I'm concerned about the future of Timberline behind our house -- what is the
vision for future widening -- will that physically affect the east or west
sides of the street? How soon would you anticipate a widening? I very much
appreciate the beautiful old cottonwood trees that currently line
Timberline, and hope that they are allowed to stay and grow as is.

Good morning Erika - thank you for your e-mail. I can respond to the "what is Kingdom Hall" question but
I have forwarded the balance of your questions regarding road improvements to Sheri Wamhoff, City
Engineer.
"Kingdom Hall" is the short version of "Poudre Valley Congregation of Jehovah's Witnesses Kingdom
Hall." Quite simply, this is a church.
They are presently worshipping out of a smaller facility on Strauss Cabin Road [C.R. 7] two miles due
east. They ultimately plan on building a new church but must annex the property first. Although they have
not submitted for a development proposal, they have submitted for what we call an Overall Development
Plan which is required when a property under single ownership develops in phases. An O.D.P. does grant
the right to develop or build. It is a planning document that allows us to look at their phasing plan, access
points, utility locations, stormwater detention pond location, and what they plan on doing with the irrigation
lateral.
At some point in the near future, we expect them to submit for a Project Development Plan for a 5,000
square foot church and caretaker apartment (approximately 800 square feet). The church is expected to
serve about 175 people with about 75 parking spaces. The existing house and outbuildings would be
removed or demolished.
The church would be built on Phase One which is the southerly 2.34 acres. The northerly 1.09 acres
would be Phase Two and they do not have definate plans for this parcel at this time.
Sheri will respond regarding road improvements but I can tell you that we will try to preserve the existing
cottonwoods. In fact, when Willow Springs was being designed, saving the trees was the central issue. In
fact, the alignment of Timberline Road was shifted slightly east of the section line in order to save the
trees. That is why most of the future widening will be to the east.

Ted,
Thanks for your letter informing nearby property owners about this proposed
annexation and zoning. I live at 5400 White Willow Drive in Willow Springs,
and our property backs up to Timberline where it is 2 lanes.
I'm curious about a few things:
What exactly is the Kingdom Hall addition -- church, residential, shopping,
etc.?
What affect will this have on Timberline and Kechter itself? Lane widening?
How is the traffic pattern projected to change because of this addition?
