[5/5/05] The revised TIS resolved the issue with the Trip Distribution.
The new question that arises from the revised TIS is what to do with the
intersection of Drake and Overland. Our standards are silent when it
comes to stop sign control arterial/arterial intersections. The approach
LOS is F for WB left turn and since our standards don't address this type
of intersection, we need to resolve the issue internally.
The TIS discusses a roundabout at the intersection but I am not certain
that this is the best solution for the intersection. There are three options
that need to be address:
1. Signalize the intersection.
2. Redesign the intersection so that the north leg of Overland and the
Drake leg become the through movement. The south leg of Overland could
be then brought into the new "sweeping arterial" at a 90 degrees angle.
3. Three legged roundabout.
4. An alternative analysis should be conducted to determine the correct
ROW control at the intersection.
5. The next question is "who pays". For the improvement? Future
discussions on the topic are warranted.

regional pond is finalized.

Topic: PV and L crossing

[5/3/05] Please show the proposed crossing of the PV and L Canal as
proposed in the Spring Creek master plan. Canal crossing structure will
need to be approved by the ditch company.
Response: The crossing is currently being modeled and will be shown in the Spring Creek
Master Plan upon completion of the analysis.
Topic: Regional Pond

[5/3/05] Utilities is considering enlarging the size of the regional pond on
this site, in order to eliminate the need for upsizing the Taft Hill regional
detention facility. We are working with the Parks department to see if
that can be done. Modeling of the new pond design is being done by ACE in
coordination with Ayres. Hopefully the next submittal will include the
revised pond modeling.

Topic: Utility Plans

[5/3/05] Please provide a storm manhole every 300 feet at the maximum.
Please show 100 year HGL on all storm sewer profiles.
Call out all pond's 100 year water surface elevations on the plans. Will
Pond A have a permanent water elevation, please show on plans. The
report states that Pond A will overflow at elevation of 5124 to a swale to
the north. Please show swale on the plans, and provide adequate erosion
protection for any spill.
Response: The 100-year WSEL is now being shown on the profiles. The
pond's WSEL is called out in the drainage plans. Protection is being
provided for the any controlled spill.
Response: Pond A does not contain a permanent water elevation.

5. The submitted plans show the proposed floodplain based on site grading
changes and using the revised Spring Creek hydrology and hydraulics. Since
no modeling report has been submitted to document this change, approval of
the Preliminary submittal does not guarantee the revised floodplain, as
shown, will be approved. Please submit the modeling report, which will
serve as the CLOMR submittal, as soon as possible. Requirements for this
submittal are included in our Floodplain Modeling Guidelines handout. Please
let us know if you need a copy.
6. Landscaping Plan: upon approval of the revised floodplain/floodway,
please add these to the Landscaping Plan, along with a note that states
changes to landscaping located in the floodway must be approved by the
Stormwater Utility.
7. Drainage Report: even though this is for site drainage, please include
information about the floodplain/floodway (both City and FEMA) and the
general approach for meeting the floodplain requirements. You can refer to
the floodplain modeling report in the drainage report. Please refer to the
attached Floodplain Review checklist for information about what to include
in the report and plans.
Response: The floodplain and floodway will be referred to upon completion of the
Hec-Ras model. Text has been added stating this in the report.
Response: floodway and floodplain lines have been added and
labeled on the landscape plans.
Plat Response:
1. The FEMA floodplain and the floodway and the 500-year floodplain, as
modified by the LOMR have been shown hereon and the notes revised
accordingly.
2. See above.
3. The City floodplain information has been added to the plat.
4. The benchmark has been added as requested. Since no elevations appear on
these sheets, the benchmark may be more appropriately located on the
construction plans and floodplain revision documents.

[5/3/05] Please provide a schematic for the proposed storm sewer system
in the drainage report. It seems that the ponding depth in the parking lot
at inlet 04 is over 2 feet. Maximum allowable ponding in a parking lot is 1
foot.
Response: A schematic is provided in the appendix of the drainage report. No
ponding is greater than 1 foot, except for at Inlet BS and Inlet CI. These are
ponds and therefore the ponding depth is allowed. The ponding depth was taken in
account when designing the outlets.

I- Plat: please add the FEMA 100-year floodplain and floodway and the
500-year floodplain.
2. Plat: a LOMR has been approved for this area. It shows changes to
the FIRM due to the Cottonwood Glen park and incorporates the annexation
of County area into the City. This information can be obtained from the
City's files for inclusion on the plat and in the plat notes.
3. Plat: please check the location of the City floodplain/floodway. It
looks shifted a bit to the north, showing floodplain on lots in Quail Hollow.
This is not correct.
4. Plat: please add benchmark number and elevation to the plat.

Response: Lighting has been revised for additional poles to assure tnot no area
of the parking lot has less than 1.0 fc minimum. Also, 0.5 fc minimum has been
maintained along the pathways adjacent to the parking lots.

A fire lane is required. The fire lane shall be visible by painting and
signage, and maintained unobstructed. 1997 UFC 901.2.2.1; 901.3;
901.4.2; 902.2.1; FCLUC
The criteria for a required fire lane contain several conditions that must be
met.
1. The minimum width shall be 20 feet.
2. Inside turning radius shall be 25 feet and outside turning radius shall
be 50 feet.
3. Compacted road base shall be used during the construction phase only.
The permanent fire lane shall consist of asphalt or concrete and shall be
required to support 40 tons
4. The fire lane shall be platted as an "Emergency Access Easement" on
the final plat.
Response : The emergency access easement will be coordinated will PFA and
shown on the Final Plat

No commercial building can be greater then 300 feet from a fire hydrant.
Fire hydrants are required with a maximum spacing of 600 feet along an
approved roadway. Each hydrant must be capable of delivering 1500 gallons
of water per minute at a residual pressure of 20 psi. 1997 UFC 901.2.2.2
NOTE: The fire hydrant located behind the maintenance shop on the East
side of the cedar fence will not work in this location. Please contact
Michael A. Chavez with PFA for relocation site.
Response: The Hydrant has been located inside the Fence (see the site plan
Sheet 56_ However the applicant will coordinate with PFA a more desirable
location (if required) before submittal of the Final Compliance Plan.

elevation data is needed to determine whether cross -slopes will be
adequate. Show centerline profile of Horsetooth to the high point in the
cul-de-sac (see redlines).
Response: Cul-de-sac was corrected and designed according to LCUASS. 1 %
minimum grade was included. Cross sections and spot elevations show cross slopes.
The plan view of the cu-de-sac shows the cross slopes and the profile extends to
the high point.

[5/2/05] A concrete encased ductbank is currently under design for this
park. The ductbank will extend from the south end of Overland Trail to
the southeast corner of the park. It will connect to existing ductbanks at
each end_ 11' x 11' concrete vaults will be installed approximately every
1200' along the ductbank. Light and Power is currently working with Parks
and Rec and BHA to determine the routing for the ductbank.
Response; BHA and Parks are continuing coordination with Alan on the duct
bank rpoute.

5. All existing easements except the Dixon and Canon Ditch easement have
been annotated and defined on the revised plat. The Dixon and Canon
Reservoir Company has been contacted and has not responded. The
document creating the easement contains no specific location or width and is
proposed to be relocated by as part of this project. At this time the
centerline of said ditches have been shown as located in the field.
Additional mathematics will be added when contact has been made with the
ditch company.

[5/3/05j It appears as though new ROW is being proposed for Horsetooth
where there is already ROW existing. Please clearly show all existing
easements and ROW and label and dimension them, including reception
numbers.
Response: Since the area within the existing right of way is incluaea within the
boundaries of the property owned by the City per the supplied title documents,
the area is presumed to be a right of way easement for Horsetooth Road, rather
than a fee title grant. The existing right of way is now shown as TRACT C - a 30'
wide right of way. The additional right of way required to meet Larimer County
Urban Street standards is being "dedicated" as "on alignment" as TRACT A and
TRACT B. This should clarify the various interests in Horsetooth Road. All
existing easements have been labeled as requested.

Please provide a striping plan, including striping east of site on Horsetooth.
This is needed to determine how the transition should take place, either
similar to what is shown (but using curves since angle points are not
permitted) or with a quicker transition if Horsetooth to the east will have
parking and west will not.
Response: The vertical curve length has been corrected according to LCUASS. A
striping plan has been provided. The striping extends to where the existing
Horsetooth striping will connect.
