Parking areas will be accessed from both streets. Wetlands and Natural Areas: • In terms of natural areas, there are several mature Cottonwood trees located along the banks Spring Creek and in the southeast corner of the park. The City Forester has examined the existing trees and is planning to remove several of them for reasons related to health, safety and welfare. Several existing wetland areas have been identified and are shown on the site plan,. (iii) Proposed ownership and maintenance of public and private open space areas. • The park site will be publicly owned and maintained by the City's Parks Department. (iv) Estimate of Number of Employees for Commercial and Industrial Uses • The proposed maintenance facility will house 8 to 10 employees. (v) Description of rationale behind assumptions and choices made by the applicant • This project will comply with all applicable city standards in an effort to create a satisfactory addition to the city. (vi) Variances • No variances are being requested. (vii) How Conflicts Between Land Uses are Being Avoided • Buffer. (viii) Neighborhood meeting, Board Meetings, City Council • The Park Planning Department has hosted four (4) neighborhood meetings for this project. The park master plan was also presented to several boards and commissions including: P&R Board (3 meetings), Natural Resources Board (2 meetings), and the Transportation Board (1 meeting). The project was also review by City Council during a work session. (ix) Project name and previous project names. • The project name is Spring Canyon Community Park. The park was previously known as the Southwest Youth Community Sports Complex. Statement of Planning Objectives Page 2 of 2 Statement of Planning Objectives Spring Canyon Park (i) Statement of appropriate City Plan Principals and Policies The proposed Spring Canyon Community Park is consistent with the City's Comprehensive Plan as per the following: • The Spring Canyon Community Park property is zoned POL. The proposed land uses are permitted uses within the POL zone district. The park is consistent with the recommendations of the council -adopted Parks and Recreation Policy Plan. The land was purchased with funds generated by the Choice 1995 voter approved tax initiative. Construction funding was produced by community parkland impact fees. • The public streets being constructed and/or improved with this development will adhere to the standards set forth in the Larimer County Urban Area Street Standards. Bicycle and pedestrian access is integrated throughout the park site, along with connectivity to other surrounding properties. A trail hub for Spring Creek Trail, Fossil Creek Trail and the Pine Ridge Open Space Trail is located within the park that will provide access to the larger community. • In terms of natural areas, there are several mature Cottonwood trees located along the banks Spring Creek and in .the southeast corner of the park. Several existing wetland areas have also been identified. • No hazardous materials have been identified on this site. (ii) Open Space, Buffering, Landscaping, Circulation, Transition Areas, Wetlands and Natural Areas Open Space: • With the exception of the maintenance facility the entire park site is considered open space. Buffering: • Generous setbacks, landscaping and earthen berms buffer the park uses from the surrounding neighborhoods and natural areas. The design team will work with neighboring property owners to provide adequate buffering while protecting their mountain views. Landscapinq_ • Appropriate landscaping will be installed in the parking areas and around the perimeter of the maintenance facility. The landscape within the park is designed to complement the canyon theme and the associated park uses. Statement of Planning Objectives Page 1 of 2
