The submitted drainage report does not comply with our standards for an ODP. No grading was shown, the narrative does not describe the drainage constraints that had to be met, and does not clearly indicate how these will be achieved. The modeling does not incorporate the proposed development drainage design into the regional City model. Please use the guidance of the previously provided ODP as a model as to what is expected at this level. Topic: Road Crossings Number: 10 Created: 9/28/2007 The road crossing at International Boulevard will be. incorporated into the CLOMR that will be submitted to FEMA by the City, any additional crossings proposed by this development will need to provide their own FEMA submittal showing a no rise condition. Be sure and return all of your redlined plans when you re -submit. Sincere Ted Shepard Page 5 Topic: Drainage Constraints Number:8 Created: 9/28/2007 [9/28/07] The site should either release at a 2-year historical rate as a default rate as specified in the Dry Creek masterplan. If the release rate chosen is above the 2- year historical rate then the modeling should show that the site does not cause the crossing under the Lincoln bridge to exceed 1240 cfs, in accordance with previous guidance given by the City. In interim conditions, the site can release into the Dry Creek Channel while keeping the flow within the banks of the proposed Dry Creek channel, as upstream improvements are completed, the 1-foot of freeboard in the channel will be achieved. The current drainage map shows that a significant portion of the site draining to the south toward existing county development. The proposed ODP should show all the site draining back to the proposed Dry Creek Channel including the south portion of Basins E1 through E8. The site will need to show that no adverse conditions are caused by this development during interim or ultimate conditions on any neighboring or downstream property. A statement to this effect should be clearly stated and acknowledged in the drainage report. Topic: Drainage Modeling Number: 6 Created: 9/28/2007 [9/28/07] The modeling should incorporate this site into the City's model that was previously provided to the applicant by the City. Topic: Floodplain Number: 5 Created: 9/28/2007 [9/28/07] The site is in the FEMA and City of Fort Collins 100-year floodplain and floodway for Dry Creek. It is also in the FEMA 500-year floodplain for the Poudre River. The City's Dry Creek Diversion Project may reduce the floodplain and floodway for this area. However, all applicable floodplain regulations found in Chapter 10 of City Code will apply based on the mapping that is in effect at the time of development. The Poudre River 500-year floodplain will not change as part of the Dry Creek Diversion Project. Therefore, no critical facilities will be allowed within the Poudre 500-year floodplain. At time of PDP submittal a floodplain report should be submitted. A copy of the floodplain report requirements are available upon request. Please show the current FEMA and City floodplain and floodway lines on the plans. Page 4 Number: 24 Created: 10/3/2007 [10/3/07] What does the 50' flight path mean — what is the area allowed to be and what are the restrictions? Since it is not something the City is asking for or has defined this needs to be spelled out. Number:26 , Created: 10/3/2007 [10/3/07] The request to amend the master street plan was received - some additional information and more analysis is needed before the City can determine if we agree with and can support this requested change to the Master Street Plan. The nearest sources of power are the N.W. corner of Timberline & Lincoln and other locations on the E. side of Timberline. The developer will need to coordinate power locations, requirements and electric development charges with Light & Power Engineering (970)221-6700. Department: PFA Issue Contact: Carie Dann Topic: Fire Number: 3 Created: 9/28/2007 [9/28/07] CONNECTIVITY: Airpark Village shall provide public street connection to the Dry Creek development. Number: 4 Created: 9/28/2007 [9/28/07] PFA will review conceptual plans at the time structures are proposed. The development shall meet requirements for water supply,emergency vehicle access and addressing. Department: Stormwater-Water-Wastewaterlssue Contact: Basil Hamdan Topic: Channel Alignment Number: 7 Created: 9/28/2007 [9/28/07] Please use the latest channel alignment to locate the channel on the plans as per the provided alignment by the City, the alignment shown does not match the current alignment as designed by Ayres and Associates. ` Page 3 along the roadway — those are all things that will be determined with the PDP submittals and reviews. Number: 17 Created: 10/3/2007 [10/3/07) For the non arterials and collector streets on the plans these can be shown, but is probably best shown only as arrows to indicate connections at these points. This could be arrows leading off of the arterial to show internal roadway connections, or the connections across the drainage channel or connections to the adjacent property. Number: 18 Created: 10/3/2007 [10/3/07] Need to show the two street connection ties to the Dry Creek Subdivision. They have two public street stubs that this project will need to tie into. Number: 19 Created: 10/3/2007 [10/3/07] Where two roadways cross —just show them as crossing as with the design of the roadway intersection design will be determined at the time of PDP and are not in any way indicated or set with an ODP. Number: 20 Created: 10/3/2007 [10/3/07] Need to show street connections crossing the drainage channel for any parcels that will be on the north side of the channel and with this connections coming off of the arterial to connect into that system of streets. Tracts 12 and 13 can not just be accessed form the adjacent dry creek development. PFA has already indicated that they want these connections to tie back into the arterial on this property when the adjacent property is developed. That is why it is important to show these connections on the ODP plan and on the buffer plan. Number: 21 Created: 10/3/2007 [10/3/07] Show any proposed pedestrian and bicycle trails, paths or links with a symbol on the plans. This then shows the general alignment of this route and the connections and where it is going and what it links. Number: 22 Created: 10/3/2007 [10/3/07] Typically the drainage channels are also shown as another symbol across the property — but I defer to stormwater on how they wish this channel to be shown across the property. Number: 23 Created: 10/3/2007 [10/3/07] An alley would not typically be shown on a ODP level plan — but if you feel some sort of vehicular link is needed along.the southern boundary of the property it would be best to identify that with another symbol and indicate that it is to be a x- access/ private drive/ street, but I would not define it as an alley as I doubt it would meet current criteria for a public alley designation — by keeping it more general you are not limiting what this maybe. Number: 12 Created: 10/1 /2007 [10/1/07] The extension of International Blvd. from Timberline to Lincoln is shown as a minor arterial street on the Master Street Plan. Transportation and engineering staff will assess feasibility of the proposed change to a 4-lane arterial street on new boulevard. Number: 13 Created: 10/1 /2007 [10/1/07] The ODP shows International as a collector street. This shall be described as a minor arterial street consistent with the Master Street Plan. Number: 14 Created: 10/1 /2007 [10/1/07] The regional pedestrian and bike trail alignment adjacent to the Dry Creek Cannel needs to continue south through Tract 1 for future connection under Hwy.14 to Poudre River Trail. Add notation to this effect. Number: 16 Created: 10/3/2007 [10/3/07] Only the roadways shown on the Master Street Plan are to be shown as lines on the ODP — show these with a symbol (dashed line, solid line) but not with a determined width. They also just need to be labeled with the category of roadway (as defined on the master street plan) such -as Arterial or Collector. Any design, cross-section, and width of the roadways will be determined latter when the PDPs for the project are submitted. So do not label the roadway as a Boulevard (that is not a category of street we have) also do not indicate the size or if parking will be Page 1
