Consequently, a four lane arterial street classification. is needed to safely and effi- ciently serve future traffic on International Boulevard. 6. The four lane arterial designation is consistent with the designation assigned to Lin - coin Avenue west of Lemay Avenue. 7. The location of the International Boulevard intersection with Timberline Road should be shifted south from the location presented in the East Mulberry Corridor Plan. The new location, as proposed on the Airpark Village ODP, will provide more reasonable traffic signal spacing and more flexibility with traffic signal operations. 8. The selected location of the International Boulevard — Timberline Road intersection is approximately midway between Donella Court and Mulberry Street. This location has been discussed and approved by the City Traffic Engineer. I trust the above summary in combination with the Airpark Village ODP Transportation Im- pact Study adequately documents and supports amending the Master Street Plan. Jamaica Street Aurora, CO 80012 RE: Master Street Plan Amendment Airpark Village Fort Collins, CO Dear Mr. Goff: It is recommended that the Master Street Plan be amended in conjunction with the Airpark Village ODP. Justification for the amendment follows. 1. The East Mulberry Corridor Plan (the Plan) recognized the need for a new arterial be- tween Timberline Road and Lemay Avenue, in conjunction with redevelopment of the Downtown Fort Collins Airport. 2. The Plan assumed mostly industrial uses on the airport property and identified the need for a two lane arterial street. 3. The current Airpark Village plan presents a broader, more diverse redevelopment scheme with greater traffic demands. 4. Based on the Transportation Impact Study prepared for the Airpark Village ODP, the average daily traffic (ADT) using International Boulevard midway between Timberline Road and Lemay Avenue will be 20,000 vehicles per day. Higher traffic demands are expected as the arterial approaches the intersecting arterial streets on each end. Qualifying for the Amendment Procedure Appendix A of the City Plan clarifies that the Master Street Plan is one of the elements of City Plan. Appendix C of City Plan sets forth the procedure for amending elements of City Plan according to two distinct and different procedures, namely Comprehensive Updates and Minor Amendments. Our request is for a Minor Amendment to the Master Street Plan. Appendix C clarifies that Minor Amendments may include revisions to one or a few sections of City Plan as a result of adoption of subarea plans or specific issue/policy plan or directive from City Council. On September 6, 2005, City Council voted 6 to 0 (Resolution 2005-098) to amended the East Mulberry Corridor Plan to redesignate about 2/3 of the Airpark Village property from Industrial land use designation to the Employment designation. The change in land use designation was a good idea from many reasons, however Employment uses are allowed to be much more intensive than Industrial Uses, and based on traffic projections, these two requested Master Street Plan amendments are warranted as a direct result of the specific directive from City Council to change the land use designation of the property. Amendment Criteria & Justification The Minor Amendment procedure review criteria in Appendix C states, "a plan amendment will be approved if the City Council makes specific findings that: • The existing City Plan and/or any related element thereof is in need of the proposed amendment; and • The proposed plan amendment will promote the public welfare and will be consistent with the vision, goals, principles and policies of City Plan and the elements thereof." The Master Street Plan is in need of the proposed amendments because the projected traffic numbers for the new arterial are 20,000 trips per day between Lincoln Avenue and International Boulevard, and 16,000 trips per day between International Boulevard and Timberline Road. Both quantities of trips justify a 4-lane arterial in accordance with Larimer County Urban Area Street Standards. The East Mulberry Corridor Area Plan projected only projected 7,500 trips per day between International Boulevard and Timberline Road, and it didn't extend to Timberline. The need for the change is caused by the additional level of clarity (as depicted in the Airpark Village ODP) on the actual development intensity that will be contributing to trips to this new arterial street. The proposed Master Street Plan amendment will promote public welfare and is consistent with the vision, goals, principles and policies of City Plan because the traffic generated by the Airpark Village Project will be better accommodated with the change. Coppola P.E. dated September 7, 2007 justifying the change from a traffic engineering perspective] Request to Amend the Master Street Plan in Conjunction with the Airpark Village ODP 9/ 10/2007 Amendment Request We hereby request to amend the Master Street Plan in two specific instances: • Change the designation of the new arterial designated to connect through the Airpark Village property from a 2-lane arterial to a 4-lane arterial. • Designate the new 4-lane arterial to intersect Timberline Road at a location approximately midway between Donella Court and Mulberry Street.
