the pipe private or public?
The private 4" pipe at the private drive runs under the south portion of the Edwards
property then daylights on to the street at their western property line. Currently this
condition is not adequate. The development will redirect half of the alley to a new
trench that will run under the sidewalk and onto Magnolia as shown on 1210112-003.

[5/31/05] Floodplain Comments:
1. Please see 50% and 100% Floodplain checklists for items to be included on plans and in the drainage
report.
2. Please include floodplain boundary on site plan and grading plan. The very northern portion of the
property is in the moderate risk 100-year floodplain whereas the rest of the site is in the high risk 100-year
floodplain.
3. The letter from Northstar contains incorrect information about the level of floodproofing. Please review and
revise. See suggestions.
4. On site plan and grading notes, please indicate actual elevations that the structure must be floodproofed
to.
5. See checklist for necessary notes on plans about floodplain use permit requirement and floodproofing
certificate for CO.
6. Benchmark #2 is listed incorrectly. It should be 4992.21. Please review and revise as necessary.
7. The floor elevation seems a little high compared to the City's topo and a visual inspection of the site.
Please review survey information again to verify the existing floor elevation.
8. Please see conceptual review notes and Section 10-38 of City Code for detailed requirements related to
the floodproofing design. All floodproofing design work and a floodproofing certificate is required prior to
issuance of a building permit.
9. A floodplain use permit and $25 permit fee are required prior to issuance of the building permit.
10. A post -construction floodproofing certificate is required prior to the issuance of the Certificate of
Occupancy.

[6/1/05] Transportation planning and Parking Services (Randy Hensley) request that one of the diagonal parking
spaces in front of this project be signed as designated handicap parking. It seems that the stall furthest to the
west would be the most logical location for this conversion. We also request that one of the walkways leading to
the curb be converted to a ramp to facilitate handicap access from the parking.
The stall farthest to the west will be deleted and curb marked in red for emergency
access. The next stall shall be marked and sized appropriately for handicap van
access. The widened and modified entry drive shall serve as an access ramp as
shown on sheet PDP-003.

[5/30/05] 3.2.5 Trash and Recycling Enclosures needs to be met. Plans need to show location and details of the
enclosure. Refer to http://www.fcgov.com/recycling/enclosures.php for more information and to download the
City of Fort Collins Guidance Document, Trash and Recycling Enclosures - Design Considerations, August 2004.
The trash enclosure wil be enclosed and screened from public view. The enclosure
will be constructed of the same durable materials, since it is enclosed within the
structure to which it is associated. Gates on the enclosures shall be constructed of
metal and will be painted to match other metal work of the project. Enclosure areas
will be constructed on a concrete pad. Gates will be positioned to swing clear of the
enclosure's front width. Gate pins will be installed to hold gates open for integrity and
safety. the requirements set by the City of Fort Collins.

eaves/balconies/footers/etc, and none of these areas should extend past the property boundaries or into the
easements.
The building envelope as been clarified on all plans showing eaves/ balconies/
footers which do not extend past the property boundaries. On the west face a
variance is requested to permit the building eaves to encroach into the private drive,
utility, drainage, and emergency access easement. The eaves are located at a height
of 25' and above. Please find the attached letter approved by Poudre Fire Authority
for use when the owner formerly requests the variance.

neighboring property owners stating that they intend to dedicate an easement for that silt fence. Please provide
a letter of intent for the fence removal offsite, as well as a letter of intent from the bank for the utility easement for
the fire line. We know that the Developer intends to obtain easements, but what we really need to know is that
the neighbors intend to grant them, and the neighbors need to sign the letter(s).
Please find attached letter of intent issued by Urban Living Concepts, a legal
agreement is currently being drafted and will be submitted upon sign off by First
National Bank.
