the continuity factor to the north, the pedestrian level of service will be
acceptable. This small development cannot be expected to build sidewalks
along undeveloped properties.
There are no bicycle destinations within 1320 feet of the PVKH site.
This site will be directly connected to bike lanes on Timberline Road and
Kechter Road in the future. Therefore, the bicycle LOS will be acceptable.
There is currently no transit service in this area of Fort Collins.
when service is implemented, it will be on Timberline Road. The transit
level of service will be acceptable when this occurs.
It is concluded that traffic operation at the key intersections will
be acceptable during the traffic activity times of the meetings at the
PVKH. The alternative mode level of service will be acceptable when the
sidewalk system is completed adjacent to undeveloped properties.

Impact Study

co This memorandum is the transportation impact study (TIS) for
oN the proposed Poudre Valley Kingdom Hall (PVKH) located in the
0) northeast quadrant of the Kechter/Timberline intersection in Fort
co Collins. The site location is shown in Figure 1. The scope of this
o TIS was discussed with Eric Bracke, Fort Collins Traffic Engineer.
rn Due to the low trip generation and the off-peak hour activity, a
w brief memorandum was requested.

The site plan for the PVKH is shown in Figure 2. Full -movement
access is proposed to/from Kechter Road approximately 320 feet east
of Timberline Road. A right -out access to Timberline Road is
proposed to be located nearthenorth property line approximately 340
feet north of Kechter Road. Trip generation is customarily estimated
using Trip Generation, 7th Edition, ITE, however K.C. Johnson, Church
Member, was contacted to determine the anticipated travel
characteristics that will be associated with this proposal. There
will be three different groups that will utilize this Kingdom Hall.
The largest group has 110 members. The other two groups have
approximately 90 members each. The large group meets on Tuesday
evenings (7:30-9:30pm) and on Sunday mornings (10:00am-12:00pm). The
smaller groups meet during the week on Wednesday and Thursday
evenings and on Sunday at 1:00-3:00pm and 4:00-6:00pm, respectively.
There is very little site generated traffic during other days or
hours of the week. The typical automobile occupancy is 2-3 persons
Z per vehicle (2.5). This results in 44 vehicles for the large group
a: and 36 vehicles for each of the smaller groups. Vehicle activity at
W the site occurs in the half hour before and after each meeting.
5 Weekday meetings occur in the evenings when background traffic on the
Z streets is not at a peak condition. In Fort Collins, Sunday

Z background traffic is low. Based upon casual observation and
0 experience, the Kechter/Timberline signalized intersection and the
proposed site access intersections will operate acceptably during the

traffic activity times of the meetings at the PVKH.

Z The PVKH is within 1320 feet of residential land uses as shown
cc in Figure 3. There are two pedestrian destinations as shown in
Figure 3. The sidewalk system will be completed adjacent to this
use. It will connect to the sidewalk system to the west. There is a
LL gap in the sidewalk system to the north on the east side of
LL Timberline Road. This gap is adjacent to undeveloped properties.
°C When these properties develop, the sidewalk system will be completed.
