No fill is allowed within the floodway without a technical analysis to show no -rise. Because the sidewalk area within the floodway is being changed and steps are being added, a no -rise certification by an engineer is required. This certification is required before construction as well as at the time of as -built to obtain the CO. Please review the items on the sidewalk area along College Avenue to determine if there is no increase in ground elevations over existing (including planter boxes, stairs, etc.). If there are increases in elevation, a technical analysis by a professional engineer is required to document no -rise. This analysis may involve hydraulic modeling. Please include additional existing and proposed spot elevations within the floodway that can be used for comparison. Thus if excavation occurred there would be risk of undermining the building foundation. Also, if no alcohol is served in that location, only a single row of tables would be permitted in order to maintain the required clear space. The typical clear space required is T from the fence surrounding the dining area to the edge of walk, but when there is an obstruction on the other side (a retaining wall/fence%tc) then the distance required is 9'. CDOT has indicated that retaining walls and/or staris are not permitted within the ROW. Planter boxes would be ok with a permit, closing the access on College will require a permit (free for removal) that would also cover the other work within the ROW. Please discuss drainage issues with CDOT, as well as the proposed relocation of the light pole and associated curbing to the center of College Avenue, to see what CDOT will allow. A permit application has been filled out in order to close this access. The light pole is no longer being relocated. Can something be done there such as cascading juniper over wall/omamenta/ trees or similar "urban" landscape treatment to avoid a masonry wall by itself? Lets get creative. This is a tough area to put landscape in. First of all. there are horizontal constraints between the wall, the sidewalk. the existing trees and the Perkins building. The wall along the walkway will only be 3 or 4 feet high and will have a decorative wrought iron railing on top. There are also columns to help break it up. Be sure and return all of your redlined plans when you re -submit. CDOT normally does not allow increased flows onto their highways. The increase of .3 cfs is small, but approval by CDOT would be required for this increase. An alley way flow calculation has been added to the drainage report, the I00yr flow width is 19. 1 ' wide and the alley is 20' wide, thus no flow will enter the parking garage. In order for this to happen no area draining to the sanitary sewer can be exposed to the sky resulting in storm drainage to enter.
