IV. CONCLUSIONS
This study assessed the impacts of Colorado Health & Fitness on
the short range (2007) street system in the vicinity of the proposed
development. As a result of this analysis, the following is concluded:
- The development of Colorado Health & Fitness is feasible from a
traffic engineering standpoint. At full development, Colorado
Health & Fitness will generate approximately 855 daily trip ends,
31 morning peak hour trip ends, and 106 afternoon peak hour trip
ends.
Currently, the Timberline/Bighorn intersection operates acceptably
with existing control and geometry.
- In the short range (2007) future, a signal will not likely be
warranted at the Timberline/Bighorn intersection.
In the short range (2007) background traffic future, the key
intersections will operate acceptably.
- In the short range (2007) future, given full development of
Colorado Health & Fitness and an increase in background traffic,
the key intersections will operate acceptably. The short range
(2007) geometry is shown in Figure 9.
e - Acceptable level of service will be achieved for pedestrian,
bicycle, and transit modes based upon the measures in the multi -
modal transportation guidelines, except as noted. There is little
that can be done to mitigate this level of service.

Bicycle Level of Service
Appendix E shows a map of the area that is within 1320 feet of
Colorado Health & Fitness. Based upon Fort Collins bicycle LOS
criteria, there is one destination area within 1320 feet of Colorado
Health & Fitness. This destination is the office/business park to the
west. The bicycle LOS worksheet is provided in Appendix E.
Transit Level of Service
Currently, there is no transit service in the area. The Fort
Collins 2015 Transit System Map shows that in the future, there will
be 30 minute feeder service on this segment of Timberline Road.
However, this service will not occur within the short range future
time period that is reflected in an intermediate transportation impact
study.

intersection. The operations analyses were conducted for the short range
analysis, reflecting a year 2007 condition.
Using the traffic volumes shown in Figure 6 and the future
geometrics, the key intersections operate in the short range (2007)
background traffic future as indicated in Table 3. Calculation forms
for these analyses are provided in Appendix C. The Timberline/Bighorn
intersection will operate acceptably.
Using the traffic volumes shown in Figure 8 and the future
geometrics, the key intersections .operate in the short range (2007)
total traffic future as indicated in Table 4. Calculation forms for
these analyses are provided in Appendix D. The Timberline/Bighorn
intersection will operate acceptably. The short range (2007) geometry
is shown in Figure 9.
Pedestrian Level of Service
Appendix E shows a map of the area that is within 1320 feet of
Colorado Health & Fitness. The Colorado Health & Fitness site is
located within an area termed as a "other," which sets the level of
service threshold at LOS C for all measured categories. There are
five destination areas within 1320 feet of the proposed Colorado Health
& Fitness: 1) the residential neighborhood to the east, 2) the
residential neighborhood and office to the southeast, 3) the
office/business park to the west, 4) Poudre River Power Authority, and
5) the apartments and future commercial area to the north. Table 5
contains a pedestrian destination analysis. In most cases, sidewalks
are completed .within the pedestrian influence area.. It is assumed
that sidewalks will be completed as properties develop. It is also
assumed that pedestrian crossing of Timberline Road or Horsetooth Road
would only occur at signalized intersections. Appendix E contains a
Pedestrian LOS Worksheet.

III. PROPOSED DEVELOPMENT
Colorado Health & Fitness is a proposed health club development,
located in the southeast quadrant of the Timberline/Bighorn intersection
in Fort Collins. Figure 4 shows a site plan of Colorado Health &
Fitness. The short range analysis (Year 2007) includes development of
Colorado Health & Fitness and an appropriate increase in background
traffic. Since this is an intermediate level transportation impact
study, a long range analysis is not required. The site plan shows a
public access from Bighorn Road to Colorado Health & Fitness, which
lines up with an access to a mixed -use development to the north.
Trip Generation
Trip generation is important in considering the impact of a
development such as this upon the existing and proposed street system.
Trip' generation information contained in Trip Generation, 7"' Edition,
ITE was used to estimate trips that would be generated by the
proposed/expected uses at this site. Table 2 shows the expected trip
generation on a daily and peak hour basis.

Trip Distribution
Directional distribution of the generated trips was determined for
Colorado Health & Fitness based upon a simple gravity model. The
gravity model analysis is included with the Base Assumptions form in
Appendix A. Figure 5 shows the trip distribution used for the short
range (2007) analysis future.
Background Traffic Projections
Figure 6 shows the short range (2007) background traffic
projections. Background traffic projections for the short range future
horizon were obtained by reviewing the NFRRTP and various traffic
studies for other developments in the area.
Trip Assignment
Trip assignment is how the generated and distributed trips are
expected to be loaded on the street system. The assigned trips are the
resultant of the trip distribution process. Figure 7 shows the site

Existing Operation
The Timberline/Bighorn intersection was evaluated using techniques
provided in the 2000 Highway Capacity Manual. Using the peak hour
traffic shown in Figure 3, the peak hour operation is shown in Table 1.
Calculation forms are provided in Appendix B. A description of level of
service for signalized and unsignalized intersections from the 2000
Highway Capacity Manual and -a table showing the Fort Collins Motor
Vehicle LOS Standards (Intersections) are also provided in Appendix B.
It is important to note that, at the Timberline/Bighorn intersection
during the afternoon peak hour, the observed delay for the minor
street approaches was commensurate with level of service b/E. The
initial calculated delay using the analysis software showed the minor
street left -turns during the afternoon peak hour operating at level of
service F (approximately 57.0 seconds). The calculated delay was not
reasonable. Therefore, an adjustment to the critical gaps at this
intersection was used to have the calculated delay reflect the
observed delay. The adjustment was also applied to the morning peak
hour and was used in all subsequent analyses. The Colorado Health &
Fitness site is in an area termed "mixed -use district." Therefore,
acceptable operation at signalized intersections during the peak hours
is defined as level of service E or better. At unsignalized
intersections, acceptable operation is considered to be at level of
service F for any approach leg for an arterial/local intersection. The
key intersections operate acceptably during both the morning and
afternoon peak hours.
Pedestrian Facilities
Sidewalks exist along all developed parcels of land. Sidewalks
also exist along vacant parcels of land along Timberline Road,
including the proposed Colorado Health & Fitness site. It is expected
that as properties in this area are developed, sidewalks will be
installed as part of the street infrastructure.
Bicycle Facilities
There are bicycle lanes along Timberline Road. Local streets are
not required to have designated bicycle lanes.
Transit Facilities

II. EXISTING CONDITIONS
The location of Colorado Health & Fitness is shown in Figure 1.
It is important that a thorough understanding of the existing conditions
be presented.
Land Use
Land uses in the area are primarily residential and commercial.
The proposed Colorado Health & Fitness site is adjacent to an existing
residential development. There are existing commercial uses to the
west, across Timberline Road. There are proposed commercial uses to the
north, across Bighorn Road.
Streets
The primary streets near the Colorado Health & Fitness site are
Timberline Road and Bighorn Road. Timberline Road is adjacent to (west)
the Colorado Health & Fitness site. It is a north -south street
classified as a six -lane arterial on the Fort Collins Master Street
Plan. Currently, Timberline Road has a four -lane cross section. At the
Timberline/Bighorn intersection, Timberline Road has northbound and
southbound left -turn lanes, and two through lanes in each direction.
The existing speed limit in this area is 40 mph.
Bighorn Road is adjacent to (north) the proposed Colorado Health &
Fitness. It is an east -west street classified as a local street on the
Fort Collins Master Street Plan. Currently, Bighorn Road has a two-lane
local street cross section. At the Timberline/Bighorn intersection,
Bighorn Road has all eastbound and westbound movements combined in a
single lane. However, there is adequate width for the right -turning
vehicles to create their own separate lane. The Timberline/Bighorn
intersection has.stop sign control on Bighorn Road.
Existing Traffic
Recent peak hour traffic volumes are shown in Figure 2. The
counts at the Timberline/Bighorn intersection were obtained in June
2005. Raw count data is provided in Appendix A. Since this traffic
count was obtained when schools (particularly Fort Collins High School)
were not in session, counts from the Timberline/Horsetooth and
Timberline/Caribou intersections were reviewed. These counts were
obtained in March 2005 when schools were in session. 'Based upon these
counts, the northbound through movement at the Timberline/Bighorn
intersection was factored by 1.65. The adjusted recent peak hour
traffic volumes are shown in Figure 3. This provides a conservative
condition, reflecting the traffic conditions for roughly nine months of
the year.

I. INTRODUCTION
This intermediate transportation impact study addresses the
capacity, geometric, and control requirements at and near the proposed
Colorado Health & Fitness development. Colorado Health & Fitness is
located in the southeast quadrant of the Timberline/Bighorn intersection
in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made
with the project planning consultant (VF Ripley), the Fort Collins
Traffic Engineer, and the Fort Collins Transportation Planning staff.
The Transportation Impact Study Base Assumptions form and related
documents are provided in Appendix A. This study generally conforms to
the format set forth in the Larimer County Urban Area Street Standards.
Due to the trip generation, this is an intermediate level transportation
impact study. The study involved the following steps:
- Collect physical, traffic, and development
- Perform trip generation, trip distribution,
Determine peak hour traffic volumes;
Conduct capacity and operational level of
intersections;
Analyze signal warrants;
data;
and trip assignment;
service analyses on key
- Conduct level of service evaluation of pedestrian, bicycle, and
transit modes of transportation.
