4/15/2002: Stormwater Conceptual Comments:
Location: South of West Drake and East of Taft Hill (South of Spring Creek) and North of Hull Street
1. This site is in the Spring Creek drainage basin where the new development fee is $2,175/acre which is
subject to the runoff coefficient reduction.
2. The site is on Stormwater Inventory map #4M. A copy can be obtained from the Utilities at 700 Wood
Street.
3. The Spring Creek floodplain may be different than shown and will be updated in the next couple
months.
4. Onsite detention for water quantity will probably be required since this site is in the upper portion of the
basin. Extended detention for water quality is required to treat the runoff. The Spring Creek master plan
is to be updated by December 2002 and should identify detention requirements.
5. The standard drainage and erosion control reports and construction plans are required and they must
be prepared by a professional engineer registered in Colorado.
6. Enhancement of the Spring Creek corridor would certainly be encouraged and some assistance may
be available from Stormwater.

21. Please refer to the handout from the Parks and Recreation Department regarding the
building permit fees for Community Parkland and Neighborhood Parkland. These two
fees are payable in accordance with the policies for affordable housing projects. Again,
these fees are adjusted annually.
10. Swallow Road is planned to extend west to Taft Hill along the Hull Street alignment.
Swallow is classified as a collector roadway and must be built to the collector cross-
section. The developer is responsible for constructing the local street portion of Swallow
and the City will reimburse the developer for collector, or oversized, portion of the
roadway.
11. The site will need two points of access. Therefore, Hull/Swallow will need to be
improved both east and west. The extent of this improvement may be considered interim
if the intervening properties are not ready to develop. Such extensions will require the
appropriate amount of right-of-way to be dedicated. The City will assist in obtaining
these off -site right-of-way dedications.
12. The developer is responsible for constructing the local street portion of the south half of
Swallow as well. The developer is then eligible to be repaid for this expense by the
future developer on the south side of the road.
13. Internal to the project, public street stubs may be required to be extended to the
neighboring properties.
14. Sidewalk connections, minimum eight feet wide, should be provided to the Spring Creek
Trail.
15. Please be cautioned that any construction activity off -site will require an easement from
the property owner.
16. Utility Plans will be needed at the time of submittal. A Development Agreement will be
required prior to recording final documents. A Development Construction Permit will be
required prior to beginning site work. For further information, please contact Katie

17. Land development improvements, with the exception of the stormwater detention pond or
water quality features, must be kept a minimum of 100 feet from the south bank of Spring
Creek.
18. An Ecological Characterization Study will be required to assess the natural habitat and
features of the site.
19. The preservation of the mature existing trees is supported by the Department of Natural
Resources. The P.D.P. should provide a buffer zone around these trees to protect them
during construction. Native plants and grasses should be used in the buffer zones.
20. The construction phase will require a Fugitive Dust Permit from the Larimer County
Health Department. Also, trash enclosures should be sized to accommodate various
containers for recycling. A single trash hauler should be used. For further information

4. Although the site is located adjacent to Spring Creek, onsite stormwater detention will be
required due to limitations downstream associated with the B.N.S.F. railroad tracks. In
addition, water quality features must be installed to treat stormwater before it enters
Spring Creek. Normally this is accomplished by extended detention. For further

5. The City will be producing new maps for the Spring Creek floodplain. This mapping will
be available in about six months and will show the limits of the 100-year and 500-year
floodplains. For further information regarding the new maps, please contact Marsha
Hilmes-Robinson, 221-6681.
6. The site will be served by the City of Fort Collins Utilities for water and sewer. There is
no water main in Hull Street. There is a 12-inch diameter sanitary sewer in Hull Street
and a 15-inch diameter sanitary sewer (Dixon Creek Sewer) along the north property line.
The Fort Collins -Loveland Water District may have a water line in Hull but it is likely
too small to serve the proposed project. The City plant investment fees will be paid to the
City of Fort Collins in accordance with the procedures established for designated
affordable housing projects. For further information regarding water and sewer service in

7. The site will be served by the Poudre Fire Authority. They will require that a fire hydrant
be within 300 feet of all buildings capable of delivering a minimum of 1,500 gallons per
minute at 20 p.s.i. If any of the buildings are three-story, an automatic fire extinguishing
system will be required. Buildings must be located close enough to the public streets or
fire access lanes so that there is no more than 150 feet from the roadway to the middle of
the back of the building. Designated fire lanes must dedicated on the plat as emergency
access easements and feature curbs painted red and "No Parking — Fire Lane" signs.
Addresses must be visible from the public street system. Remote buildings, separated
from the public street system or private access drives by a distance greater than 660 feet
will be probably not be allowed. For further information, please contact Ron Gonzales,

8. The Street Oversizing Fee will be $1,021 per dwelling unit and payable in accordance
with the provisions for designated affordable housing projects. Keep in mind fees are
adjusted annually. In addition, the City collects the Larimer County Road Fee, the
Poudre School District Impact Fee and the Capital Improvement Expansion Fee.
9. A Transportation Impact Study will be required which will address all modes. Check
with Eric Bracke, 221-6630, to determine the scope of the study.
ITEM: Aanes Property on Hull Street — Multi -Family Project
MEETING DATE: April 15, 2002
APPLICANT: Mr. Maurice Head, Affordable Housing Planner, City of Fort
Collins, P.O. Box 580, Fort Collins, CO. 80522.
LAND USE DATA: Request for approximately 90 to 120 multi -family dwelling units in the
range of 10-12 d.u.'s per acre, located on the Aanes property, east side of Taft Hill Road, north
of Hull Street. The subject parcel is about 9.93 acres. The property contains two existing houses
and various outbuildings. One house would be removed and one would be divided off on its own
lot and maintained under separate ownership. Spring Creek is located along the north property
line. The parcel is being considered for purchase by the City of Fort Collins Land Bank Program
for Affordable Housing'
COMMENTS:
1. The site is zoned L-M-N, Low Density Planned Residential. In the L-M-N, parcels under
ten acres may achieve a maximum density of 12.0 dwelling units per gross acre. Multi-
family dwellings are limited to a maximum of eight per building. Structures containing
more than six dwelling units are subject to minimum design standards.
2. The source of electrical power is along Taft Hill Road and in Hull Street. There is
sufficient available power to serve the site. The number and location of the transformers
must be coordinated with Light and Power. Transformers must be both accessible (within
ten feet) to hard surface for emergency change -out and screened for aesthetic purposes, if
visible from a public street. Meters would need to be "ganged" on the ends of the
building. If the units are individually owned, then an easement or common area would be
needed within each building to run electric facilities from the meter to each of the
individual units. Please refer to the hand-out describing the development fees and
charges. Street trees in the parkway strip must be kept 40 feet from streetlights.
Ornamental trees must be kept 15 feet from streetlights. For further information, please
