1. Why has the file not been available on the zoning changefor the development called Spring
Creek Ranch, just east of Taft Hill Rd. Citizens wanted to know the details of how th at zoning
change came about BEFORE tonight's neighborhood meeting. But they were unable to see the
file. They were told by Ted Sheppard that he couldn't locate the file. I do remember we did a
zoning change but didn't remember enough of the details to clarify the situation for the person
requesting the information. Let me know what you find out as I would like to get back to the
people.
Minutes from the meeting must be easily available but I can't remember the date of the council
meeting where this was discussed.
Spring Creek Ranch is a request for a residential project consisting of a mix of duplexes and multi -family
dwellings. As proposed, there would be 81 dwelling units divided among 19 buildings on 10 acres. The
site is located on the east side of Taft Hill Road, north of Hull Street and south of Spring Creek.
This parcel was the subject of a rezoning back in September and October of 2002. The rezoning request
was to rezone the parcel from L-M-N (Low Density Mixed -Use Neighborhood) to M-M-N (Medium Density
Mixed -Use Neighborhood). At the time of the rezoning, the parcel was referred to as "Taft Hill/Hull
Rezoning." Council approved the rezoning on Second Reading on October 15, 2002.
The rezoning was done in conjunction with a proposed multi -family student housing project. This project
was never submitted. The property remains vacant.
A neighborhood meeting for the new project, Spring Creek Ranch, was held last Wednesday, March 30th.
The notice for this meeting went out on March 16th. In response to this notice, Mr. Greg Heffington
stopped by the Current Planning Department on Monday or Tuesday of last week. He informed me that
he was not notified of the rezoning in 2002 and was upset and wanted to see the file.
Since I was not the planner on Taft Hill/Hull Rezoning, and since the project has been re -named and
assigned a new project number, and since I was the only one in the office at the time of Mr. Heffington's
visit. I was unable to locate the file. I located the file about one hour later and called Mr. Heffington.
The next day, Mrs. Barbara Heffington visited the Current Planning Department where she was able to
review the Taft Hill/Hull Rezoning file prior to the neighborhood meeting.
Between Mrs. Heffington's visit and the neighborhood meeting, I went over to the City Clerks Office and
photocopied additional pertinent documents from the City Clerk rezoing file. At the neighborhood meeting,
I gave Mrs. Heffington an opportunity to review these additional documents which are now a part of our
Current Planning file.
By the way, it is interesting to note that the request for Spring Creek Ranch does not depend on the
rezoning of the parcel to M-M-N. The request fits within the L-M-N parameters, the original zoning on the
property prior to October of 2002.
