Department: Zoning Issue Contact: Peter Barnes Topic: Zoning Number: 24 Created: 3/24/2005 [5/2/05] If the modification they are requesting is approved, then this comment will not apply. [3/24/05] The parking stalls along the north lot line are only allowed to be reduced to a 17' depth if they overhang a 6' wide walk or landscape strip (Sec. 3.2.2(L)(4) of the LUC). The plan indicates that the width of the landscape strip is only 5% therefore the parking stalls need to be 19' in depth. Comment from Current Planning: The abutting property owner to the east has requested that in order for compatibility to be achieved, a new six foot high solid wood privacy fence needs to be constructed on the applicant's side of the property line. Such a fence will contribute to buffering the headlights of vehicles using the driveway. In addition, the applicant is encouraged to plant three evergreen trees on the east side of the property, subject to receiving permission from the homeowners' association. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Detention Ponds Number: 52 Created: 5/10/2005 [5/10/05] Please provide an overflow spillway detail and location for all proposed detention ponds. Topic: Plat Number: 51 Created: 5/10/2005 [5/10/05] Please change the designation on the plat for the drainage easement from "private drainage easement" to public. Please provide a copy of the off -site easement for the storm line from this site to the existing pond on the development to the east. Topic: Retaining Wall Number: 38 Created: 3/29/2005 [5/10/05] [3/29/05] At final, please provide a detail of the retaining wall being proposed in the detention pond. Department: Transportation Planning Issue Contact: Kurt Ravenschlag Topic: Transportation Number: 53 Created: 5/10/2005 [5/10/05] The intersection at Lemay Avenue and Rule Drive along the front of your site indicates directional ramps, which are to standard, that align with radial ramps to the south and west. This creates an awkward maneuver and could be mitigated by moving the directional ramps closer together to reduce the offset currently created. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 33 Created: 3/29/2005 [5/10/05] [3/29/05] Is an 8-inch fire line needed for this development? Number: 34 Created: 3/29/2005 [5/10/05] [3/29/05] Provide flow calculations which will justify the need for a 8-inch sanitary sewer service. Page 3 [3/18/05] The standard radius for the driveway onto Lemay is 20', not 25'. Number: 21 [5/10/05] Created: 3/18/2005 [3/18/05] Please see redlines and utility plan checklist for any additional comments. Number: 22 Created: 3/18/2005 [5/10/05] The variance request letter still does not address all of the required elements needed to justify the variances. Please review LCUASS 1.9.4 and include all required elements. Mike Herzig will be glad to meet with you to further explain what is needed. One key item is that you, as a PE, need to explain why, in your professional opinion, the variance request should be supported, and if it has any effects on public health, safety, and welfare, City maintenance costs, and design life. It is not enough to say that certain City staff thinks it is ok, therefore it is ok. It is fine to reference outside materials (i.e. the letter from the planner regarding the sidewalk), but the engineer must still provide analysis and a recommendation. Also, please remove the setback item - it is a planning item and is not covered in LCUASS. [3/18/05] The variance request for driveway separations on Lemay needs to be rewritten - it NEEDS TO ADDRESS OAK RIDGE to the north, and the church driveway to the northwest, which is very close to this proposed drive cut. Safety, health, and welfare of the public needs to be addressed as well, and the request needs to be stamped. It might be helpful to review LCUASS 1.9.4 for the items needed in a variance request. It is the City's intent to grant the variance once the revised request, is received. Number: 49 Created: 5/10/2005 [5/10/05] It appears that the proposed offsite easement will overlap an existing structure. This is not permitted. Please revise the easement. Number: 50 Created: 5/10/2005 [5/10/05] Please explain why holes are proposed in the metal coverings for the sidewalk culverts. Number: 55 Created: 5/13/2005 (5/13/05] The letter of intent for the offsite easement and the revised variance requests must be submitted no later than June 2nd. Number: 56 Created: 5/13/2005 [5/13/05] A letter regarding the drainage pan just offsite on the southeast corner of the site was sent to the adjacent neighborhood. What were the results of that? Topic: Plat Number: 11 Created: 3/18/2005 [5/10/05] Is a private access easement really necessary? [3/18/05] Please show all easements on the plat. Page 2 i. STAFF PROJECT REVIEW Citv of Fort Collins VF RIPLEY Date: 05/17/2005 SANDY MCFERON 401 W. MOUNTAIN AVE, SUITE 201 FORT COLLINS, CO 80521 Staff has reviewed your submittal for COLUMBINE EAST LONG TERM CARE PDP, 4824 S LEMAY AVE, TYPE 11, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Katie Moore Topic: Drainage Number: 15 Created: 3/18/2005 [5/10/05] 1 received a draft of an easement (for detention pond installation and maintenance- a temporary construction easement and a permanent maintenance/repair easement), a sketch of a proposed easement (for a "storm sewer easement" which doesn't seem to be included in the previous easement language), and a legal for that easement (but titled as a "construction easement"). To go to hearing, a letter of intent from the adjacent property owner(s) stating that they intend to dedicate the necessary easements for this project to go forward, is still required. Also, please provide all the exhibits referenced in the draft easement so that we can understand what is being proposed. This offsite easement will need to be public, too. I have attached the City's standard deed of dedication for an easement (with P and Z acceptance). Please use this language for the offsite easement. (3/18/05] The offsite work shown northeast of the project - are there existing easements to accommodate this? Please show/label/include the reception number of these easements, or provide a letter of intent from the adjacent property owners to dedicate needed easements. Topic: General Number: 2 Created: 3/18/2005 [5/10/05] See comment 22. [3/18/05] The sidewalk along Lemay should be located at the back of the ROW, as opposed to meandering in the middle of the parkway. Also, the new street trees should be located in the ultimate parkway, approximately 5' from the edge of the walk when it is placed against the ROW. Number: 3 Created: 3/18/2005 [5/10/05] Repeat: [3/18/05] All plans need to meet the scannability requirements in LCUASS appendix E. Questions about scanability can be directed to JR or Tim in Technical Services. Number: 4 Created: 3/18/2005 [5/10/05) See comment 22. [3/18/05] The driveway onto Rule Drive should be a standard cut, not radius style. Number: 18 Created: 3/18/2005 [5/10/05] This item was not included in the variance request as stated In the responses to comments. It still needs to be addressed, either by reducing the radii on the plans or requesting a variance. Page 1
