Comment from Current Planning: Please show a higher level of buffering for the Heffington property to the east. Linda Ripley met with Mr. And Mrs. Heffington to discuss buffering options. The landscape plans have been revised along the east property lines. Deciduous canopy trees have replaced some ornamental trees and 2-3 Blue Spruce trees will be planted on the Heffington's property at a location specified by the Mr. And Mrs. Heffington. Mr. and Mrs. Heffington have also asked that a mesh fence be added to prevent pets from chasing their horses. They would also like signs added along the fence line stating, "Do not feed horses — they bite'. Sincerely: / o Sandy McF ron Project Manager V.F. Ripley. Associates, Inc. Basically, I am asking if this will be for exclusive use by bicyclists and pedestrians, unless an emergency vehicle is using it. This is an important consideration since the high PED LOS ranking for this project requires unrestricted connectivity for bikes/pedestrians to this destination. s Removable bollard will be added at the end of Hull Street. Pedestrian and bicycle will be provided. Number:57 - Created:416/2005 [4/6/05] Please show the sidewalk along the portion of Hull (east of Trailway) on the utility plans. Also, please provide some detail as to how this will tie into the proposed emergency/bke/ped access that will tie into the neighborhood to the east. Thanks. The sidewalk has been added to the utility plans. The sidewalk along the east property line has been extended to the asphalt paving to allow for connectivity to the neighborhood. Please add a 6' wide walkway from this parking space (is it 54 or 5-4 spaces?) to the walkway around the open space. Thanks. A six-foot walkway has been added to the plans, refer to revised plan set. The parking space was clearly labeled, 5 spaces, refer to revised plans because this area has been modified. Number: 25 Created: 4/5/2005 [4/5105] From my perspective the street plan and profiles for Trailway Dr and Creekview Dr. look pretty good, but please add the crosswalks indicated on the site plan to the utility plans. Landscape, Site Plan and Utility Plan ramp locations now match. Number: 27 Created: 4/5/2005 [4/5/05] The walkways that you are providing to the Spring Creek Trail (currently shown at 5') are not wide enough for concurrent use by a pedestrian and passing cyclist. The LUC stipulates that all shared use facilities such as this shall be 8' in width, minimum. Understanding that it may be overkill to require 3 separate 8' wide trail connections with this project, lets put our minds together (Trans. Planning and/or Parks staff as well as the Applicant) and come up with at least one connection that meets the standard. Also, these trail connections should lie in a public access easement that is reflected on the plat. Thanks. The walkway connecting to Spring Creek Trail is now 8'. One 8' wide trail connection is provided. Tract A is a public access easement. Number: 31 Created: 4/5/2005 [4/5/05] The sidewalk along that portion of Hull (that will become Swallow at some point in the future) should have a 5' sidewalk from Trailway Dr. to Taft Hill Road. This is the collector standard. Also, there is no sidewalk along Hull shown on the overall utility plan (sheet 7) but is shown on the landscape plan. Please rectify. Sidewalk is now shown on sheet 7 of the overall utility plan set. Related question(s): How is the emergency access (as mentioned in the TIS, page 3) controlled? No fill is allowed in the floodway unless a modeling report is done that shows no -rise to the 100-year water surface elevation. If all grading is at or below existing ground elevation than only the "No -Rise Certification" form needs to be completed both before constructm'h and after. Please add some existing spot elevations to the grading plan to use as easy reference during the as -built certification phase. Proposed grading for the bike -path is shown. The outlet pipe has been moved and no longer is in the floodway. No fill is proposed for the floodway. A "No -Rise Certification" form has been included in the drainage report and will be completed before construction and after. 8: Add to general notes section that a No -Rise Certificate must be obtained prior to the start of construction in the floodway and an as -built No -Rise Certificate must be submitted with the site certification. A note stating that a No -Rise Certificate must be obtained prior to the start of construction in the floodway and an as -built No -Rise Certificate must be submitted with the site certification has been added to the General Notes section. Please refer to note #4 of Storm Drainage and Floodplain Notes on sheet 2 of the utility plan set. 9. Drainage Report: Add more description of the floodplains/floodways and how the proposed site improvements will meet the floodplain regulations. Include the "No -Rise Certificate" in the report if no floodplain modeling is needed. If changes in the site layout result in structures in the floodplain, please add a detailed section in the report covering this. (See attached checklist for the specific information to include.) In the compliance section, please refer to Chapter 10 also (floodplain regulations). More description of the floodplains/floodways has been added to the Drainage Report. Please refer to Section 1.7. A "No -Rise Certificate" has been added to Appendix A of the Drainage Report. We have also included a 50% Floodplain Checklist. Per the Transportation Impact Study dated March 9, 2005, these driveways are not high volume. Matt Delich has reviewed the revised plan and does not believe the driveways will be high volume even with the increased units. Therefore, we . anticipate that no variance will be required. A total of 76' of row plus a 9' utility easement has to be dedicated now to accommodate the future minor collector. The ultimate design has to realign the driveway to the west so that it intersects with the future Hull at a 90 degree angle (plus or minus 10 degrees) for a minimum of 25'. The ultimate design also has to show how the driveway to the east will tie into the future Hull and provide an access for the existing house off the driveway. The existing house off Hull may not have a driveway access into the ultimate Hull. Rather than having the developer build the ultimate Hull at this time, money in the form of a contribution in aid will be required. An estimate must be submitted for the City's review and approval during Final Compliance and that amount will be written into the development agreement. This amount must be paid prior to the issuance of the Development Construction Permit. Acknowledged.
