A. Yes, we are designing the north service court as the area where utilities
will enter the building.
29. Where will you stage your construction entrance?
A. We don't know at this time but we will try to keep as far away from the
neighborhood as possible.
30. Where will you store plowed snow?
A. This is a good question. We don't know at this time. Generally, it's a
good idea to plow snow into the detention ponds.
31. Will your internal access drives have curbs and gutters?
A. Yes.
32. In general, I'm concerned about providing as much buffering along the
east property line as possible.

19. How much parking will you provide?
A. About 60 spaces. Employees will park on the north and visitors on the
east.
20. I'm concerned about how close our houses are on the east. We will need
some buffering from noise and lights. Will you be required to submit a
Lighting Plan?
A. Yes, we will provide a Lighting Plan and we are required to provide down
directional and sharp cut-off lighting.
21. What is the building setback from the east property line?
A. About 55 feet.
22. What is the height of the roof? Will it be metal? What color?
A. The height will be about 38 feet to the peak of the roof. It will be standing
seam metal and may be colored brown or deep "Colonial" red or green.
23. We would like to review the T.I.S. When will you be submitting?
A. We plan on submitting March 8m
24. Will the T.I.S. account for church traffic on Sunday?
A. Probably not since Sunday is not the peak time on the roadway.
25. Will you be saving the Cottonwoods on Lemay? What about the stumps?
A. We are required to save as many trees as possible. The City Forester has
already been to the site once and will return for further analysis. There is
one particular tree that has some hollow areas near the base which is a
sign of a problem. Yes, the large cottonwood stumps will be removed.
26. Will you be building a fence along Lemay and Rule?
A. The only fencing along the two streets will be decorative fencing for the
courtyards and patios. This will not be solid privacy fencing.
27. What is your timeframe?
A. We would like to submit on March 8tn and break ground in late July at the
earliest. We anticipate about 14 to 18 months of construction time.

A. This would not be feasible as there is an intervening property between our
site and Wheaton Drive. This intervening property looks like a stormwater
detention pond that serves the adjacent development.
11. Could you build a bridge over this detention pond?
A. This would be cost -prohibitive.
12. I'm concerned about the noise from sirens from emergency vehicles.
A. Yes, there could be sirens from emergency vehicles but, from our
experience, there is usually more emergency responses to assisted living
centers than full -care nursing homes.
13. Could you restrict the emergency vehicles to the north entrance?
A. I don't want to commit to that. Both the north and east entrances can
accommodate emergency vehicles. The responders will usually go to the
nearest entrance to where the client is.
14. What about the trash truck? Where will your trash service be?
A. We will have a service court on the north side of the building.
15. Looks like you want to plant trees along the east property line. What kind
of trees?
A. These are planned to be deciduous shade trees.
16. What are the building setbacks?
A. The building will be setback about 60 feet from Lemay and 15 feet from
Rule Drive.
17. Which way does the site drain?
A. Generally, the site drains from west to east. We will provide three
separate detention ponds one on the south, west and east. Stormwater
flows will be detained and released into the public streets in accordance
with the City of Fort Collins drainage design criteria. Our drainage is
prohibited from impacting any downstream or adjacent property.
18. Will you be building new sidewalks along both streets?
A. Yes.

3. I'm concerned about additional traffic on Rule Drive. At the very least, a
traffic signal will need to be installed at the Lemay/Rule intersection.
Speeds on Lemay are dangerous and it is very difficult to turn left onto
Lemay from Rule Drive.
A. We are preparing a Transportation Impact Study for our submittal. The
preliminary indication is that a traffic signal will not be warranted for this
intersection.
4. What about your clients that are ambulatory? How are they expected to
cross Lemay without a traffic signal? What if they want to go over to the
park or over to the shopping center? What about a pedestrian-accuated
traffic signal?
A. We will not allow any of our clients to leave the facility unassisted. This is
not an assisted living center like Collinwood or Alterra. This will be a full -
care nursing home.
5. There is a lot of traffic going in and out of Oak Ridge on Rule Drive,
especially with Heritage Christian School going into the old Comlinear
building. I'm concerned about parking spilling out to Rule Drive. With cars
parked on both sides of the street, this will just make the traffic worse.
6. 1 would like to follow up on that last comment. Not only could parking spill
out to Rule but into our cul-de-sacs as well.
A. We don't think there will be excessive parking on Rule Drive, except
maybe a few times per year for holidays when we get our most visitors.
7. Will Wheaton and Rule become a three-way stop?
A. We don't know at this time.
8. Who owns the fence and trees on the east side along the property line?
A. These are the property of the Homeowners' Association. We do not plan
on disturbing any property beyond our property line.
9. How wide are your access drives?
A. They will be 24-feet wide.
10. Would you be able to route your traffic northeast to Wheaton Drive? This
would relieve additional traffic off Rule Drive.

The meeting began with a description of the proposed project. This is a request
for a 131-bed nursing home to be located on the site of the Rule Farm at 4824
South Lemay Avenue. This property is at the northeast corner of South Lemay
Avenue and Rule Drive.
As proposed, the existing house, barn and other out -buildings would be removed.
The new building would be two -stories in height and contain approximately
44,000 square feet per floor for a total of 88,000 square feet. There would be
approximately 60 parking spaces.
As part of the facility, there would be a separate, secured wing for clients with
Alzheimer's Disease.
QUESTIONS, CONCERNS, COMMENTS
1. Where is the entrance and the main parking area?
A. The main entrance faces east. This area will feature a semi -circular drive
and parking for guests and visitors. In addition, there is a separate
employee parking area along the north side of the building.
2. What is the buffering along the east property line?
A. We are proposing to plant trees in this area to buffer the existing
residences. We are also proposing that the existing fence will remain.
