street parking will be topics of interest.
21. The Engineering Department will require submittal of Utility Plans for installation of
underground utilities and other public improvements. A Utility Coordination meeting
will be necessary, especially since there appears to be very little land area available for
underground utilities between the buildings and the street. Dedication of utility
easements will need to be arranged among all the utility providers. In addition,
emergency access easements will necessary.
22. Parking stalls must be setback from the public street by the minimum distance which is
determined by the level of traffic volume on the public street and within the parking lot.
23. In the parking lot, be sure to provide sidewalks at the head of the parking spaces in order
to prioritize the pedestrian and minimize conflicts with cars.
24. A Development Construction Permit is required. The baseline fee is $300 and then fees
are added incrementally as per the number of inspections that are required. For further
information regarding civil engineering issues or preparation of the Utility Plans, please
call Sheri Wamhoff, 221-6605.
25. For an estimate of the Capital Improvement Expansion Fee, payable at the time of
building permit, please contact the Building Inspection Division, 221-6760. The fee is
based on the size of the dwelling unit. Keep in mind fees are adjusted annually.
26. Any modifications to the recently constructed improvements to the Spring Creek Trail
should be coordinated with Parks Planning and Forestry. Please contact Jason Stutzman,
221-6351 for further information.
27. The Department of Natural Resources provides "climate -wise" information with regard to
building and land development. Please contact Sandy Hicks, 221-6600.
28. The Department of Natural Resources advises that any existing trees be inspected by the
City Forester. If found to be significant, and if the trees are to be removed, then
mitigation trees must be provided. The construction phase will require a Fugitive Dust
Permit from the Larimer County Health Department. Also, trash enclosures should be
sized to accommodate various containers for recycling. A single trash hauler should be

29. Please pay close attention to the requirement that each building either front on a street or
major walkway spine. This is an important standard.
30. A neighborhood meeting will be required. Please contact the Planning Department when
you are ready to proceed to this stage. We will prepare an area notification map. You are
responsible for providing self-adhesive mailing labels for all property owners of record
within the notification area. Postage is $.50 cents per name. In addition, there is a
$50.00 sign posting fee. The City Current Planning Department will set up and moderate

be within 300 feet of every building capable of delivering a minimum of 1,500 gallons
per minute at 20 p.s.i. A Hazardous Material Impact Analysis will be needed for
chlorine storage at the pool.
12. The drive on the east -west drive on the south side of Spring Creek must be a designated
fire access road. Designated fire lanes must feature curbs painted red and "No Parking —
Fire Lane" signs. The address must be visible from the public street on which the
building fronts. There is a concern that the buildings fronting on the east -west private
street will have addressing problems. For further information, please contact Ron

13. The Street Oversizing Fee will be payable at the time of building permit issuance based
on the size of the dwelling unit. Please contact Matt Baker, 970-221-6605 to determine
an estimate of this fee. In addition, the City collects the Larimer County Road Fee. Keep
in mind these fees are adjusted annually.
14. A Transportation Impact Study will be required. Please contact Eric Bracke, Traffic
Operations Engineer, 221-6630, to determine the scope of the study. A T.I.S. must also
address alternative modes such as bike, pedestrian and transit levels of service. Please be
aware that the T.I.S. may indicate the necessity of constructing off -site public
improvements in order to provide safe access to and from the project for all modes. For
example, connections to the Spring Creek trail from both sides will be needed. A
sidewalk out to both arterials may be needed to connect the project to the existing transit
stops.
15. Staff will look very carefully at the spacing of the driveways on Drake. The westerly
access appears to be too close to the intersection and may need to be eliminated. At
minimum, a variance must be submitted to the Engineering Department.
16. A street stub must be provided to the property to the east on the north side of Spring
Creek as Yorkshire will be the full -movement intersection with Drake.
17, Hull Street will be designated a collector street. The plans must show the alignment east
to tie into the present terminus of Swallow. The developer will be eligible for a repay for
the south half of Hull from the adjacent developer. As a collector, Hull will be eligible
for reimbursement for the over -sized portion of the roadway above the local street
standard.
18. A street stub to the east on the south side of Spring Creek should be investigated.
19. Parking within cul-de-sacs may be restricted and may require additional off-street
parking spaces.
20. A repay will be due to the City for recent capital improvements to both Taft and Drake.
This area must be of sufficient width to accommodate a variety of underground utilities,
and still maintain proper separations. The location of the transformers and meters must
be coordinated with Light and Power. Transformers must be both accessible (within ten
feet) to hard surface for emergency change -out and screened for safety and aesthetic
purposes.
4. A Commercial One ("C-1") Form must be completed by a licensed electrical contractor
to determine entrance capacity. The construction phasing schedule should be coordinated
with Light and Power. Normal electrical development fees and charges will apply.

5. This site is in the Spring Creek drainage basin where the new development fee is
$2,175/acre which is subject to the runoff coefficient reduction and due with building
permit issuance. For monthly fees, please contact Jean Pakech at 221-6700.
6. The standard drainage. and erosion control reports and construction plans are required and
they must be prepared by a professional engineer registered in Colorado.
7. Although the site is located directly adjacent to Spring Creek, onsite stormwater
detention will be required due to limitations downstream associated with the B.N.S.F.
railroad tracks. In addition, water quality features must be installed to treat stormwater
before it enters Spring. Creek. Normally this is accomplished by extended detention. For

8. The City has produced new maps for the Spring Creek floodplain. This mapping is
available and shows the limits of the 100-year and 500-year floodplains. For further
information regarding the new maps, please contact Marsha Hilmes-Robinson, 221-6700.
9. There are existing 12-inch diameter water mains in both Taft and Drake. There is an
existing 15-inch diameter sanitary sewer running east -west on the north side of Spring
Creek. There is an existing 12-inch diameter sanitary sewer in Hull which needs to be
extended so that it connect Taft to Swallow. A sewer repay (Dixon) may be due on the
main on the north side of Spring Creek. A utility coordination meeting will be required.
Sufficient land area in front of every building will be needed for the water meter pit,
water line and sewerline. All of these require adequate separation from other
underground utilities and trees.
10. Water conservation standards for landscaping and irrigation will apply. Plant investment
fees and water rights (or cash -in -lieu) are due at the time of building permit issuance.
The fees are based on the size of the water tap. The raw water requirement is based on
estimated annual usage. In addition, there is a small plan inspection fee. For further

ITEM: Student Apartment Complex, Southeast Corner of Taft Hill Road
and Drake Road
MEETING DATE: February 10, 2003
APPLICANT: Mr. Bruce Hendee, BHA Design, 4801 Innovation Drive, Fort
Collins, CO 80525.
LAND USE DATA: Request for a 156 dwelling unit apartment complex with small pool,
clubhouse/recreation center, located on both sides of Spring Creek at the southeast corner of Taft
Hill Road and Drake Road. Each unit would feature four bedrooms for a possible total
population of 624 occupants. The units would be divided among 13 two-story structures with
each structure containing 12 units. The O'Donnell property sits on the north side of Spring
Creek with street frontage on Taft and Drake. The Yeager and Aanes parcels are on the south
side of Spring Creek with street frontage on Taft Hill Road and Hull Street.
COMMENTS:
1. The site is zoned M-M-N. Multi -family housing is a permitted use subject to
administrative (Type One) review. The request for four occupants per unit will be
processed by Section 3.8.16 of the Land Use Code. Please note that the review criteria
includes consideration of additional open space, recreational areas, parking areas, and
public facilities as are necessary to adequately serve the occupants and to protect the
adjacent neighborhood. The minimum parking is 2.25 spaces per unit. The applicant is
encouraged to provide guest parking as well. Spillover parking into neighborhoods is
always a compatibility issue that the applicant should be prepared to address.
2. The applicant is encouraged to provide special amenities for bicycle parking since the site
straddles the Spring Creek Trail. Be sure to provide the required minimum in accordance
with Section 3.2.3. Bike parking should be secured and spread around the facility for
convenience.
3. Electrical power will be provided by Fort Collins Utilities. The source is from existing
system at the corner of Taft Hill and Drake. Underground vaults are installed along Taft.
The clubhouse/recreation center will likely need three-phase power. Power will have to
be extended down Hull Street to serve the site. A utility coordination meeting will be
required as the distance between the street and the building appears to be minimized.
