three-story office building directly abutting existing multi -family dwelling units. In
order to achieve compatibility, lighting levels and direct view of the lighting
sources must be mitigated.
Please accept this letter as authorization to reduce lighting levels accordingly in
this area of the project. The fact that this area consist only of a drive aisle, with
no parking stalls or walkways, justifies lighting levels that are lower than areas of
the parking lot where there are parking stalls and the building's north entrance.
The ability to perform visual tasks and safety in this area of the project are not
impaired by such a reduction in light levels.

RE: Harmony Oaks P.D.P.
Dear Brian:
This letter serves as a follow-up to our phone conversation of March 9, 2006
regarding the Lighting Plan for Harmony Oaks Project Development Plan at 608
East Harmony Road (Planning Project Number 17-05). The Current Planning
Department is asking for reduced illumination along the north property line and
that measures be taken to reduce the visibility of the light source as viewed from
the first and second floors of the abutting residential dwelling units to the north.
The basis for reducing lighting levels along the northern portion of site is found in
Section 3.5.1(J) of the City of Fort Collins Land Use Code. This section states:
(J) Operational/Physical Compatibility Standards. The following conditions may
be imposed upon the approval of development applications to ensure that
new development will be compatible with existing neighborhoods and
uses, including, but not limited to, restrictions on:
(1) hours of operation and deliveries;
(2) location on a site of activities that generate potential adverse impacts on
adjacent uses such as noise and glare;
(3) placement of trash receptacles;
(4) location of loading and delivery zones;
(5) light intensity and hours of full illumination;
(6) placement and illumination of outdoor vending machines.
