This study assessed the impacts of 310 S. College Avenue Mixed -use
Development on the short range (2008) street system in the vicinity of
the proposed development. As a result of this analysis, the following
is concluded:
The development of 310 S. College Avenue Mixed -use Development is
feasible from a traffic engineering standpoint. At full
development, 310 S. College Avenue Mixed -use Development will
generate approximately 860 daily trip ends, 69 morning peak hour
trip ends, and 77 afternoon peak hour trip ends.
Currently, the key intersections operate acceptably with current
control and geometry.
In the short range (2008) future, signals will not likely be
warranted at any existing stop sign control intersections.
In the short range (2008) background traffic future, the key
intersections will operate acceptably.
In the short range (2008) future, given full development of 310 S.
College Avenue Mixed -use Development and an increase in background
traffic, the key intersections will operate acceptably with
Perkins remaining a restaurant or redeveloping into office space.
The short range (2008) geometry is shown in Figure 9.
Acceptable level of service is achieved for pedestrian, bicycle,
and transit modes based upon the measures in the multi -modal
transportation guidelines.

Continuity- There are no gaps in the sidewalk system within the
study area; therefore the goal of LOS A is satisfied.
Street All intersections have marked pedestrian crossings,
Crossings- therefore the goal of LOS B is satisfied.
Visual Interest All land within the study area is developed. The
annd Amenity- sidewalk system in much of this area was built with
landscaping and sidewalk furniture, therefore the goal
of LOS A is satisfied.
Security- Most of the study area has good lighting levels and
pedestrians are clearly visible to motorists. Since
the 310 S. College Avenue Mixed -use Development is
located within the Fort Collins CBD, there is a driver
expectation of the presence of pedestrians; therefore
the goal of LOS A is satisfied.
Bicycle Level of Service
Appendix G shows a map of the area that is within 1320 feet of
310 S. College Avenue Mixed -use Development. This area, the Fort
Collins CBD, is considered to be a community/neighborhood commercial
center. Based upon Fort Collins bicycle LOS criteria, the level of
service threshold for bicycles is LOS B. There are bicycle facilities
along Remington Street. There are no bike lanes on Olive Street and
Magnolia Street due to on -street parking. However, there are several
signs which alert the driver that bicycles share the road with motor
vehicles. College Avenue does not permit bicycles due to on -street
parking and the volume of motor vehicle traffic. Bicyclists are
encouraged to use Remington Street or Mason Street. The 310 S.
College Avenue Mixed -use Development is connected to the bike lanes on
Remington Street via Olive Street and Magnolia Street; which satisfies
the LOS B criteria.
Transit Level of Service
Currently, this area is served by transit routes 1, 5, 8, 14, 15,
and 64 (night service during the CSU session dates). The 310 S.
College Avenue Mixed -use Development is located in an area defined as
"mixed -use centers and commercial corridors." The Downtown Transit
Center (on the east side of Main Street, north of La Porte Avenue) is
located a number of blocks north of the 310 S. College Avenue Mixed -use
Development. In the future, transit service will be improved as
depicted on the Fort Collins Transit System Plan. Appendix G contains
a future transit level of service worksheet. As indicated, the future
level of service will be in the B category.

Using the traffic volumes shown in Figure 7 and the existing
geometrics, the key intersections operate in the short range (2008)
total traffic future as indicated in Table 4. Calculation forms. for
these analyses are provided in Appendix E. The key intersections will
operate acceptably with the Perkins building remaining a restaurant.
Using the traffic volumes shown in Figure 8 and the existing
geometrics, the key intersections operate in the short range (2008)
total traffic future as indicated in Table 5. Calculation forms for
these analyses are provided in Appendix F. The key intersections will
operate acceptably with the Perkins redeveloping into an office
building. The short range (2008) geometry is shown in Figure 8, which
reflects the existing geometry at the key intersections.
Parking Supply/Demand
Parking supply was determined for the apartments using the Fort
Collins Land Use Code. Table 6 shows the number of parking spaces
supplied and demanded. It was determined that 54 parking spaces were
required for the apartments. The 55 parking spaces in the sub -surface
parking area are for the apartments. The surface lot maximizes the
number of spaces for the available area. These 25 spaces are for the
proposed office, retail, sit-down restaurant, and the existing Perkins
restaurant. The parking space demand for the office, retail, sit-down
restaurant, and the Perkins restaurant is 156. It is assumed that on -
street parking would accommodate remaining vehicles. There is also
the option to lease spaces from the City lot on the northwest corner
of Olive Street and Remington Street.
Pedestrian Level of Service
Appendix G shows a map of the area that is within 1320 feet of
the 310 S. College Avenue Mixed -use Development. To the east of the
310 S. College Avenue Mixed -use Development is an established
residential neighborhood (1). To the north, west, and south of the
site is the Fort Collins CBD (2) which contains commercial, office,
and institutional land uses. Pedestrian circulation within the study
area is good and the City of Fort Collins has long range plans for
improvements on College Avenue and Mason Street. The 310 S. College
Avenue Mixed -use Development is located within an area termed as a
pedestrian district, which sets the level of service threshold at LOS
A (with the exception of street crossings which has a threshold of LOS
B) for all measured categories. In lieu of a Pedestrian LOS
Worksheet, each pedestrian LOS category is discussed below:
Directness- Due to the location of the 310 S. College Avenue Mixed -
use Development within the Fort Collins CBD, the goal
of LOS A is satisfied.

Trip Distribution
Directional distribution of the generated trips was determined for
310 S. College Avenue Mixed -use Development based upon a gravity model
analysis and engineering judgment. The trip distribution calculations
are provided in Appendix A. Figure 4 shows the trip distributions used
for the short range (2008) analysis future.
Background Traffic Projections
Figure 5 shows the short range (2008) background traffic
projections. Background traffic projections for the short range future
horizon were obtained by reviewing CDOT data and the NFRRTP.
Trip Assignment
Trip assignment is how the generated and distributed trips are
expected to be loaded on the street system. The assigned trips are the
resultant of the trip distribution process. Figure 6 shows the site
generated peak hour traffic assignment. Figures 7 and 8 show the total
(site plus background) short range (2008) peak hour traffic at the key
intersections with Perkins remaining a restaurant and changing to an
office, respectively. With this development, the existing access to
South College Avenue will be closed. Therefore, the traffic that is
currently using that access was reassigned to the alley accesses.
Signal Warrants
As a matter of policy, traffic signals are not installed at any
location unless warrants are met according to the Manual on Uniform
Traffic Control Devices. Based upon the short range (2008) peak hour
traffic forecasts, no signal warrants will be met for the existing stop
sign controlled intersections.
Operation Analysis
Capacity analyses were performed at the College/Magnolia,
College/Olive, Olive/Remington, Magnolia/Alley, Olive/Alley, and
College/Perkins Access intersections. The operations analyses were
conducted for the short range analysis future, reflecting a year 2008
condition.
Using the traffic volumes shown in Figure 5 and the existing
geometrics, the key intersections operate in the short range (2008)
background traffic future as indicated in Table 3. Calculation forms
for these analyses are provided in Appendix D. The key intersections
will operate acceptably.

III. PROPOSED DEVELOPMENT
The 310 S. College Avenue Mixed -use Development is a proposed
residential/office/retail/restaurant mixed -use development, located in
the southeast quadrant of the College/Olive intersection in Fort
Collins. Figure 3 shows a site plan of the 310 S. College Avenue Mixed -
use Development. The short range analysis (Year 2008) includes
development of the 310 S. College Avenue Mixed -use Development and an
appropriate increase in background traffic. Since this is an
intermediate level transportation impact study, a long range analysis is
not required. The site plan shows access to the 310 S. College Avenue
Mixed -use Development via the alley accesses to Olive Street and
Magnolia Street. As with other CBD land uses, there is also on -street
parking within walking distance of the 310 S. College Avenue Mixed -use
Development.
The lease of the Perkins Restaurant will be expiring in the next
few years. Since renewal is not a certainty, two land use conditions
were analyzed. One assumes that the Perkins Restaurant building would
continue as a high -turnover sit-down restaurant. The other assumes that
this building would be converted to an office use with two floors.
Trip Generation
Trip generation is important in considering the impact of a
development such as this upon the existing and proposed street system.
Trip generation information contained in Trip Generation, 6th Edition,
ITE was used to estimate trips that would be generated by the
proposed/expected uses at this site. Table 2 shows the expected trip
generation on a daily and peak hour basis. Since the 310 S. College
Avenue Mixed -use Development is located in the Fort Collins CBD, it was
assumed that 25% of the trip generation would be non -motor vehicle trips
(pedestrian, bicycle, etc.).

Pedestrian Facilities
Sidewalks exist adjacent to existing developments on all area
streets. There are pedestrian crosswalks and ramps at all key
intersections. This site is within 1320 feet of: existing residential
areas and commercial uses. This site is within the Fort Collins CBD.
Bicycle Facilities
There are bicycle facilities along Remington Street. Bicycles
are not allowed on this section on College Avenue.
Transit Facilities
The study area has extensive transit service. The Downtown
Transit Center is located in the northeast quadrant of the
Laporte/Mason intersection, which is within 2500 feet of the site.
This area is served (within 1320 feet) by transit routes 1, 5, 8, 14,
15, and 64 (night service).

Olive
Remington Street is east of the 310 S. College Avenue Mixed -use
Development. It is a two-lane north -south street with parallel on -
street parking allowed on both sides of the street. At the
Olive/Remington intersection, Remington Street has northbound and
southbound left -turn lanes and a combined through -right lanes.
The alley is adjacent (east) to the 310 S. College Avenue Mixed -
use Development. It is a 20 foot wide alley, connecting Olive Street
and Magnolia Street. The alley extends to the north of Olive Street.
The Perkins Restaurant Access to College Avenue is currently a
right-in/right-out access. It was observed that in the morning peak
hour vehicles made left -turns in and out of the access. This occurred
because the median parking area was not fully utilized. In the
afternoon peak hour, this was not possible due to the fact that the
median parking on College Avenue prohibited the left -turn movements.
Existing Traffic
Recent peak hour traffic volumes at the College/Magnolia,
College/Olive, Olive/Remington, Magnolia/Alley, Olive/Alley, and
College/Perkins Access intersections are shown in Figure 2. The
College/Magnolia and College/Olive intersection traffic counts were
obtained in January 2005. The Olive/Remington, Magnolia/Alley,
Olive/Alley, and College/Perkins Access intersection traffic counts were
obtained in February/March 2005. Raw count data is provided in Appendix
B.
Existing Operation
The key intersections were evaluated using techniques provided in
the 2000 Highway Capacity Manual. Using the peak hour traffic shown in
Figure 2, the peak hour operation is shown in Table 1. Calculation
forms are provided in Appendix C. A description of level of service for
signalized and unsignalized intersections from the 2000 Highway Capacity
Manual and a table showing the Fort Collins Motor Vehicle LOS Standards
(Intersections) are also provided in Appendix C. The key intersections
operate acceptably during both the morning and afternoon peak hours.
The 310 S. College Avenue Mixed -use Development site is in an area
termed "mixed -use district." In. mixed -use districts, acceptable
operation at signalized intersections during the peak hours is defined
as level of service E or better. At unsignalized intersections,
acceptable operation is considered to be at level of service F for any
approach leg for an arterial/local intersection.

II. EXISTING CONDITIONS
The location of the 310 S. College Avenue Mixed -use Development is
shown in Figure 1. It is important that a thorough understanding of the
existing conditions be presented.
Land Use
Land uses in .the area are primarily commercial, office,
institutional, and residential. Since this site is within the Fort
Collins Central Business District (CBD), commercial uses generally
surround the site. There is a residential neighborhood to the east of
this site. The center of Fort Collins lies to the south of the 310 S.
College Avenue Mixed -use Development.
Streets
The primary streets near the 310 S. College Avenue Mixed -use
Development site are College Avenue, Magnolia Street, Olive Street, and
Remington Street. College Avenue is adjacent (west) to the 310 S.
College Avenue Mixed -use Development. It is a north -south street
designated as a four -lane arterial street on the Fort Collins Master
Street Plan. Currently, it has a four -lane general cross section.
Diagonal on -street parking is allowed in the center median area.
Parallel on -street parking is allowed on the east and west sides of the
street. At the College/Magnolia intersection, College Avenue has
northbound and southbound left -turn lanes, and two through lanes in each
direction. The College/Magnolia intersection has signal control. At
the College/Olive intersection, College Avenue has two through lanes in
each direction and restricted northbound and southbound left -turns. The
College/Olive intersection has signal control. At both intersections,
right turns from College Avenue are made from the right through lane.
The posted speed on this section of College Avenue is 25 mrh.
Magnolia Street is to the south of the 310 S. College Avenue
Mixed -use Development. It is a two-lane east -west street with diagonal
on -street parking allowed on the north side of the street. At the
College/Magnolia intersection, Magnolia Street has eastbound and
westbound left -turn lanes and a through -right lane in each direction.
At the Magnolia/Alley intersection, Magnolia Street has all movements
combined in one lane.
Olive Street is adjacent (north) to the 310 S. College Avenue
Mixed -use Development. It is a two-lane east -west street, with
diagonal/perpendicular on -street parking allowed on both sides of this
street. At the College/Olive intersection, Olive Street has all
movements combined in one lane. At the Olive/Alley intersection, Olive
Street has all movements combined in one lane. At the Olive/Remington
intersection, Olive Street has all movements combined in one lane.

I. INTRODUCTION
This intermediate transportation impact study addresses the
capacity, geometric, and control requirements at and near the proposed
310 S. College Avenue Mixed -use Development. The 310 S. College Avenue
Mixed -use Development is located in the southeast quadrant of the
College/Olive intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made
with the project architect (Vaught•Frye Architects), the project
planning consultant (VF Ripley Associates), the Fort Collins
Transportation Planning Staff, and the Fort Collins Traffic Engineering
Staff. The Transportation Impact Study Base Assumptions form is
provided in Appendix A. This intermediate transportation impact study

County Urban Area Street Standards." The study involved the following
steps:
- Collect physical, traffic, and development
- Perform trip generation, trip distribution,
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of
intersections;
- Analyze signal warrants;
data;
and trip assignment;
service analyses on' key
- Conduct level of service evaluation of pedestrian, bicycle, and
transit modes of transportation.
