CONCLUSIONS This intermediate transportation impact study assessed the impacts of Ravenview Development on the short range (2007) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded_ The development of Ravenview Development is feasible from a traffic engineering standpoint. At full development, Ravenview Development will generate approximately 405 daily trip ends, 32 morning peak hour trip ends, and 38 afternoon peak hour trip ends. Currently, the key intersections operate acceptably with current control and geometry. In the short range (2007) future, signals will not likely be warranted at any existing stop sign control intersections. In the short range (2007) background traffic future, the key intersections will operate acceptably. In the short range (2007) future, given full development of Ravenview Development and an increase in background traffic, the key intersections will operate acceptably. The short range (2007) geometry is shown in Figure 8. Acceptable the level of service is achieved for pedestrian and transit modes. Level of service C connectivity can be achieved f— the bicycle mode. T he sidewalks adjacent- Lo existing streets .were built under previous street standards and, as such, do not meet the current standards. This is typical in older, established areas of the City. 18 practical. The only reasonable way to have a center left -turn lane would be to restripe Taft Hill Road with one lane in each direction. ' This would reduce the carrying capacity of Taft Hill Road. This decision should be made by the City of Fort Collins. Pedestrian Level of Service ' Appendix F contains a map of the area that is within 1320 feet of the Ravenview Development. The Ravenview Development is located within an area termed as a "school walk area," which sets the level of service threshold at LOS B for all measured categories, except visual ' interest which is C. There are three destination areas within 1320 feet of the proposed Ravenview Development: 1) the residential/Moore Elementary School area to the south, 2) the residential area to the west, and 3) the residential area to the east. Sidewalks are completed within the pedestrian influence area. Appendix F contains a Pedestrian LOS Worksheet. Bicycle Level of Service Appendix F contains a map of the area that is within 1320 feet of Ravenview Development. The only bicycle priority destination is Moore Elementary School to the south. Based upon Fort Collins bicycle LOS criteria, the minimum level of service threshold for a public school site destination is LOS A. There are bicycle facilities along Taft Hill Road and Orchard Place. The Ravenview Development will be directly connected to the bike lanes on Taft Hiii Road, which satisfies the LOS C criteria. Level of service A connectivity cannot be achieved. Transit Level of Service Currently, this area is served by transit route 4 on Mulberry Street. The Ravenview Development is located along a future "feeder route." In the future, transit service will be improved as depicted on the Fort Collins Transit System Plan. This site has acceptable connectivity (<1320 feet) to the existing transit system. Background traffic projections for the short range future ,horizon were obtained by reviewing the NFRRTP, reviewing traffic studies ' for other developments, and reviewing historic count data for this area of Fort Collins. The 2004 traffic counts were increased at the rate of 2 percent per year to the year 2007. ' Trip Assignment ' Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 6 shows the site generated peak hour traffic assignment. Figure 7 shows the total (site plus background) short range (2007) peak hour traffic at the key intersections. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. Based upon the short range (2007) peak hour ' traffic forecasts, signal warrants will not be met for the existing stop sign controlled intersections. ' Operation Analysis and Geometry ' Capacity analyses were performed at the Taft Hill/Mulberry, Taft Hill/Orchard, and Taft Hill/Site Access intersections. PROPOSED DEVELOPMENT The Ravenview Development is a proposed residential development, located east of Taft Hill Road between Mulberry Street and Orchard Place in Fort Collins. Figure 3 shows a site plan of the Ravenview ' Development. The short range analysis (Year 2007) includes development of the Ravenview Development and an appropriate increase in background traffic. Since this is an intermediate level transportation impact study, a long range analysis is not required. The site plan shows one access to the Ravenview Development via a full -movement site access, which will be approximately 400 feet north of Orchard Place. Trip Generation ' Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 7t" Edition, ITE was used to estimate trips that would be generated by the proposed/expected uses at this site. Figure 4 shows the ' trip distribution used for the short range (2007) analysis future. The trip distribution calculations are provided in Appendix A. Using the peak hour traffic shown in Figure 2, the peak hour operation is shown in Table 1. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The key intersections operate acceptably during both the morning and afternoon peak hours. The Ravenview Development site is in an area termed "low density mixed use residential corridor." In low density mixed use residential corridors, acceptable operation at a signalized intersection during the peak hours is defined as level of service D. At arterial/local unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg. Pedestrian Facilities Sidewalks exist adjacent to existing developments on all area streets. This site is within 1320 feet of: Moore Elementary School and adjacent residential uses. Sidewalks were built prior to the current street standards. Bicycle Facilities There are bicycle .facilities along Taft Hill Road and Mulberry Street. EXISTING CONDITIONS The location of the Ravenview Development is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential. The center of Fort Collins lies to the southeast of the Ravenview Development. Streets The primary streets near the Ravenview Development site are Taft Hill Road, Mulberry Street, and Orchard Place. Taft Hill Road is west of the Ravenview Development. It is a north -south street designated as a four -lane arterial street on the Fort Collins Master Street Plan. Currently, it has a four -lane general cross section with no center turn lane. The Taft Hill/Mulberry intersection is a signal control. At Mulberry Street, Taft Hill Road has northbound and southbound left -turn lanes and two through lanes in each direction. The Taft Hill/Orchard intersection is stop sign control on Orchard Place. At Orchard Place, Taft Hill Road has two through lanes in each direction. The posted speed on this section of Taft Hill Road is 35 mph. Mulberry Street is north of the Ravenview Development. It is a ' east -west street designated as a four -lane arterial on the Fort Collins Master Street Plan. Currently, it has a four -lane general cross section with no center turn lane. At Taft Hill Road, Mulberry Street has ' eastbound and westbound left -turn lanes and two through lanes in each direction. The posted speed on this section of Mulberry Street is 35 mph. Orchard Place is south of the Ravenview Development. It has a two-lane cross section and is designated as a local residential street on the Fort Collins Master Street Plan. At the Taft Bill/Orchard intersection, Orchard Place has a left and right turn lanes. Existing Traffic Recent peak hour traffic volumes at the key intersections are shown in Figure 2. The traffic counts at the key intersections were obtained in September 2004. Raw count data is provided in Appendix B. 2 I. INTRODUCTION This intermediate transportation impact study addresses the capacity, geometric, and control requirements at and near the proposed Ravenview Development. The Ravenview Development is located south of Mulberry Street and east of Taft Hill Road in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner/developer (Anchor Development Corporation), the project planner (Steve Schroyer), the project engineer (Stewart & Associates), the Fort Collins Transportation Planning Staff, and the Fort Collins Traffic Engineering Staff. This intermediate transportation impact study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines as contained in the "Larimer County Urban Area Street Standards" (LCUASS).
