Parking along the north side of the facility abuts commercial property. This is where the majority of parking for the facility is located. The modification being requested is for parking located directly along the north property line. There is a 5.5 feet landscaped area from face of curb to the property line. There is a fence located along on the adjacent property that runs the entire length of this property line. Directly on the other side of this fence is a landscaped area approximately 10 feet in width (see attached photo). The request is for a modification to allow a smaller overhang distance along the north property line. The difference in the required overhang distance and the proposed distance is 6 inches. JUSTIFICATION A justification for this proposal relating to the Modification Criteria (Section 2.8.2(H)(4) is that the proposed plan as submitted will not diverge from the standards of the Land Use Code except in a nominal, inconsequential way when considered from the perspective of the entire development plan, and will continue to advance the purposes of the Land Use Code as contained in Section 1.2.2. We believe that the proposed project meets the criteria in the following ways: • A landscape area with a curb stop is provided. • The difference in distance from the code requirement is a nominal 6". • All other parking area within the site will conform to the Land Use Code requirements. We believe that the 6" difference in inconsequential when considered with the entire project. FRipley,sso11 ESINC Modification Request Columbine East, Reduction in paved stall length September 27, 2005 This request is for a modification to the "reduction in paved stall length" requirements as outlined in the Fort Collins Land Use Code. The modification being requested is from section 3.2.2 (L.4) Vehicular Overhang. This regulation reads that: "(4) Vehicular Overhang. The stall dimensions indicated above may be modified with respect to vehicular overhang as indicated in Figure 5, except that compact vehicle spaces may not be reduced in depth to a dimension that is less than the required depth indicated above. " PROJECT DESCRIPTION The Columbine East Long Term Care PDP consists of 3.3 acres and is located on the northeast corner of South Lemay Avenue and Rule Drive. This project is considered as an infill project with development totally surrounding the site. The Columbine East Long Term Care Facility will be a two-story, 131-bed nursing facility that will be staffed 24-hours a day. The first floor of this building will service 50 beds for standard nursing care patients and 15 beds in a secured Alzheimer's wing. The second floor will service 66 beds for standard nursing care patients. Two points of access are provided, one from South Lemay Avenue and the second from Rule Drive with parking for 71 cars located north and east of the facility. Entrances are located to be convenient from both the parking lot and the public sidewalk system. MODIFICATION The site is 3.3 acres and bounded on the north and west sides by commercial development and south and east sides by residential development. Parking for the facility has been placed on the north and east sides. Parking along the east side has been placed next to the building and adjacent to the common area at the end of Silk Oak Ct. in the Oak Ridge subdivision. No parking has been placed adjacent to residential lots in order to separate the parking from the neighborhood.
