HomeMy WebLinkAboutSUNRISE RIDGE - ANNEXATION & ZONING - 13-05 - SUBMITTAL DOCUMENTS - ROUND 1 - ANNEXATION DOCUMENTSDesigned for approx. 45 single family homes with a minimum lot size of 7,666 s.f Proposed zoning is LOW DENSITY MIXED -USE NEIGHBORHOOD DISTRICT (LMN) Area of Buildable Lots Area of Public ROW, streets, sidewalks +/- 8.42 acres +/- .90 acres The design of this development is intended to be in full compliance with the current Fort Collins Land Use Code and other standards adopted by the City. Landscape Standards shall also comply with all standards adopted by the City of Fort Collins. These standards may be exceeded by the Developer in order to achieve and maintain certain design ideals, which would add character and instill a sense of ownership and pride within the community. Drainage generally runs from the South and Southeast corner to the North and Northwest where an irrigation ditch runs along the northeast corner of the property that is connected to a reservoir. A Homeowner's Association (HOA) shall be established for the purpose of maintaining all open space, easements, etc. that are considered public. The HOA shall collect fees based on the funding that it will need to maintain these areas at the level that was intended by the Developer and City of Fort Collins. II. Municipal Services: Municipal services for the SUNRISE RIDGE Annexation will be provided in the following manner: Electricity City of Fort Collins Light and Power Utility Gas Excel Energy Telephone Qwest Communications Water Fort Collins -Loveland Water District. Sanitary Sewer South Fort Collins Sanitation District Fire Poudre Fire Authority Police City of Fort Collins Street Maintenance City of Fort Collins Financing the municipal services within the area to be annexed is addressed in an annexation agreement between the applicant and the City of Fort Collins. The annexation agreement is currently under negotiation and is not available at this time. III. Special Districts: The area to be annexed is included within the following special districts: 3 Forward: This "annexation impact report" has been prepared pursuant to Section 31-12-108.5 Colorado Revised Statutes, 1986 Repl. Vol. Contained in Exhibits "A" & "B" are maps depicting the existing land use for the property, and the proposed annexation. I. Project Description: Request to annex and zone 10.344t acres and subdivide 8.8 net acres inside the 10.344+_acres approximately one-half mile south of Harmony Road on the west side of Strauss Cabin Road (County Rd #7). The proposal is to divide the property into 40-45 single family lots. Rock Creek Drive would be extended through the site from Observatory Village on the west to Strauss Cabin Road on the east. The parcel contains one existing single family detached dwelling unit which would remain. The Fossil Creek Inlet Ditch runs across the eastern portion of the site along Strauss Cabin Road. Total Perimeter is 2,688 ft; Contiguous Boundary is 1,313 ft; 1/6th Total Perimeter is 448 ft; Thus, this annexation meets the 1/6 contiguity requirement The land proposed to be annexed is owned by Kelly & Theresa Smith and Howard R. Mounts for SUNRISE RIDGE, 5101 Strauss Cabin Road (South C.R. 7) The landowner proposes to develop 8.8 gross acres, this would allow a maximum of 44 proposed and 1 existing dwelling units. The proposed minimum lot size is 7,666 sf. This site is in the McClelland/Mail Creek drainage basin. Zoning of Property to be Annexed The existing zoning is Agricultural FA1 (Larimer County). The proposed zoning is LMN LOW DENSITY MIXED -USE NEIGHBORHOOD DISTRICT. The existing zoning around the SUNRISE RIDGE Annexation is: LMN (City of Fort Collins) to the West; HC (City of Fort Collins) to the North; Agricultural FA1 (Larimer County) directly to the South; and Agricultural FA1 (Larimer County) to the East. 1. The SUNRISE RIDGE Annexation proposal is needed by the City for several reasons. The property is currently county, surrounded by property on the North & West already annexed into the City. By annexing the subject property, the City will be closer to implementing several of their master plans goals for future growth. Some of the infrastructure needed by the City, such as sewer line expansion and extension of Rock Creek Drive to C.R. 7 can take place. The project will expand the tax base for the City by property tax on future residential lots. With the annexation of this property, the City moves closer to realizing the necessary expansion of infrastructure, economics, and control over the properties located within their growth boundaries. 2.
