Yours Truly, Steve Olt City Planner cc: Katie Moore Kathleen Benedict Nolte Ayres & Associates Current Planning file #20-05 Page 11 Number: 8 Created: 4/21/2005 [4/21/05] The pond and sandy beach are located in the dog park, and there does not appear to be any other pond/beach areas for general use. I'm sure there are a lot of people who would like to utilize a pond/beach without all the dogs running free. Please consider something similar for general use. Page 9 Department: Traffic Operations Issue Contact: Eric Bracke Topic: Traffic Number: 36 Created: 5/5/2005 [5/5/05] The revised TIS resolved the issue with the Trip Distribution. The new question that arises from the revised TIS is what to do with the intersection of Drake and Overland. Our standards are silent when it comes to stop sign control arterial/arterial intersections. The approach LOS is F for WB left turn and since our standards don't address this type of intersection, we need to resolve the issue internally. The TIS discusses a roundabout at the intersection but I am not certain that this is the best solution for the intersection. There are three options that need to be address: 1. Signalize the intersection. 2. Redesign the intersection so that the north leg of Overland and the Drake leg become the through movement. The south leg of Overland could be then brought into the new "sweeping arterial" at a 90 degrees angle. 3. Three legged roundabout. 4. An alternative analysis should be conducted to determine the correct ROW control at the intersection. 5. The next question is "who pays". For the improvement? Future discussions on the topic are warranted. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 41 Created: 5/6/2005 [5/6/05] Curb stop and meter pit may not be located in a traveled way (i.e. sidewalk, driveway, parking lot, etc.). Number: 42 Created: 5/6/2005 [5/6/05] Provide a profile of the proposed sanitary sewer main. Show all water and sewer line crossings in storm sewer and sanitary sewer profiles. Number: 44 Created- 5/6/2005 [5/6/05] Maintain the required landscape/utility separation distance on the landscape plans. Page 8 Topic: Grading Plans Number: 43 Created: 5/6/2005 [5/6/05] Grading plans are incomplete, as they do not show the area of the park that will be used as a regional pond. We hope that with the next submittal, more detail will be shown for that area as the design of the regional pond is finalized. Topic: PV and L crossing Number: 25 Created: 5/3/2005 [5/3/05] Please show the proposed crossing of the PV and L Canal as proposed in the Spring Creek master plan. Canal crossing structure will need to be approved by the ditch company. Topic: Regional Pond Number: 23 Created: 5/3/2005 [5/3/05] Utilities is considering enlarging the size of the regional pond on this site, in order to eliminate the need for upsizing the Taft Hill regional detention facility. We are working with the Parks department to see if that can be done. Modeling of the new pond design is being done by ACE in coordination with Ayres. Hopefully the next submittal will include the revised pond modeling. Topic: Utility Plans Number: 22 Created: 5/3/2005 [5/3/05] Please provide a storm manhole every 300 feet at the maximum. Please show 100 year HGL on all storm sewer profiles. Call out all pond's 100 year water surface elevations on the plans. Will Pond A have a permanent water elevation, please show on plans. The report states that Pond A will overflow at elevation of 5124 to a swale to the north. Please show Swale on the plans, and provide adequate erosion protection for any spill. Page 7 Topic: Floodplain Comments Number: 21 Created: 5/3/2005 Floodplain Review Comments Susan Hayes: 5-4-05 1. Plat: please add the FEMA 100-year floodplain and floodway and the 500- year floodplain. 2. Plat: a LOMR has been approved for this area. It shows changes to the FIRM due to the Cottonwood Glen park and incorporates the annexation of County area into the City. This information can be obtained from the City's files for inclusion on the plat and in the plat notes. 3. Plat: please check the location of the City floodplain/floodway. It looks shifted a bit to the north, showing floodplain on lots in Quail Hollow. This is not correct. 4. Plat: please add benchmark number and elevation to the plat. 5. The submitted plans show the proposed floodplain based on site grading changes and using the revised Spring Creek hydrology and hydraulics. Since no modeling report has been submitted to document this change, approval of the Preliminary submittal does not guarantee the revised floodplain, as shown, will be approved. Please submit the modeling report, which will serve as the CLOMR submittal, as soon as possible. Requirements for this submittal are included in our Floodplain Modeling Guidelines handout. Please let us know if you need a copy. 6. Landscaping Plan: upon approval of the revised f loodplain/f loodway, please add these to the Landscaping Plan, along with a note that states changes to landscaping located in the floodway must be approved by the Stormwater Utility. 7. Drainage Report: even though this is for site drainage, please include information about the floodplain/floodway (both City and FEMA) and the general approach for meeting the floodplain requirements. You can refer to the floodplain modeling report in the drainage report. Please refer to the attached Floodplain Review checklist for information about what to include in the report and plans. Page 6 Number: 17 Created: 4/25/2005 [4/25/05] SPRINKLER REQUIREMENTS: If any welding will be done in the maintenance building the building shall be required to be fire sprinklered. Number: 18 Created: 4/25/2005 (4/25/05] PREMISES IDENTIFICATION: Approved numerals or addresses shall be provided for all new and existing building in such a position as to be plainly visible and legible from the street or road fronting the property. 1997 UFC 901.4.4 NOTE: Address for maintenance building and main entrance (Horsetooth entrance). Department: Police Issue Contact: Joseph Gerdom Topic: General Number: 34 Created: 5/4/2005 [5/4/05] Lighting and Landscaping: LUC calls for min of 1.0 fc throughout parking/drive areas. Also calls for 0.5fc along pathways. It will be important to provide adequate lighting to avoid some of the existing complaints we have received. Number: 35 Created: 5/4/2005 [5/4/05] Emergency Phones: Call boxes should be installed in the parking lot near the tennis/hockey rink and another near the pavilion/basketball courts. The lighting in these areas should also create a sense of "safe harbor" for evening/night security. Number: 37 Created: 5/5/2005 [5/5/05] Add additional handicapped parking to north side of existing parking lot in L7 and L10 near tennis courts L2 & L5 Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Drainage Report Number: 24 Created: 5/3/2005 [5/3/05] Please provide a schematic for the proposed storm sewer system in the drainage report. It seems that the ponding depth in the parking lot at inlet D4 is over 2 feet. Maximum allowable ponding in a parking lot is 1 foot. Page 5 Department: PFA Issue Contact: Michael Chavez Topic: General Number: 14 Created: 4/25/2005 [4/25/05] REQUIRED ACCESS: This is for all parking lot turnarounds. A fire lane is required. The fire lane shall be visible by painting and signage, and maintained unobstructed. 1997 UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1; FCLUC The criteria for a required fire lane contain several conditions that must be met. 1. The minimum width shall be 20 feet. 2. Inside turning radius shall be 25 feet and outside turning radius shall be 50 feet. 3. Compacted road base shall be used during the construction phase only. The permanent fire lane shall consist of asphalt or concrete and shall be required to support 40 tons 4. The fire lane shall be platted as an "Emergency Access Easement" on the final plat. Number: 15 Created: 4/25/2005 [4/25/05] WATER SUPPLY: Commercial No commercial building can be greater then 300 feet from a fire hydrant. Fire hydrants are required with a maximum spacing of 600 feet along an approved roadway. Each hydrant must be capable of delivering 1500 gallons of water per minute at a residual pressure of 20 psi. 1997 UFC 901.2.2.2 NOTE: The fire hydrant located behind the maintenance shop on the East side of the cedar fence will not work in this location. Please contact Michael A. Chavez with PFA for relocation site. Number: 16 Created: 4/25/2005 [4/25/051 HAZARDOUS MATERIALS: Corrosive, flammable liquids, reactive, or toxic materials (As defined in the Uniform Fire Code) if used, stored or handled on site must have a Hazardous Materials Impact Analysis (HMIA) completed and supplied to the Planning Department and the Fire Department. FCLUC 3.4.5 (C) NOTE: Contact Ron Gonzales with information regarding the fuel tank dispensing located in the North maintenance yard. Page 4 Topic: Street design Number: 38 Created: 5/6/2005 [5/6/05] Please provide more data on the plan and profile views of Horsetooth, including elevation labels and vertical curve information on the centerline profile. For reference please include the south flowline profile - it is needed to determine whether cross -slopes will be adequate when the centerline is altered. Number: 39 Created: 5/6/2005 [5/6/05] Please design the cul-de-sac according to LCUASS Chapter 7, and figure 7-19. Flowline grade minimum in cul-de-sac is 1%. Additional elevation data is needed to determine whether cross -slopes will be adequate. Show centerline profile of Horsetooth to the high point in the cul-de-sac (see redlines). Number: 40 Created: 5/6/2005 [5/6/05] Please see utility plan checklist for additional items. Department: Light & Power Topic: 6enerol Number: 19 Issue Contact: Alan Rutz Created: 5/2/2005 [5/2/05] A concrete encased ductbank is currently under design for this park. The ductbank will extend from the south end of Overland Trail to the southeast corner of the park. It will connect to existing ductbanks at each end. 11' x 11' concrete vaults will be installed approximately every 1200' along the ductbank. Light and Power is currently working with Parks and Rec and BHA to determine the routing for the ductbank. Number: 20 Created: 5/2/2005 [5/2/05] Sidewalks leading up to concrete vaults must be 10' wide and be able to support the weight of an electric line truck. Page 3 Number: 28 Created: 5/3/2005 [5/3/05] It seems that the northwest chunk of the site is missing from the utility plans. Please include all areas of the site that will be undergoing grading/utility work/construction in the utility plans. Number: 32 Created: 5/3/2005 [5/3/05] Please see redlines for further comments. Number: 33 Created: 5/3/2005 [5/3/05] Street design comments are based on the premise that Horsetooth is ok as a collector street: The vertical curve length is too short. See LCUASS Figure 7-17 for required vertical curve lengths. Please provide a striping plan, including striping east of site on Horsetooth. This is needed to determine how the transition should take place, either similar to what is shown (but using curves since angle points are not permitted) or with a quicker transition if Horsetooth to the east will have parking and west will not. Topic: Plot Number: 29 Created: 5/3/2005 [5/3/05] Please see the Fossil Creek Community Park Plat as a reference and model this plat after it. Number: 30 Created: 5/3/2005 [5/3/05] Technical services comments: 1. Boundary and legal do not close and do not match 2. see typos in legal and on sheet 1. 3. Dedication statement does not match title. 4. Most control corners are not described. 5. ALL easements must be locatable, both new and existing. 6. Scanning issues with the heavy "flood" lines. 7. Horsetooth ROW is confusing. Please clarify. Number: 31 Created: 5/3/2005 [5/3/05] It appears as though new ROW is being proposed for Horsetooth where there is already ROW existing. Please clearly show all existing easements and ROW and label and dimension them, including reception numbers. Topic: 6enerol Number: 49 Created:5/18/2005 (5/18/05] Current Planning comments are minor and are on red -lined Site & Landscape Plans that are being forwarded to the applicant. Only the sheets that have comments are being forwarded, so the applicant should not expect a full set of red -lined Site & Landscape Plans. Department: Engineering Issue Contact: Katie Moore Topic: 6enerol Number: 26 Created: 5/3/2005 [5/3/05] The street classification changes proposed in the TIS must be evaluated by staff to see if they will be supported. We need additional information in the TIS addressing impacts if the north -south arterial between Horsetooth and CR38E is removed. What could Horsetooth be classified as? What would be the impacts on the neighborhood to the south of the park? Number: 27 Created: 5/3/2005 [5/3/05] Why was Horsetooth proposed as a two-lane arterial but designed only as a collector?
