Per the Harmony Corridor Plan'; nursing homes are generally considered to be an appropriate transitional land use between commercial development and residential development. Development to the north and west of Columbine East is commercial and development to south and east is residential. Thank you for your time and consideration. PRINCIPLE HSG-1: A variety of housing types and densities will be available throughout the urban area for all income levels. Policy HSG-1.5 Special Needs Housing The Columbine East development is a nursing home environment housing and servicing primarily the elderly who are no longer able to care of themselves. PRINCIPAL ENV-3: Drinking water provided by the City's Water Utility will meet or exceed customer expectations for quality, quantity, and reliability. Water Conservation will be strongly encouraged. Domestic water is to be provided by South Fort Collins Water District. Policy ENV-3.3 Water Demand Management The landscape plan for the project will utilize the following xeriscape principles: Plant material with low to moderate water requirements Limited turf areas Effective use of soil amendments An efficient irrigation system Appropriate maintenance Harmony Corridor Plan Policies include the following: Policy LU-1: Strive for excellence and high quality in the design and construction of building, open spaces, pedestrian and bicycle facilities and streetscapes by establishing and enforcing design guidelines specific to the corridor area. The development will have a 6' tree lawn and a 6' sidewalk along Lemay Avenue and Rule Drive. The courtyards will have decorative fencing for visual continuity and generous landscaping. Building setbacks and heights are as per the City of Fort Collins Land Use code. Policy LU-2: Locate all industries and businesses in the "Basic Industrial and Non -Retail Employment Activity Centers" in the areas of the Harmony Corridor designated for such uses on Map 10. Secondary supporting uses will also be permitted in these Activity Centers, but shall occupy no more than 25 percent (25%) of the total gross area of the Overall Development Plan or Planned Unit Development, as applicable. Per Map 10 of the Harmony Corridor Plan the development is located within the "Basic Industrial and Non -Retail Employment Activity Centers". retained. The courtyards will be enclosed with wrought iron fencing to allow for visual continuity. Each of the courtyards will have a looped walking path. Courtyards located along Lemay Avenue and Rule Drive will have direct access to the public walk way system. All landscaping contained within the property line of the project will be maintained by Columbine Health Care System. City Plan Principles and Policies achieved by the proposed Columbine East Long Term Care Facility Project Development Plan PRINCIPLE LU-1: Growth within the city will promote a compact development pattern within a well-defined boundary. Columbine East Development is an infill project located within the Harmony Corridor surrounded by existing development on all sides. PRINCIPLE T-5: The City will acknowledge pedestrian travel as a viable transportation mode and elevate it in importance to be in balance with all other modes. Direct pedestrian connections will be provided and encouraged from place of residence to transit, schools, activity centers, work and public facilities. Policy T-5.2 Connections Policy T-5.3 Continuity The Columbine East development will provide a sidewalk system from the development along Rule Drive and Lemay Avenue. There is an existing striped bike lane along Lemay Avenue. The interior courtyards of the development will also have sidewalks throughout but due to the need for controlled access there will be a decorative fence with gates blocking public access but still allowing a visual connection. PRINCIPLE CAD-1: Each addition to the street system will be designed with consideration to the visual character and the experience of the citizens who use the street system and the adjacent property. Together, the layout of the street network and the streets themselves will contribute to the character, form and scale of the city. Policy CAD-1.4 Street Tree Design Large mature trees exist adjacent to Lemay Avenue. These trees are part of the character and feature of the existing street design and will be retained. The project will have new street trees along Rule Drive and additional street trees on Lemay Avenue. X V FF1i p I EiyASSOCIATES INC Landscape Architecture Urban Design Planning March 8, 2005 Ted Shepard City of Fort Collins Planning Department 281 North College Avenue Fort Collins, CO 80522 RE: Planning Objectives for Columbine East Long Term Care Facility Project Development Plan Dear Mr. Shepard, The Columbine East Long Term Care PDP, previously referred to as Columbine South, consists of 3.3 acres and is located on the northeast corner of South Lemay Avenue and Rule Drive. The property is currently zoned Harmony Corridor District (HC). The site is designated as a "Basic Industrial and Non - Retail Activity Center" in the Harmony Corridor Plan. The surrounding zoning is HC to the north and east and RL to the south and MMN to the west. The property is currently being used as a homestead. The Columbine East Long Term Care Facility will be a two-story, 131-bed nursing facility that will be staffed 24-hours a day. The first floor of this building will service 50 beds for standard nursing care patients and 15 beds in a secured Alzheimer's wing. The second floor will service 66 beds for standard nursing care patients. The number of staff required will be approximately 50 for the largest shift. Two points of access are provided, one from South Lemay Avenue and the second from Rule Drive with parking for 59 cars located north and east of the facility. Entrances are located to be convenient from both the parking lot and the public sidewalk system. The maximum height of the building is 38 feet. The primary exterior finishes will be brick, stucco and glass. The design objectives of the landscape plan are to provide an attractive streetscape, screen parking and service areas and to enhance the resident and pedestrian experience within the site. Deciduous and evergreen trees and foundation plantings will be used to enhance the architecture, provide shade and seasonal color.
