I'd suggest providing for sleeving to have the line undergrounded in the future, if there are no plans to have the line abandoned in its entirety. At final design, the retaining wall will need to be structural designed due to the wall being taller than 4 feet from bottom of footing to top of wall. One question though, is there any way to maintain an 8 foot section around the utility infrastructure. We are so close to getting the std. for this roadway that it would be great to explore this option. Thanks. [4/27/05] This project will need to facilitate an offsite sidewalk improvement to the east or west, it is the applicants choice, It would seem that going east would be most favorable for this project as the gap between the existing sidewalk to the east and the edge of this projects property line is about 40 feet or so. This will satisfy the connectivity requirements for pedestrian LOS. There are a number of options available - including: a). Building the ultimate sidewalk in concrete, b). Building an interim asphalt connection c). Escrowing the money for the improvement to be done at some point in the future, or d). Providing a contribution in aid so that the improvement can be built at a later date. Since this is a considered an offsite improvement on private property, choosing options a, c, or d will make this applicant eligible for a repay from the adjacent property owner at such time as the parcel to the east re -develops. Option b, construction of the interim asphalt connection, will not be eligible for repay. Please provide information to demonstrate that the connection either falls within a public access easement/right-of-way, provide for an approvable design that does not result in requiring legal right to construct, or provide a letter of intent from the neighboring property. Either a letter of intent is required from the property owner, or the design needs to be altered in such a way that the location and construction of the wall can remain fully withing the platted boundary of the development.
