Harmony T N E N J SCALE: 1"=2000' SITE LOCATION Figure 1 Currently, this area is served by Route 1 transit service. Route 1 operates along Harmony Road and JFK Parkway. In the future, transit service will be improved. There will be 10 minute transit service on Harmony;Road. It is anticipated that the level of service will be in the B category with implementation of the City's Transit Development Plan. A future transit level of service worksheet is provided in Appendix E. It is concluded that, with the 608 East Harmony Road Office Development, the future level of service at the key intersections will be acceptable. The level of service for bicycle and transit modes will be acceptable. This development cannot be expected to make the improvements necessary to meet the minimum pedestrian level of service criteria for the factors that appear to be currently acceptable to the City. a number of years. Therefore, it was assumed that this access would allow all movements in the short range (2005) future. Table 2 shows the trip t generation for the 608 East Harmony Road Office Development. Trip. Generation, Bch Edition, ITE was used as a reference in calculating the trip generation. The trip distribution for this site is shown in Figure 5. Figure 6 shows the site generated traffic assignment of the 608 East Harmony Road Office Development. Figure 7 shows the short range (2005) background peak hour traffic at the key intersections. Background traffic volume forecasts for the short range (2005) future were obtained by reviewing traffic studies for other developments in this area. It includes full development of Boardwalk Place, as well as a normal increase in traffic. Table 3 shows the short range (2005) background peak hour operation at the key intersections. Calculation forms are provided in Appendix C. These intersections will -� operate acceptably with existing control and geometry. J Figure 8 shows the short range (2005) total peak hour traffic at the key intersections. Table 4 shows the short range (2005) total peak hour operation at the key intersections. Calculation forms are provided in Appendix D. These intersections will operate acceptably during the peak hours. Figure 9 shows the short range (2005) geometry at the key intersections based upon the State Highway Access Code. Auxiliary turn lanes are not required at this access. The center median lane in Harmony Road is 15 feet wide and functions as a continuous two-way left -turn lane between the signalized intersections. This .should continue until the raised median in Harmony Road is built. There is a shoulder lane on the north side of Harmony Road that serves as a right -turn lane for various driveways and streets between the signalized intersections. This should continue to function this way until CDOT/City determine what the future cross section of Harmony Road will be in this area. Since there are/will be so few right -turning vehicles, bicycles on Harmony Road can/should utilize this shoulder also. Figure 10 shows the 608 East Harmony Road Office Development site and an influence area of 1320 feet from the property. This is the area within which the City requires pedestrian and bicycle level of service evaluations. Given the motor vehicle trip generation, it is reasonable to assume that there will be very little pedestrian or bicycle traffic related to this development proposal. There are seven pedestrian destination areas rE. within 1320 feet of the site: 1) the apartments to the north; 2) the residential neighborhood between Boardwalk Drive and Lemay Avenue; 3) Fairway Estates; 4) the Home Depot commercial area; 5) the commercial center south of Harmony Road and east of Boardwalk Drive; 6) the church south of Harmony Road and west of Boardwalk Drive; and 7) the church south of Harmony Road and east of Hogan Drive. Appendix E contains the Pedestrian LOS Worksheets for these destinations. There are a number of destinations that do not meet the minimum level of service criteria for various factors. This reflects the current conditions that seems to be acceptable to the City for the occasional pedestrian in the area. Given the size of this development proposal, it is not reasonable that it make improvements that would meet all of the minimum level of service criteria. This development will build sidewalks along its frontage on Harmony Road. \'Ui\t°�'`: There are two bicycle priority destination areas within 1320 feet of the site: 4) the Home Depot commercial area and 5) the commercial center south of Harmony Road and east of Boardwalk Drive. The 608 East w coo o Harmony Road Office Development is located on the north side of a Harmony Road between JFK Parkway/Hogan Drive and Boardwalk Drive. The = site location is shown in Figure 1. The site plan for the 608 East JZ Harmony Road Office Development is shown in Figure 2. As proposed, C7 = the 608 East Harmony Road Office Development will consist. of 11,000 n square feet of general office use. The scope of this study was N discussed with CDOT staff and City of Fort Collins staff. N Figure 3 shows recent peak hour counts at the Harmony/JFK/Hogan and Harmony/Boardwalk intersections. The count data was obtained in January 2002 by the City of Fort Collins. Raw traffic data is provided in Appendix A. Peak hour counts were performed at the Harmony/Stover intersection to confirm the validity of the January 2002 counts. These counts (January 2003) indicated that the traffic on Harmony Road was either less than or the same as that counted in January 2002. It was concluded that use of the traffic shown in Figure 3'was appropriate. Since traffic counts were obtained on different days, the traffic volumes between the intersections were averaged and are shown in Figure 4. Table 1 shows the current Uj operation of the key intersections. Calculation forms are provided din O Appendix B. A description of level of service for signalized and Z unsignalized intersections from the 2000 Highway Capacity Manual and a wtable showing the Fort Collins Motor Vehicle LOS Standards Z (Intersections) are also provided in Appendix B. The key intersections V -a _ operate acceptably overall during both the morning and afternoon peak W hours. Acceptable operation at signalized intersections during the peak hours is defined as level of service E or better in a mixed -use W o At unsignalized intersections, acceptable operation is Qdistrict.
