing ramps. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number. 33 Created: 3/29/2005 [5110105] [3129105] Is an 8-inch fire line needed for this development? The fire line was changed to 6-inch based on information from AE Associates, Inc. Number. 34 Created. 312912005 [5110105] [3129105] Provide flow calculations which will justify the need for a 8-inch sanitary sewer service. A letter from Curt Smith at AE Associates, Inc. with his calculations and size recommendations was faxed to Roger Buffington previous to this submittal. Number. 35 Created. 3/29/2005 [5110105] [3129105] See site, landscape and utility plans for other comments. Acknowledged. Number. 56 Created. 511312005 [5113105] A letter regarding the drainage pan just offsite on the southeast corner of the site was sent to the adjacent neighborhood. What were the results of that? The client is in contact with the neighborhood HOA and has had positive negotiations concerning the construction of the trickle pan. Topic: Plat Number: 11 Created: 311812005 [5110105] Is a private access easement really necessary? [3118105] Please show all easements on the plat. The owner wishes to have the private access easement in place. Department: Natural Resources Issue Contact: Doug Moore Topic: General Number: 54 Created. 511112005 [5111105] Trash enclosure needs to be designed to accommodate recycling services. The City of Fort Collins Design Considerations Guidance Document may be found that http://www. fcpov.com/recvclinp/pdf/enclosure-auidelines0804.pdf. The trash enclosures have been design large enough to accommodate both trash and recycling services. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Detention Ponds Number. 52 Created. 511012005 [5110105] Please provide an overflow spillway detail and location for all proposed detention ponds. The overflow spillways have been shown on the grading and drainage plans. Topic: Plat Number. 51 Created. 511012005 [5110105] Please change the designation on the plat for the drainage easement from "private drainage easement' to public. Acknowledged. Please provide a copy of the off -site easement for the storm line from this site to the existing pond on the development to the east. A copy of the off -site easement will be submitted to the City. Number. 22 Created. 311812005 [5110105] The variance request letter still does not address all of the required elements needed to justify the variances. Please review LCUASS 1.9.4 and include all required elements. Mike Herzig will be glad to meet with you to further explain what is needed. One key item is that you, as a PE, need to explain why, in your professional opinion, the variance request should be supported, and if it has any effects on public health, safety, and welfare, City maintenance costs, and design life. It is not enough to say that certain City staff thinks it is ok, therefore it is ok. It is fine to reference outside materials (i.e. the letter from the planner regarding the sidewalk), but the engineer must still provide analysis and a recommendation. Also, please remove the setback item - it is a planning item and is not covered in LCUASS. [3118105] The variance request for driveway separations on Lemay needs to be rewritten - it NEEDS TO ADDRESS OAK RIDGE to the north, and the church driveway to the northwest, which is very close to this proposed drive cut. Safety, health, and welfare of the public needs to be addressed as well, and the request needs to be stamped. It might be helpful to review LCUASS 1.9.4 for the items needed in a variance request. It is the City's intent to grant the variance once the revised request is received. Acknowledged. Number: 49 Created. 511012005 [5110105] It appears that the proposed offsite easement will overlap an existing structure. This is not permitted. Please revise the easement. The storm sewer pipe and easement have been adjusted. Number. 50 Created: 511012005 [5110105] Please explain why holes are proposed in the metal coverings for the sidewalk culverts. The owner wants to eliminate as much as possible, the chance that the metal coverings will get icy when temperatures are below freezing. Number. 55 Created: 511312005 [5113105] The letter of intent for the offsite easement and the revised variance requests must be submitted no later than June 2nd. Acknowledged. The letter of intent and variance request was submitted before "d June 2 [3118105] The offsite work shown northeast of the project - are there existing easements to accommodate this? Please show/label/include the reception number of these easements, or provide a letter of intent from the adjacent property owners to dedicate needed easements. Acknowledged. Topic: General Number. 2 Created: 311812005 [5110105] See comment 22. [3118105] The sidewalk along Lemay should be located at the back of the ROW, as opposed to meandering in the middle of the parkway. Also, the new street trees should be located in the ultimate parkway, approximately 5' from the edge of the walk when it is placed against the ROW. A variance has been requested. It was submitted on April 25, 2005. Number. 3 Created: 311812005 [5110105] Repeat: [3118105] All plans need to meet the scannability requirements in LCUASS appendix E. Questions about scanability can be directed to JR or Tim in Technical Services. Acknowledged. Number: 4 Created. 3/18/2005 [5110105] See comment 22. [3118105] The driveway onto Rule Drive should be a standard cut, not radius style. A variance is being requested with this submittal. Number: 18 Created: 311812005 [5110105] This item was not included in the variance request as stated In the responses to comments. It still needs to be addressed, either by reducing the radii on the plans or requesting a variance. [3118105] The standard radius for the driveway onto Lemay is 20, not 25. The driveway onto Lemay Avenue has been adjusted to meet the 20' strandard radius requirement. Number. 21 Created. 311812005 [5110105] [3118105] Please see redlines and utility plan checklist for any additional comments. Acknowledged. ITEM: 131-Bed Nursing Home at 4824 South Lemay Avenue (Rule Property — northeast corner of Lemay Avenue and Rule Drive) COMMENTS: Department: Engineering Issue Contact: Katie Moore Topic: Drainage Number: 15 Created: 311812005 [5110105] 1 received a draft of an easement (for detention pond installation and maintenance- a temporary construction easement and a permanent maintenance/repair easement), a sketch of a proposed easement (for a "storm sewer easement" which doesn't seem to be included in the previous easement language), and a legal for that easement (but titled as a "construction easement'). To go to hearing, a letter of intent from the adjacent property owner(s) stating that they intend to dedicate the necessary easements for this project to go forward, is still required. Also, please provide all the exhibits referenced in the draft easement so that we can understand what is being proposed. This offsite easement will need to be public, too. I have attached the City's standard deed of dedication for an easement (with P and Z acceptance). Please use this language for the offsite easement.
