being May 18, 2005) as set forth in Section 2.2.11(A) of the Land Use

[5/5/05] The revised TIS resolved the issue with the Trip Distribution. The
new question that arises from the revised TIS is what to do with the
intersection of Drake and Overland. Our standards are silent when it comes to
stop sign control arterial/arterial intersections. The approach LOS is F for WB
left turn and since our standards don't address this type of intersection, we
need to resolve the issue internally.
The TIS discusses a roundabout at the intersection but I am not certain that
this is the best solution for the intersection. There are three options that need
to be address:
1. Signalize the intersection.
2. Redesign the intersection so that the north leg of Overland and the Drake
leg become the through movement. The south leg of Overland could be
then brought into the new "sweeping arterial" at a 90 degrees angle.
3. Three legged roundabout.
4. An alternative analysis should be conducted to determine the correct ROW
control at the intersection.
5. The next question is "who pays". For the improvement? Future discussions
on the topic are warranted.

site, in order to eliminate the need for upsizing the Taft Hill regional detention
facility. We are working with the Parks department to see if that can be done.
Modeling of the new pond design is being done by ACE in coordination with
Ayres. Hopefully the next submittal will include the revised pond modeling.
Topic: Utility Plans

Call out all pond's 100 year water surface elevations on the plans. Will Pond A

Pond A will overflow at elevation of 5124 to a swale to the north. Please show
Swale on the plans, and provide adequate erosion protection for any spill.

Floodplain Review Comments

1. Plat: please add the FEMA 100-year floodplain and floodway and the 500-
year floodplain.
2. Plat: a LOMR has been approved for this area. It shows changes to the
FIRM due to the Cottonwood Glen park and incorporates the annexation of
County area into the City. This information can be obtained from the City's
files for inclusion on the plat and in the plat notes.
3. Plat: please check the location of the City floodplain/floodway. It looks
shifted a bit to the north, showing floodplain on lots in Quail Hollow. This
is not correct.
4. Plat: please add benchmark number and elevation to the plat.
5. The submitted plans show the proposed floodplain based on site grading
changes and using the revised Spring Creek hydrology and hydraulics.
Since no modeling report has been submitted to document this change,
approval of the Preliminary submittal does not guarantee the revised
floodplain, as shown, will be approved. Please submit the modeling report,
which will serve as the CLOMR submittal, as soon as possible. Requirements
for this submittal are included in our Floodplain Modeling Guidelines
handout. Please let us know if you need a copy.
6. Landscaping Plan: upon approval of the revised f loodplain/f loodway, please
add these to the Landscaping Plan, along with a note that states changes to
landscaping located in the floodway must be approved by the Stormwater
Utility.
7. Drainage Report: even though this is for site drainage, please include
information about the floodplain/floodway (both City and FEMA) and the
general approach for meeting the floodplain requirements. You can refer
to the floodplain modeling report in the drainage report. Please refer to
the attached Floodplain Review checklist for information about what to
include in the report and plans.

A fire lane is required. The fire lane shall be visible by painting and signage, and
maintained unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC
The criteria for a required fire lane contain several conditions that must be
met.
1. The minimum width shall be 20 feet.
2. Inside turning radius shall be 25 feet and outside turning radius shall be 50
feet.
3. Compacted road base shall be used during the construction phase only. The
permanent fire lane shall consist of asphalt or concrete and shall be
required to support 40 tons
4. The fire lane shall be platted as an "Emergency Access Easement" on the
final plat.

No commercial building can be greater then 300 feet from a fire hydrant.
Fire hydrants are required with a maximum spacing of 600 feet along an
approved roadway. Each hydrant must be capable of delivering 1500 gallons of
water per minute at a residual pressure of 20 psi. 1997 UFC 901.2.2.2
NOTE: The fire hydrant located behind the maintenance shop on the East side
of the cedar fence will not work in this location. Please contact Michael A.
Chavez with PFA for relocation site.

southeast corner of the park. It will connect to existing ductbanks at each end.
11' x 11' concrete vaults will be installed approximately every 1200' along the
ductbank. Light and Power is currently working with Parks and Rec and BHA to
determine the routing for the ductbank.

to what is shown (but using curves since angle points are not permitted) or with
a quicker transition if Horsetooth to the east will have parking and west will
not.
