Subject: Discovery Center at Lee Martinez Park
Cheryl/Ron:
I wanted to say thanks for the meeting on Friday with staff. Sounds like the meeting was timely and good
information was shared. From what I've gathered the following items will need to be worked on with a
staff group so you can keep the project moving along as intended.
Trail head parking lot removal:
Something Steve needs to help us understand solutions so we don't violate any Code requirements.
Control of the new parking lot so Center patrons have parking:
Interesting item to solve. The trail user need may be able to be easily accommodated by the 40 public
parking allowed in the residential/commercial area west of the Center. Some signs during the
construction phase may be all we need for the trail user to start using this area. And/or trail users will go to
the west Lee Martinez lot, or to Legacy. We have area parking available for these users and the removal
of the existing lot should have a minimal impact.
Bill had a good point that in the summer when the ballfields are in use we likely have some park users
currently parking in the area where the Center parking lot will be developed. Information to add to the mix
on this item.
Outside improvements:
We need to clarify if any items/improvements do not have long term operation and maintenance
responsibility and funding from the Center. If any improvements do not, then we need to understand who
supplies the funding and who is responsible for their upkeep, replacement, etc.
Platted area for the Center:
We need to understand the legal area the Center will need from the park. Our reference point is the
Northside Center building where the size of the legal area was driven primarily by the landscape area
needed to meet LEED and stormwater needs.
Stormwater improvements:
I know Stormwater has the need for more water quality improvements related to the Howes Outfall Project
and have looked at the trail head parking lot area. We need to continue to understand these needs along
with park user needs, the Center's needs, and Natural Resource ideas for this part of the site.
Sod: (new item)
Bill wanted to have the design team explore the possibility of growing native sod early at sod farms for the
project. Understanding the need for native grasses to meet LEED points and working on a poor soil site;
this method may prove to be very successful.
Sorry to be a bit long winded. I think meetings with this staff group (and others as needed) will allow us to
solve the above issues in a timely manner and keep from impacting the project's schedule.
