The site is oriented on what could be considered a major intersection. Tile major access point is oriented along Kechter Road, along the eastern boundary. The circulation pattern extends northerly, with an internal connection to the adjacent property to the north. A limited access is proposed along the western boundary (Timberline Road) to improve the overall circulation within the site. It is expected that the Timberline access would be abandoned when the adjacent properties develop and provide an adequate secondary access to the site. The natural topography of the site suggests the placement of a storm water detention pond on the southern boundary of the property. The building will be situated along Timberline, with parking "tucked" behind the building central to the property, to limit visibility. Written narrative addressing each issue raised at the neighborhood meeting, if a meeting was held. A neighborhood meeting was not held. Instead, the Director of Planning approved a neighborhood mailing that described the project insufficient detail. To date 3 persons have called to inquire about the project. None of those called expressed concern or had issue with the project vi. Name of the project as well as any previous name the project may have been known by. The project is known as The Kingdom Hall PDP associated with The Kingdom Hall Addition and Kingdom Hall ODP vii. A narrative description of how conflicts between land uses are being avoided or mitigated. The properties adjacent to the site have not yet developed. They are essentially single- family residences on agricultural properties, with a "rural" character. The Kingdom Hall site is also relatively residential in character, with a single -story structure and substantial open areas. Planning Objectives Kingdom Hall PDP Kingdom Hall Project Development Plan June, 2005 Planning Objectives Statement of appropriate City Plan Principles and Policies achieved by the proposed overall Development Plan. The 4.0-acre Poudre Valley Congregation of Jehovah's Witness site is located at the northeast corner of South Timberline and Kechter Roads. The site is currently located outside the Fort Collins City limits, and well within the Fort Collins Urban Growth Boundary. The site is currently zoned FA-1 Farming as designated by the Larimer County Land Use Code. Annexation and Zoning is pending approval. The overall purpose of this project is to build a place of worship, a permitted use in the UE zoning district. A 5,000 square foot church building, (Kingdom Hall) is proposed at the site long with a caretaker apartment. This project will integrate a place of worship into the surrounding city structure. The project will provide vehicular, pedestrian and bicycle access, and provide for roadway improvements as planned in the Fort Collins Transportation Plan. The proposed PDP, as presented is consistent with the principles and policies of the Fort Collins City Structure Plan which includes opportunities for interconnected transit systems, new activity center, a system of interconnected open lands, and is well within the designated growth management area boundary. Multiple means of travel is represented by roadways, bike lanes and pedestrian sidewalks that connect through and adjacent to the site. ii. Description of existing and proposed, open space, buffering, landscaping, circulation, transition areas, wetlands and natural areas. The applicant intends to landscape the development site area using a combination of drought tolerant and native tree and shrub species. Turf areas will be concentrated as much as possible to maximize the "open -space" effect. A storm water detention pond will be required on the south side of the property along Kechter Road, which will further buffer the site, and provide a sense of openness to the development. There is an existing irrigation ditch along the eastern boundary of the site that will not be affected by this development. Though the corridor is not significant habitat or wildlife corridor, the vegetation could be pruned and improved to provide a natural buffer between the PDP site and the adjacent property.
