Alternative new technologies should be considered in order to provide a more sustainable development in proximity to Dry Creek. Any disturbance of the existing wetlands due to the proposed alignment of Dry Creek as shown on this latest submittal will require Army Corps of Engineers' approval through a 404 permit approval as well as the City' Natural Resources Department's approval. Comments from Current Planning: 1. Please add to the General Notes on sheet one that the site is located within the Employment Zone District. 2. Please add the following to the General Notes on sheet one: "Street improvements will be subject to the design standards in effect at the time of application for the Project Development Plan(s)." 3. The segment of roadway southeast of the intersection of Airpark Drive and International Blvd. should not be identified as an arterial at the ODP level. Since the roadway does not connect under the current traffic study we would prefer to have it referenced as a collector or a local street. It is also in the FEMA 500-year floodplain for the Poudre River. The City's Dry Creek Diversion Project may reduce the floodplain and floodway for this area. However, all applicable floodplain regulations found in Chapter 10 of City Code will apply based on the mapping that is in effect at the time of development. The Poudre River 500-year floodplain will not change as part of the Dry Creek Diversion Project. Therefore, no critical facilities will be allowed within the Poudre 500-year floodplain. At time of PDP submittal a floodplain report should be submitted. A copy of the floodplain report requirements are available upon request. Please show the current FEMA and City floodplain and floodway lines on the plans. Topic: Stormwater Number: 46 Created: 3/4/2008 ,[3/4/08] 1. In the Detention Analysis — Interim Condition discussion in the drainage report, there is a reference to the 1240 cfs flow rate criteria at the Lincoln Avenue Bridge. As previously discussed with the applicant's Engineer, the 1240 cfs criterion is only applicable for the ultimate condition. In the interim condition, the applicant will be required to show that the flow in the channel does not exceed the capacity of the proposed DC-3 channel. Please modify the report text to clarify this point. 2. Based on the modeling results submitted by the Engineer, Staff is in agreement with the Engineer's conclusion that stormwater detention for this site is not necessary (water quality detention will still be required as indicated in the report). Please provide the full SWMM model for the interim condition without detention in the Appendix of the drainage report and remove the model showing interim on -site detention. Also, please remove interim on -site detention elements from the SWMM Basin Map unless these elements will be proposed with the development.
