Number: 33 Created: 3/29/2005 [3/29/05] Add a gate valve on the downstream side of the proposed fire hydrant tee. Provide a utility easement for the proposed fire hydrant. Is an 8-inch fire line needed for this development? Number: 34 Created: 3/29/2005 [3/29/05] Provide flow calculations which will justify the need for a 8-inch sanitary sewer service. Number: 35 Created: 3/29/2005 [3/29/05] See site, landscape and utility plans for other comments. Department: Zoning Issue Contact: Peter Barnes Topic: Zoning Number: 23 Created: 3/24/2005 [3/24/05] Please indicate the lot square footage on plat sheet 2 of 2. Also label the lot on plat sheet 2 of 2 as "Lot 1, or Tract A" or something similar. Number: 24 Created: 3/24/2005 [3/24/05] The parking stalls along the north lot line are only allowed to be reduced to a 17' depth if they overhang a 6' wide walk or landscape strip (Sec. 3.2.2(L)(4) of the LUC). The plan indicates that the width of the landscape strip is only 5% therefore the parking stalls need to be 19' in depth. Number:25 . - Created: 3/24/2005 [3/24/05] Show/label a sidewalk ramp for the handicap parking spaces. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Sincerely - Ted Shepard Chief Planner Page 5 [3/30/05] Parking lot and drives require min of 1.Ofc Location of BB fixture at south is blocked by BH Spruce - move fixture away from plant massing. Similar issue with south BB on west side - relocate north. Light fixtures at west entrances should provide 1.Ofc. Recommend fixture on west side where facility sidewalk meets sidewalk along Lemay. Recommend lighting along.internal walkways on north, south, and west. Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Off -site easements Number: 37 Created: 3/29/2005 [3/29/05] The construction of ST-1 will involve acquiring an off -site easement from the owners of Tract A of Oakridge, if the area within Tract A where the work is proposed is already a drainage easement, then approval from the owner of that property should be secured. Topic: Plat Number: 26 Created: 3/28/2005 [3/28/05] Please add a drainage easement for all areas encompassed within the proposed detention ponds. Topic: Retaining Wall Number: 38 Created: 3/29/2005 [3/29/05] At final, please provide a detail of the retaining wall being proposed in the detention pond. Topic: Utility Plans Number: 39 Created: 3/29/2005 [3/29/05] Please call out size and type of proposed storm sewers on the overall utility plan. Department: Transportation Planning Issue Contact: Kurt Ravenschlag Topic: Transportation Number: 40 Created: 3/29/2005 [3/29/05] A direct pedestrian walkway to Lemay Ave. along the north side of the building is highly recommended. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 29 Created: 3/29/2005 [3/29/05] Include the standard general note pertaining to all water mains shall be D.I.P. encased in polywrap. Number: 30 Created: 3/29/2005 [3/29/05] The connection for a 3-inch water service is to be a 4-inch tap with a 4- inch gate vale and a 4-inch by 3-inch reducer. Page 4 Topic: Grading Number: 13 Created: 3/18/2005 [3/18/05] The grades in the ROW and across the sidewalk appear to be too steep to meet ADA for the sidewalk (2% cross -slope) and the slope requirements for 2' each side of walk (2%). The maximum slope in the ROW is 4:1. Anything above that would require a retaining wall, which would require an engineering variance, which would not be looked upon favorably. Number:16 Created: 3/18/2005 [3/18/05] Offsite grade lines should be shown for at least 50' offsite. Number: 17 Created: 3/18/2005 [3/18/05] Please provide vertical detail(s) of retaining walls. Topic: Plat Number: 9 Created: 3/18/2005 [3/18/05] Please use most current plat language (see attached). The language shown is several years old. Number: 10 Created: 3/18/2005 [3/18/05] The emergency access easement should be dedicated only in the drive aisle and no parking areas/landscaping/curb/etc. should be within that easement. Number: 11 Created: 3/18/2005 [3/18/05] Please show all easements on the plat. Topic: Utility Plans Number: 20 Created: 3/18/2005 [3/18/05] Show approximate street cuts and add note: Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All repairs to be in accordance with City street repair standards. Department: Light & Power Topic: General Number: 1 [3/10/05] No Comments. Department: Natural Resources Topic: General Number: 36 [3/29/05] No issues. Number: 6 Created: 3/18/2005 [3/18/05] The portion of the sidewalk on Rule that is located outside of the ROW needs to be placed in a public access easement on the plat. Number: 7 Created: 3/18/2005 [3/18/05] Parking setbacks (LCUASS Ch. 19) need to be met from both Rule and Lemay. On Lemay, the first parking stall should be no closer than 75 feet from the Lemay flowline. On Rule, the first parking stall should be no closer than 50' from the Rule flowline. Number: 8 Created: 3/18/2005 [3/18/05] On the site plan, please label existing ROW widths for Lemay and Rule, and proposed parkway widths. Number: 18 Created: 3/18/2005 [3/18/05] The standard radius for the driveway onto Lemay is 20', not 25'. Number: 19 Created: 3/18/2005 [3/18/05] Driveways should be concrete to ROW line. If the concrete is extended beyond that, an expansion joint should be provided at the ROW line. Number: 21 Created: 3/18/2005 [3/18/05] Please see redlines and utility plan checklist for any additional comments. Number: 22 Created: 3/18/2005 [3/18/05] The variance request for driveway separations on Lemay needs to be rewritten - it needs to address Oak Ridge to the north, and the church driveway to the northwest, which is very close to this proposed drive cut. Safety, health, and welfare of the public needs to be addressed as well, and the request needs to be stamped. It might be helpful to review LCUASS 1.9.4 for the items needed in a variance request. It is the City's intent to grant the variance once the revised request is received. Number: 27 Created: 3/29/2005 [3/29/05] It appears that a segment of the proposed stormwater line offsite (northeast corner) is not within an existing easement. Please provide a letter of intent from that property owner prior to scheduling a hearing, and the completed deed must be submitted prior to mylars. Number: 28 Created: 3/29/2005 [3/29/05] Please see redlines for any additional comments. Page 2 STAFF PROJECT REVIEW City of Fort Collins VF RIPLEY Date: 04/05/2005 SANDY MCFERON 401 W. MOUNTAIN AVE, SUITE 201 FORT COLLINS, CO 80521 Staff has reviewed your submittal for COLUMBINE EAST LONG TERM CARE PDP, 4824 S LEMAY AVE, TYPE II, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Katie Moore Topic: Drainage Number: 12 Created: 3/18/2005 [3/18/05] Approximately 25% of the site is shown to drain to the driveway to Rule and over the public sidewalk onto the street. This is not allowed. The water must be diverted, perhaps to an under -walk drain, so that it does not cross the walk. Does this water need to be treated? Number: 14 Created: 3/18/2005 [3/18/05] Please use the standard under -walk drain from the pond onto Rule - straight chase (no bends) and only 2' wide unless otherwise approved by Stormwater. Also, the metal covering should extend from 2' behind the walk out to the curb, per the detail. Number: 15 Created: 3/18/2005 [3/18/05] The offsite work shown northeast of the project - are there existing easements to accommodate this? Please show/label/include the reception number of these easements, or provide a letter of intent from the adjacent property owners to dedicate needed easements. Topic: General Number: 2 Created: 3/18/2005 [3/18/05] The sidewalk along Lemay should be located at the back of the ROW, as opposed to meandering in the middle of the parkway. Also, the new street trees should be located in the ultimate parkway, approximately 5' from the edge of the walk when it is placed against the ROW. Number: 3 Created: 3/18/2005 [3/18/05] All plans need to meet the scannability requirements in LCUASS appendix E. Questions about scanability can be directed to JR or Tim in Technical Services. Number: 4 Created: 3/18/2005 [3/18/05] The driveway onto Rule Drive should be a standard cut, not radius style. Page 1
