Department: Zoning Issue Contact: Jenny Nuckols Topic: Zoning Number: 11 Created: 5/24/2005 [7/12/05] [5/24/05] Please show and label the building envelope, building dimensions and distances to property lines Number: 12 Created: 5/24/2005 [7/12/05] [5/24/05) The site plan needs to note the breakdown of commercial space to residential space. How many residential units, how many bedrooms per unit, how many parking spaces are allotted for commercial and for residential. 7-12-05 According to commercial breakdown - only 6 spaces are allowed for commercial use - 9 are being called -out -this is too many - commercial only allows a Maximum number. Please revise. Number: 13 Created: 5/24/2005 [7/12/05] [5/24/05] Is there going to be a trash dumpster? Please note on the site plan or comment in General Notes as to how trash and recyclables will be handled. Number: 15 Created: 5/24/2005 [7/12/05] [5/24/05] Add one more street tree along Magnolia. Number: 16 Created: 5/24/2005 [7/12/05] [5/24/05] Add a note to the landscape notes regarding installation of landscaping prior to the issuance of a certificate of occupancy Be sure and return all of your redlined plans when you re -submit. Page 5 Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage Number: 29 Created: 5/31/2005 [7/14/05] Please document in the drainage letter. [5/31/05] Please document and show the roof drain locations on the grading plan. Where do these roof drains oufall to and is there adequate conveyance without negatively impacting adjacent properties? If roof drains are not directed to the alley or the street, off - site drainage easements will be required. Number: 30 Created: 5/31/2005 [7/14/05] The 4-inch pipe on the Edwards property is utilized for detention. A request and approval would have to be granted to abandon the pipe and detention for this property. [5/31/05] Please explain in the report where the alley drains. Is the 4-inch pipe in a sump location adequate? Is the pipe private or public? Topic: Floodplain Number: 75 Created: 7/15/2005 [7/15/05] 1. Please include floodplain boundaries on site plan. The very northern portion of the property is in the moderate risk 100-year floodplain whereas the rest of the site is in the high risk 100-year floodplain. — REPEAT COMMENT 2. On site plan, please revise the notes to not reference 27" above the flood level. This is incorrect. 3. On the grading notes, please indicate actual elevations that the structure must be floodproofed to for both the new structure and the existing structure (see Northstar memo to Glen Schlueter). 4. The garage, since it is at grade and has permanent openings to the outside, does not have to be vented. Please remove 45, and 6 from the grading plan. 5. See corrections to Floodplain Notes on the Grading Plan. Department: Transportation Planning Issue Contact: David Averill Topic: General Number: 70 Created: 7/12/2005 [7/12/05] No further comments. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 23 Created: 5/31/2005 [7/11/05] [5/31/05) Our records indicate an existing 3/4-inch water service to this site. Show and label both proposed and existing curb stops/meter pits and maintain a 2 foot clear separation between pits. Maintain a 4 foot clear separation between meter pits/curb stops and all other permanent structures. Number: 64 Created: 7/11/2005 [7/11/05] Label the fire line fittings, gate valves and thrust blocks. Number: 65 Created: 7/11/2005 [7/11/05] Include a general note to coordinate the relocation of the existing water services with the city utilities at 221-6700. Page 4 Number: 4 Created: 5/18/2005 [7/5/05] Repeat Fyi [5/18/05] Silt fencing is proposed outside of the property boundaries - please provide a letter of intent from the neighboring property owners stating that they intend to dedicate an easement for that silt fence. Please provide a letter of intent for the fence removal offsite, as well as a letter of intent from the bank for the utility easement for the fire line. We know that the Developer intends to obtain easements, but what we really need to know is that the neighbors intend to grant them, and the neighbors need to sign the letter(s). Number: 5 Created: 5/18/2005 [7/5/05] [5/18/05] Please label the existing ROW width on Magnolia, parkway width, and sidewalk width on all plans. Number: 8 Created: 5/18/2005 [7/5/05] From the modification request letter, it appears that the lift parking would not be built unless purchased, and this is incorrect. The lift parking must be constructed and provided for tenants (not as an option) in order to meet parking requirements. [5/18/05] Please provide a detailed plan showing the parking layout with stall and drive aisle dimensions. Number: 10 Created: 5/18/2005 [7/5/05] [5/18/05] Please see redlines and utility plan checklist for additional comments. Number: 46 Created: 6/6/2005 [7/5/05] The variance request has been denied. See attached letter. [6/6/05] LCUASS requires a minimum 28' driveway for at least a car length from the curb and gutter, for the use proposed. Number: 61 Created: 7/5/2005 [7/5/05] An off -site easement from the property to the west is required for construction of the drainage pan on their property. Please submit a letter of intent from the adjacent property owner prior to hearing. The current letter does not address this pan. Number: 62 Created: 7/5/2005 [7/5/05] Plans were checked for preliminary items only. Please expect additional comments during final compliance. Department: Light & Power Topic: General Number: 63 [7/7/05] No Comments Issue Contact: Doug Martine Created: 7/7/2005 Department: Police Issue Contact: Joseph Gerdom Topic: General Number: 74 Created: 7/13/2005 [7/13/05] Some type of down lighting needed at NW comer where drive meets alley. Would also recommend a similar down light on north elevation next to emergency gate. Page 3 Number: 71 Created: 7/13/2005 [7/13/05] The following agencies have indicated that they have no concerns with this proposal: USPS. Number: 72 Created: 7/13/2005 [7/13/05] Xcel Energy comments as follows: "Existing 3/4" gas services to the site will need to be cut off a gas main in the street. New 1 1/4-2" gas service will need to be installed for proposed complex depending on new loads. Maximum gas pressure for complex will be 14" w/c. Number: 73 Created: 7/13/2005 [7/13/05] Your requests for modification on the drive aisle width and parking need work. In the letters, you need to change "LCUASS" to the "Land Use Code" and call out the standard for which you wish a modification. You must state which rationale from 2.8.2(H) you are requesting under. You must show how the modified standard would not be detrimental to the public good and how it meets the chosen rationale. Both requests can be made in one letter if it is clearly organized. I can show you some good examples of this type of request letter. Topic: Landscape Number: 77 Created: 7/15/2005 [7/15/05] Forestry comments that: "Landscape plan should record with a note: 15 mitigation trees are required. Five mitigation trees to be located offsite within 1/4 mile of project at a location provided by the City Forester. Department: Engineering Issue Contact: Katie Moore Topic: Floodplain Number: 76 Created: 7/15/2005 [7/15/05] Please add an ADA ramp for the handicapped parking stall on -street. Topic: General Number: 1 Created: 5/18/2005 [7/5/05] Repeat: Need to clarify where this property's boundary is. This should be bold and easily identifiable on all plans. [5/18/05] The western property line shown is inconsistent between the site/landscape plans and the utility plans. Please determine which is correct, and use this line on all plan sets. Number: 2 Created: 5/18/2005 [7/5/05] Repeat: addressed on some, but not all, plans. [5/18/05] Please re -label that the area that was formerly alley ROW is now a private drive, as well as a utility, drainage, and emergency access easement. Noted on the Edwards House plans is that there is also a 14' private access easement for the drive. Please provide a copy of that easement. Number: 3 Created: 5/18/2005 [7/5/05] Repeat: show building envelope/outline as stated below. If the building extends into easements or over property lines, it will need to be reduced. [5/18/05] Please clearly show the building envelope on all plans. This envelope should include all eaves/balconies/footers/etc, and none of these areas should extend past the property boundaries or into the easements. Page 2 6 r a STAFF PROJECT REVIEW City of Fort Collins ALAN STROPE Date: 07/15/2005 3201 E MULBERRY ST. SUITE B FORT COLLINS, CO 80524 Staff has reviewed your submittal for 210-212 W. MAGNOLIA ST., URBAN LIVING LOFTS AT MAGNOLIA ST. PDP, TYPE I, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Anne Aspen Topic: General Number: 37 Created: 6/1 /2005 [7/15/05] [6/1/05] See redlines for further comments. Please return redlines when you resubmit. Number: 48 Created: 6/6/2005 [7/15/05] If you choose to go the lift route, you'll need to provide more detailed information on how they will work, including an elevation showing it loaded with cars within your structure. Do you have sufficient height for the lifts? How will they operate? Will you need to excavate? Also, you must provide the lifts not just size for them if they are necessary to meet your parking minimums. [6/6/05] Please show the parking lifts on your site plan and include a detail on them showing how they work. Number: 78 Created: 7/15/2005 [7/15/05] Justin and I have met to go over CAD issues and modification requirements. I'm available to review the plans again pre -submittal. Number: 49 Created: 6/6/2005 [7/13/05] 1 see that you have made many changes to the drawings. Unfortunately, the drawings are now much harder to read. Please make an appt. with me to review some good examples of site and landscape plans. Also see redlines, which are not exhaustive. [6/6/05] There are some CAD cleanup and clarification issues on your site plan. Make the building footprint bolder and eliminate or label extraneous lines. Label all dimensions. Number: 54 Created: 6/6/2005 [7/13/05] Your reworking of the CAD makes it clear that for legibility you'll need to do a separate sheet for site and landscape. See comment 49. [6/6/05] Re -label PDP-003 Site and Landscape Plan and Details. Number: 55 Created: 6/6/2005 [7/13/05] These lines are not legible as shown. See comment 49. [6/6/05] Show roof and balcony overhangs on your site plan. Number: 59 Created: 6/6/2005 [7/13/05] Did you change the garage fixture? I didn't get the redline back but notice that it is not fully shielded. Since you have window openings to the outdoors, this fixture needs to be fully shielded as well to reduce glare. [6/6/05] Thank you for using fully shielded fixtures. Page 1
