Steve,
Per our discussions, you indicated that Paul Eckman was concerned about the location of the parking lot
being South of and in front of the new Discovery Museum. You also indicated that he did not feel that
what we provided met the intent of the Hardship provisions under Section 2.8.2 H of the Land Use Code. I
have researched this and I provide the following justification:
As you know we have a very constrained site. Accordingly, I must state that we have placed the building
and the parking lot at the only locations that the site will allow. The building cannot be moved any further
to the South, due to the extensive utilities on the South end of the site. We have traversing the site on the
South end: an electrical tunnel, switchgear and an electrical duct bank operated by City of Fort Collins
Utilities Light & Power; a 24" water line operated by North Weld County Water District; a Fiber Optic Duct
Bank operated by Platte Rive Power Authority; and sewer mains and manholes at a number of locations
operated by City of Fort Collins Utilities Wastewater. Given this constraint for location of the building,
when you look at the remaining Northern area of the site, which would be behind the building, there is
insufficient room for the parking lot. On the East side is the Union Pacific Railroad Right -of -Way, on the
North is the 300' Poudre River Setback and on the West and North are the City of Fort Collins Parks
Trails. Additionally, we have requirements to provide a turnaround for Poudre Fire Authority fire trucks
and a service road for City of Fort Collins Utilities access for maintenance of their stormwater outlet into
the Poudre River. I believe that the site layout we have developed is the most efficient and effective for
this site. I trust that this provides you with the information you need to support our position of Hardship. If
you need anything further, please let me know. If you are in agreement with this justification, I request you

How do you want me to handle the concern that was brought up by Paul Eckman concerning the parking
on the South side of and in front of the Museum? Do you want me to send you a memo, similar to what
you did on the Boundary issue for the Planning and Zoning Board or would an e-mail suffice? Please let
me know, since I have the reasoning for the location of the parking already developed. Thanks, Ron
