HomeMy WebLinkAboutFOX MEADOWS BUSINESS PARK NO. 3 REPLAT, TIMBERLINE PLAZA - PDP - 19-05A - SUBMITTAL DOCUMENTS - ROUND 1 - PLANNING OBJECTIVESPolicy T-7.1 Pedestrian facilities The Colorado Health and Fitness Center project will enhance the urban pedestrian atmosphere along Timberline and also Bighorn with streetscape landscaping. PRINCIPLE CAD4: Security and crime prevention will continue to be important factors in urban design. Policy CAD4.2 Lighting and Landscaping Lighting and landscaping will be designed to promote security and comfortable area -wide visibility. PRINCIPLE ENV-1: Continually improve Fort Collins' air quality as the city grows. Policy ENV-1.21 Land -Use The project proposes a fitness facility convenient for the use of both residents and workers in the nearby area. Principle ENV-3: Drinking water provided by the City's Water Utility will meet or exceed customer expectations for quality, quantity, and reliability. Water conservation will be strongly encouraged. Policy ENV-3.3 Water Demand Management Policy The landscape plan for the project will utilize the following xeriscape principles: Plant material with low to moderate water requirements Limited turf areas Effective use of soil amendments An efficient irrigation system Appropriate maintenance PRINCIPLE GM-8: The City will promote compatible infill development in targeted areas within the Community Growth Management Area boundary. Policy GM-8.2 Incentives Policy GM-8.3 Development Review System Since this is an infill project the client and consultants hope that the City would give this treatment to this project. City Plan Principles and Policies achieved by the proposed plan include: PRINCIPLE LU-1: Growth within the city will promote a compact development pattern within a well-defined boundary. Policy LU-1.1 Compact Urban Form The project will be developed within an employment zone (E), serving to infill an area currently surrounded by existing development. PRINCIPLE LU-2: The city will maintain and enhance its character and sense of place as defined by its neighborhoods, districts, corridors, and edges. Policy LU-2.1 City -Wide Structure Policy LU-2.2 Urban Design The location of a Health and Fitness Center in this Employment District will fit well into the area surrounded by residences and places of employment. It will provide a convenient, neighborhood -scale facility for residents and employees nearby to maintain or improve their level of fitness. PRINCIPLE T-1: The physical organization of the city will be supported by a framework of transportation alternatives that maximizes access and mobility throughout the city, while reducing dependence upon the private automobile. Policy T-1.1 Land Use Patterns Policy T-1.3 Street Design Criteria Colorado Health and Fitness Center will have very close proximity to stops along a major transfort route, a major traffic spine, as well as local street access for cyclists, pedestrians, and nearby neighborhood residents. The project will include the preservation of existing walk and street trees, as well as additional r.o.w. dedication for the Timberline ultimate no.w: PRINCIPLE T-5: The City will acknowledge pedestrian travel as a viable transportation mode and elevate it in importance to be in balance with all other modes. Direct pedestrian connections will be provided and encouraged from place of residence to transit, schools, activity centers, work and public facilities. Policy T-5.2 Connections Colorado Health and. Fitness Center will have sidewalks and drives clearly laid out in regard to entrances and streets connecting for all of pedestrians, cyclists and vehicles. PRINCIPLE T-7: The City will encourage the development of comfortable and attractive pedestrian facilities and settings to create an interesting pedestrian network. We believe the project will be a welcome addition to Fort Collins and will benefit the residences in this area. We look forward to the development review process. Box 580 Fort Collins, CO 80521-0580 RE: Colorado Health and Fitness Center Dear Ted: The Colorado Health and Fitness Center PDP is proposed to be located on the southeast corner Timberline Road and Bighorn Drive. The 3.42-acre site is zoned E-Employment, and the Health and Membership club proposed use is considered a secondary use in this district, which would normally mandate that it could not occupy more than 25% of the development plan. However, on April 21, 2005, the Planning and Zoning Board granted approval of a Modification of Standard to allow a Health and Membership Club to occupy 100% of the development plan in this project's area. The applicant is proposing to develop a roughly 25,000 health and fitness facility. The facility will employ between 10 and 15 full-time workers, with a total between 35 and 50 including those who will work part time. It is designed to include general exercise, aerobics, yoga, pilates, physical therapy, a day spa and tanning beds. A portion of the club is also designed exclusively for women, while a separate portion will be designated for coed excercise. The club will also provide locker rooms and showers, as well as an hourly, member -only day care facility for use only while members are present. Vehicular access to the site is from Bighorn Drive. Pedestrian and bike access will be available from both Timberline Road and Bighorn Drive. A total of 117 parking spaces are provided east of the building. Fire access is provided as well as easy access to the trash enclosure. The landscape design will provide foundation planting to compliment the building and provide multi -seasonal interest. Service areas will. be screened, as will the parking from residents' views from the east. Street trees will be added along Bighorn Drive, and the street trees along Timberline, as well as the existing cottonwoods to the south, will be preserved. Shade trees and other landscaping will be provided in the parking area. The Colorado Health and Fitness Center architecture will be adapted and modified to meet City Code requirements. The exterior finishes will include brick in earth tones, with metal awnings. The overall architectural character will conform to the other approved buildings in the office/retail center to the north of the project site.
