[9/21/05] It is noted that the roof drains are routed to the pumped connection to the storm
sewer. The flows from a major storm event will have a significant impact on the pump
sizing. Has this been accounted for in the pump design? Is a duplicate pump being
installed to provide backup in the event of pump failure? Failure of this system could result
in flooding of the underground parking area. Was a gravity connection from the roof drains
to the storm sewer considered?
Comment from Current Planning:
The consulting team needs to meet in the field with Tim Buchanan, City Forester, and Rick
Richter, Pavement Management Program Director, to discuss the installation of the water
line, fire line and the impact on existing trees along Olive Street. If a significant tree is lost,
then mitigation must be provided in accordance with the recommendation of the City
Forester. The Current Planning Department can coordinate this meeting within a time frame
that is convenient for the applicant.

2. The ramp on College Avenue and the wall between the two ramps appears to still be in
the floodway and we suspect includes fill in the floodway. Please review and revise as
necessary to eliminate any fill in the floodway. Please provide additional existing and
proposed elevations to document the no -rise.
3. Please add a note to the plans and include a note in the drainage report:.
- All work in the floodway must beat or below existing ground. A no -rise certification
required before building permit. (REPEAT)
4. Please delete the part of Floodplain Note 3 that talks about venting of the parking garage.

[6/14/05] Basin 01 drainage will increase from existing to developed conditions, which will
result in increased flows onto Highway 287. CDOT normally does not allow increased flows
onto their highways. The increase of .3 cfs is small, but approval by CDOT would be
required for this increase. Basin 1 also now drains onto CDOT right-of-way and would need
their approval as well.

[6/14/05] Sight distance is a concern at the two driveway intersections with the alley.
Please redesign the walls adjacent to these driveways to allow drivers to see oncoming
traffic in the alley in both directions.

[6/14/05] Please remove the dining tables shown on the landscape plan. Approval for
dining areas encroaching in the ROW takes place in a separate encroachment permit
process through the City's Chief Inspector. FYI - The tables shown separately from the
building (the walk would be between the building and the tables) will not be permitted if
alcohol is to be served. Also, if no alcohol is served in that location, only a single row of
tables would be permitted in order to maintain the required clear space. The typical clear
space required is T from the fence surrounding the dining area to the edge of walk, but
when there is an obstruction on the other side (a retaining wall/fence/etc) then the distance
required is 9'. Please take this into account when applying for dining area encroachments.

subdrains in public rights of way and it appears that there is a proposed exterior perimeter
drain. Still need the hydrologic study.

In addition, please show more information to the south so that we can see how your
improvements are tying into the existing.

[6/14/05] College Avenue is a state highway, and as such, CDOT regulations must be
followed for construction within that ROW and drainage onto the highway. CDOT has
indicated that retaining walls and/or staris are not permitted within the ROW. Planter boxes
would be ok with a permit; closing the access on College will require a permit (free for
removal) that would also cover the other work within the ROW.
Please discuss drainage issues with CDOT, as well as the proposed relocation of the light
pole and associated curbing to the center of College Avenue, to see what CDOT will allow.

[6/14/05] All eaves/balconies/awnings/etc that encroach into either the College or Olive
ROW will require an approved encroachment permit from the City. Retaining walls, planter
boxes, etc in the ROW will also be required to have an encroachment permit. Fees for the
permit will be determined after approval of the project.
